การลดการใช้รถยนต์นั้นจำเป็นต้องมีการจัดการความต้องการในการเดินทาง (Travel Demand Management: TDM) เพื่อโน้มน้าวให้ผู้เดินทางเลือกใช้รูปแบบอื่นในการขนส่ง เช่น ระบบ การขนส่งสาธารณะ ดังนั้นโครงการวิจัยนี้จึงมุ่งเน้นระบุกลยุทธ์หรือมาตรการในการลดการใช้รถยนต์ที่ เป็นไปได้โดยกำหนดกลุ่มตัวอย่างเป็นบริษัทที่ตั้งอยู่ในอาคารสำนักงานขนาดใหญ่ในกรุงเทพมหานคร โดยมาตรการที่จะนำมาใช้ในการควบคุมนั้นประกอบไปด้วยมาตรการเชิงโครงสร้าง (Structural Intervention) และมาตรการเชิงจิตวิทยา (Psychological Intervention) เพื่อผลักดันและโน้มน้าวให้ ผู้เดินทางลดการใช้รถยนต์และเปลี่ยนไปใช้รูปแบบการขนส่งอื่น ในการระบุมาตรการที่เหมาะสม ได้ทำ การสำรวจพฤติกรรมการเดินทางและผลตอบรับต่อมาตรการต่างๆ ผ่านแบบสอบถาม จากผลการสำรวจ พบว่ามาตรการที่มีศักยภาพต่อการลดปริมาณการใช้รถยนต์ส่วนบุคคลเป็นมาตรการเชิงโครงสร้าง ได้แก่ มาตรการอุดหนุนค่าใช้จ่ายในการเดินทางด้วยระบบขนส่งสาธารณะ และ มาตรการยืดหยุ่นเวลาทำงาน

กรมทางหลวงชนบท มีภารกิจหลักในการดูแลถนนสายรองที่สำคัญ และมีภารกิจอีกประการตาม พ.ร.บ. กำหนดแผนและขั้นตอนการกระจายอำนาจให้แก่ อปท. พ.ศ. 2542 และแผนปฏิบัติการกำหนดขั้นตอนการกระจายอำนาจให้แก่ องค์กรปกครองส่วนท้องถิ่น (อปท.) ฉบับที่ 2 (พ.ศ. 2551) โดยเตรียมความพร้อมให้แก่ อปท. จัดทำคู่มือปฏิบัติงานและฝึกอบรมให้ความรู้แก่บุคลากรของ อปท. รวมทั้งให้คำปรึกษา แนะนำช่วยเหลือ ควบคุมทางวิชาการ และติดตามประเมินผลให้เป็นไปตามมาตรฐาน ซึ่งปัจจุบัน ยังไม่มีตัวชี้วัดที่สะท้อนถึงระดับศักยภาพ/ความเข้มแข็งของ อปท. ด้านงานทางหลวงท้องถิ่น การศึกษาครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาระดับศักยภาพ/ความเข้มแข็งของ อปท. ด้านงานทางหลวงท้องถิ่น และติดตามประเมินผลจากกลุ่มตัวอย่าง อปท. ที่ได้คัดเลือกไว้ โดยจําแนกเป็นราย อปท. และจําแนกกลุ่มตามประเภท/ขนาดของ อปท. จํานวน 442 แห่ง โดยวิเคราะห์ข้อมูลเชิงปริมาณ สถิติที่ใช้ได้แก่ ร้อยละ และค่าเฉลี่ย ผลการศึกษาพบว่า อปท. ส่วนใหญ่รับทราบเกี่ยวกับในภาพรวม ระดับศักยภาพ/ความเข้มแข็งของ อปท. ในภาพรวมเท่ากับ 2.62 จากคะแนนเต็ม 5.00 โดยตัวชี้วัดร้อยละของถนนในความรับผิดชอบของ อปท. ที่ไดลงทะเบียนเป็นทางหลวงท้องถิ่นได้คะแนนสูงสุดเท่ากับ 3.95 คะแนน ตัวชี้วัดระดับการประเมินสภาพถนนและความปลอดภัยมีคะแนนเท่ากับ 3.81 คะแนน ร้อยละของการนําความรู้ไปใช้ประโยชน์ เท่ากับ 1.47 และร้อยละของเครื่องมือ/เครื่องจักร/อุปกรณ์ในการก่อสร้างหรือซ่อมบํารุง ที่อยู่ในสภาพใช้งาน เท่ากับ 1.26 คะแนน ซึ่ง อปท. ในระดับเทศบาลนครมีความเข้มแข็งมากที่สุดที่ระดับคะแนน 3.78 คะแนน ในขณะที่ อปท. ในระดับ อบต. มีความแข้มแข็งน้อยที่สุดที่ระดับคะแนน 2.46 คะแนน อปท. โดยส่วนใหญ่ ไม่มีเครื่องมือ/เครื่องจักร/อุปกรณ์ในการก่อสร้างและสําหรับงานซ่อมบํารุงปกติสําหรับถนนลาดยางและถนนคอนกรีต อปท. สามารถดําเนินการซ่อมบํารุงได้ทันทีภายหลังได้รับแจ้ง โดยกรณีในระดับไม่รุนแรง สามารถดําเนินการได้ทันทีภายในระยะเวลาเฉลี่ย 13.36 วัน สําหรับกรณีในระดับรุนแรง สามารถดําเนินการซ่อมบํารุงได้ทันทีภายในระยะเวลาเฉลี่ย 49.80 วัน และเพื่อเพิ่มขีดความสามารถในการดําเนินงานด้านงานทางและสะพานของ อปท. กรมทางหลวงชนบท ควรประชาสัมพันธ์ และเผยแพร่ข้อมูลมาตรฐาน/คู่มือ/ระบบสนับสนุนการปฏิบัติงาน …

