The Theater Battle Management Core System (TBMCS) is an integrated air command and control (C2) system that performs standardized, secure, automated air battle planning and execution management for Air Force, multi-service, and allied commanders in theaters of operation worldwide. TBMCS provides the means to plan, direct, and control all theater air operations and to coordinate with land, maritime, and special operations elements. This paper proposes a new network centric architecture that can be used by first responders to effectively respond to crisis situations. The powerful network-centric concept originally developed for and mainly used in the military environment, can be effectively used for civilian security and emergency response missions. We initiate a study of mathematical models for specifying (discrete) simulation-based control systems. It is desirable to specify simulation-based control systems using a model that is intuitive, succinct, expressive, and whose state space properties are relatively easy computationally. We compare automata-based models for specifying control systems and find that all systems that are currently used (such as finite state machines, communicating hierarchical finite state machines (FSM), communicating finite state machines, and Turing machines) lack at least one of the abovementioned features. Systems engineers have been facing challenges with the design and analysis of multiple complex systems. System of Systems Engineering has emerged to assist in this challenge with the systemic analysis, design, and transformation of complex metasystems. This paper outlines a proposed method to overcome these challenges, which is grounded in System of Systems Engineering principles and methodology. An overview of System of Systems Engineering will be provided for understanding of its significance and the attempt to complement Systems Engineering efforts in dealing with the aforementioned challenges. Finally, discussion on the proposed method, with respect to complex system analysis, is provided.

This paper describes how to enable diverse enterprise customers for voice-data switch to achieve in configuration a balance among users, features, and perceived reliability subject to extremes of traffic. The analysis entailed the simulation of the voice-data switch with embedded priority system, generation of latency times for various configurations and transaction traffic rates, and the development of a framework and theoretical propositions for configuration of super-saturated systems. The major objective is to create a framework that combines all the strengths of AMUSE’s complicated calculations, well established commercial system process package such as ASPENPLUS, HYSYS and PRO/II and TRPSEMPro’s flexible parameter optimization modules. Development of the process simulation code can be done using the solvent extraction process experience at Argonne National Laboratory and in collaboration with the NCACM.

This report provides an assessment and recommendations for the systems engineering educational programs at the Air Force Institute of Technology (AFIT). The Air Force needs in systems engineering education are briefly summarized, followed by an analysis of the educational program at AFIT. Based on the assessment of AFIT's program, a set of recommendations are given for improving the programs and their utility to the Air Force. Appendices to the report contain additional information on the AFIT programs and an assessment of other graduate systems engineering programs in the US.

In power system controls, simplified analytical models are used to represent the dynamics of power system and controller designs are not rigorous with no stability analysis. A control system with a fault recovery mechanism in the feedback loop and with faults occurring in a non-deterministic manner can be modeled as a class of hybrid systems, i.e., a dynamical system switched by a finite-state machine or an automaton. In the design of engineered tissues, guided balance of biomaterial degeneration with tissue synthesis offers refined control of construct development. The objective of this study was to develop a mathematical model that describes the steady state metabolism of extracellular matrix molecules (ECM: glycosaminoglycan and collagen) in an engineered cartilage construct taking into account localized environmental changes that may arise because of the application of growth factors. This research investigated the armed services current uses of GIS, and asked the question whether or not a joint GIS program could benefit the DOD. An information technology implementation model was presented as a framework to implement a joint GIS program. It was found that all four armed services use GIS for forward deployments. The Army has its Combat Terrain Information System (CTIS). The Navy's digital nautical charts are a GIS. The Coast Guard HH-65 helicopter experienced 31 in-flight loss of power incidents during FY 2003 and 21 during the first two months of FY 2003. Concurrent with this apparent decrease in reliability, the Coast Guard seeks ways to expand the HH- 65’s Airborne Use of Force capabilities as a result of the September 11th, 2001 terrorists’ attacks. This study is an exploratory, empirical analysis of engine and airframe component replacements as related to engine mishaps and reliability in the HH-65. We use contingency table analysis, ordinary least squares regression, and logistic regression to examine the mishap history and component replacement …

Amid an age of increasing technology, innovation, and global business competition, there is no question that the pace organizational changes are introduced will increase, as well. With this pace of change, organizational leaders might find themselves short on the time and resources necessary to properly create readiness by utilizing implementation strategies. Frequently, a change initiative that is not introduced properly will meet resistance within the organization. This research analyzed the United States Air Force's ability to meet the two conditions required for exemptions of critical habitat designations that are authorized under the National Defense Authorization Act for Fiscal Year 2004. The research was limited to natural resources management on United States Air Force training ranges. Department of Defense exemptions can only be achieved if two conditions exist: the management activities must meet the intent of the Endangered Species Act and conserve the threatened and endangered species identified on the lands managed under an Integrated Natural Resources Management Plan (INRMP), and the plan must ensure that there …