In many applications of fuzzy logic, to estimate the degree of confidence in a statement A&B, we take the minimum min(a,b) of the expert's degrees of confidence in the two statements A and B. When a < b, then an increase in b does not change this estimate, while from the commonsense viewpoint, our degree of confidence in A&B should increase. To take this commonsense idea into account, Ildar Batyrshin and colleagues proposed to extend the original order in the interval [0,1] to a lexicographic order on a larger set. This idea works for expressions of the type A&B, so maybe we can extend it to more general expressions? In this paper, we show that such an extension, while theoretically possible, would violate another commonsense requirement -- associativity of the "and"-operation. A similar negative result is proven for lexicographic extensions of the maximum operation -- that estimates the expert's degree of confidence in a statement A\/B.

In many real-life situations in engineering (and in other disciplines), we need to solve an optimization problem: we want an optimal design, we want an optimal control, etc. One of the main problems in optimization is avoiding local maxima (or minima). One of the techniques that helps with solving this problem is annealing: whenever we find ourselves in a possibly local maximum, we jump out with some probability and continue search for the true optimum. The goal of CERVIS is to increase screening for cervical cancer through the development of a low-cost, minimally invasive screening procedure for women in low-resource settings that requires minimal healthcare expertise. There currently exist two primary screening procedures: the Pap smear, primarily used in developed countries, and visual inspection with acetic acid (VIA), primarily used in low and middle-income countries (LMICs). Both of these procedures require a high degree of healthcare training in order to administer and interpret, and are highly invasive, requiring direct interaction with the cervix. This paper offers an implementation of a subset of the "RISC-V 'V' Vector Extension", v0.7.x. The "RISC-V 'V' Vector Extension" is the proposed vector instruction set for RISC-V open-source architecture. Vectors are inherently data-parallel, allowing for significant performance increases. Vectors have applications in fields such as cryptography, graphics, and machine learning. A vector processing unit was added to Cal Poly's RISC-V multi-cycle architecture, known as the OTTER. Computationally intensive programs running on the OTTER Vector Extension ran over three times faster when compared to the baseline multi-cycle implementation. Memory intensive applications saw similar performance increases.

This Evidence-Based Practice Paper describes implementation and assessment of an exercise bringing international perspectives, liberal arts, and the United Nations Sustainable Development Goals into a first-year engineering program - challenging the arbitrary boundary between engineering and the liberal arts. First-year engineering students (Civil, Mechanical, and Electrical) participated in a role-playing game recreating the 2009 United Nations Climate Talks in Copenhagen, Denmark. Students are facing an increasingly chaotic world in part due to global climate change and environmental degradation, causing rising levels of stress and anxiety. Mindfulness and sustainability programs were initiated over three years by a faculty-librarian collaborative team to assist first-year engineering students in building environmental literacy and personal resilience skills. The faculty-librarian team established in class and out of class themes, games, assignments, and programming using an embedded librarian approach. Sustainability programming included environmental movie nights with curricular links and conversations about climate change using the World Café methodology. The rapid escalation of the antibiotic resistance crisis has brought attention to the decline in efficiency of antibiotics which have long been a cornerstone of modern medicine. This project aims to provide novel drug targets for the creation of anti-infective immunotherapies that can treat drug-resistant infections. The identification of said drug target(s) (Molecule X) will allow for the development of an antibody based drug that will neutralize bacterial virulence rather than killing the bacteria. Due to the high temperature, high pressure environments of deep-sea boreholes, using conventional electronics to capture temperature-specific water samples may be unreliable or even impossible. In this project, we introduce the use of shape memory alloys as thermal sensors to trigger an actuator to take a water sample at a specified temperature. A custom sampler that can interface with a variety of developed triggers was also designed and fabricated for use in deep-sea boreholes. It is a cumulative project of the Fire Protection Engineering Program at Cal Poly. The report consists of a prescriptive analysis and a performance-based design analysis. The building contains dry laboratories, classrooms, offices, and administrative spaces. The building is a three-story structure. There is an atrium that connects the first floor to the third floor. California Polytechnic State University at San Luis Obispo recently finished constructing a new multimillion student housing project on campus. One of the six buildings, elewexe or 172B, from this housing complex was selected for a full evaluation of the fire and life safety systems using both prescriptive and performance based approaches. The building is a Type II-B four story dormitory with an R-2 occupancy classification.

A fire and life safety analysis was conducted to fulfill a requirement for the Master of Science Degree in Fire Protection Engineering from California Polytechnic State University. A prescriptive and performance-based analysis was conducted on the San Francisco Museum of Modern Art. The SFMOMA is a 10-story, 460,000 𝑓𝑡2 , Type 1A mixed occupancy building. Located in the northwest corner of San Francisco, SFMOMA houses a collection of over 33,000 works of painting, sculpture, design and media making it one of the largest museums in the world for modern and contemporary art.

This culminating report is a fire, explosion, and life safety evaluation of a Research Laboratory ("Laboratory") where significant quantities of flammable, combustible, and hazardous materials are used and stored. The report's initial portion provides a prescriptive-based analysis using applicable sections of the 2016 California Building Standard Codes and National Fire Protection Association (NFPA) standards. Because of the unique challenges to hazardous laboratory spaces, the prescriptive- based analysis includes both a review of codes applicable to all occupancies (e.g., egress, fire-resistance, building area), and codes applicable to Group H and L occupancies (e.g., electrical area classification maps, control areas). A detailed study of the fire and life safety systems was performed on the Powell Building located in Oak Ridge, TN. This report consists of both prescriptive and performance-based analysis. The prescriptive based analysis reviews the fire and life safety requirements in accordance with the applicable codes. The prescriptive portion of this report included life safety, fire suppression systems, fire alarm and detection systems, and structural fire protection. The performance-based analysis was used with viable fire scenarios to ensure that occupants could safely egress the building. This project report is a fire and life safety evaluation of a newly constructed building. The new Campus Life Center (CLC) building is located on the campus of Emory University in Atlanta, Georgia. The CLC is a student center where students, staff, and guests can gather to socialize, study, eat and attend conferences. The prescriptive requirements were based on the Georgia State Fire Codes, adopted on January 2014 and served as code of record for this facility. Levee systems are an important part of California's water infrastructure, engineered to provide resilience against flooding and reduce flood losses. The growth in California is partly associated with costly infrastructure developments that led to population expansion in the levee protected areas. Therefore, potential changes in the flood hazard could have significant socioeconomic consequences over levee protected areas, especially in the face of a changing climate. In many practical situations, measurements are characterized by interval uncertainty -- namely, based on each measurement result, the only information that we have about the actual value of the measured quantity is that this value belongs to some interval. If several such intervals -- corresponding to measuring the same quantity -- have an empty intersection, this means that at least one of the corresponding measurement results is an outlier, caused by a malfunction of the measuring instrument. In many practical situations, observations and measurement results are consistent with many different models -- i.e., the corresponding problem is ill-posed. In such situations, a reasonable idea is to take into account that the values of the corresponding parameters should not be too large; this idea is known as {\it regularization}. Today the electrification of flight is more popular than ever, creating a wide array of concept aircraft and associated power system topologies. In order to gain insights into benefits of these varying architectures, this paper introduces the development of a framework for electric aircraft power system (EAPS) optimization. The proposed framework accepts inputs from a designer in the form of component parameters and desired flight mission characteristics. A collective graph representing many architectures is formed, from which, subgraphs or power system topologies meeting the flight requirements are extracted and analyzed. In this paper, we computationally investigate the effects of metal coating length and coating coverage on the reflected spectrum of a long period grating (LPG) over a broad bandwidth. Simulation results indicate that coating the tail end of the fiber between the LPG and the end facet of the fiber provides a reflected spectrum that mimics the LPG transmission spectrum shape over a 400 nmbandwidth. Based on single LPG simulation results, we present the design of a distributed LPG structure containing a multiple number (n) of LPGs in reflection mode for the first time. Simulation results for n …
