This study applied a holistic method of healthcare program assessment, known as systems approach, to evaluate the efficacy of the East Baton Rouge Parish (EBRP) EMS Community-integrated Health Program (CIHP). The author developed assessment metrics following the Quadruple Aim Framework: IHI (Institute for Healthcare Improvement) Triple Aim + Provider Experience.
Results showed that the CP program in this study delivers high ratings on patient experience and provided a 51% return on investment (ROI) through reduced emergency service utilization, ED visits and inpatient hospital admissions. Linkage of medical databases, including insurer claims and electronic health records (EHRs), is increasingly common. However, few studies have investigated the behavior and output of linkage software. To determine how linkage quality is affected by different algorithms, blocking variables, methods for string matching and weight determination, and decision rules, we compared the performance of 4 nonproprietary linkage software packages linking patient identifiers from noninteroperable inpatient and outpatient EHRs. We linked datasets using first and last name, gender, and date of birth (DOB). We evaluated DOB and year of birth (YOB) as blocking variables and used exact and inexact matching methods. …

This study examines the hydrologic and environmental performance of three types of permeable pavement designs: Porous Concrete Pavement (PCP), Permeable Interlocking Concrete (PICP), and Interlocking Block Pavement with Gravel (IBPG) in the semi-arid South Texas. Outflow rate, storage, Normalized Volume Reduction (NVR), Normalized Load Reductions (NLR) of Total Suspended Solids (TSS), and Biochemical Oxygen Demand (BOD5) were compared to results obtained from adjacent traditional pavements at different regional parking lots. A notable percentage of peak flow attenuation of approximately 31–100% was observed when permeable pavements were constructed and implemented. IBPG was capable to hold runoff from rainfall depths …

Weld quality in the context of process control and internal conditions is studied. Several different alloys are welded including plain carbon steel, high-temperature steels, and several traditional and advanced superalloys. Across all studied weld systems, the following conditions led to stronger welds: higher forces and feedrates, lower temperatures, and moderate or limited upsets. In the best cases, post-weld strengths were nearly equal to basemetal strength. Tradition holds that large and symmetric upsets are necessary for good welds, but this study contradicts that notion. The fundamental requirements for bonding are two sufficiently clean surfaces in intimate contact. Only minimal upset is …

The choice of the most appropriate technologies in buildings is often a challenge at the design stage, especially when many different criteria are taken into account. Consequently, the decision process relies often on one criterion only, such as costs or energy savings. We propose a multi-criteria approach based on multi-attribute utility theory to assess alternative energy efficiency measures, explicitly considering both environmental and economic criteria. This paper studies how to improve the accuracy of hydrologic models using machine-learning models as post-processors and presents possibilities to reduce the workload to create an accurate hydrologic model by removing the calibration step. It is often challenging to develop an accurate hydrologic model due to the time-consuming model calibration procedure and the nonstationarity of hydrologic data. Our findings show that the errors of hydrologic models are correlated with model inputs. Thus motivated, we propose a modeling-error-learning-based post-processor framework by leveraging this correlation to improve the accuracy of a hydrologic model. Raman spectroscopy plays a crucial role in biochemical analysis. Recently, superhydrophobic surface-enhanced Raman scattering (SERS) substrates have enhanced detection limits by concentrating target molecules into small areas. However, due to the wet transition phenomenon, further reduction of the droplet contact area is prevented, and the detection limit is restricted. This paper proposes a simple method involving femtosecond laser-induced forward transfer for preparing a hybrid superhydrophilic–superhydrophobic SERS (HS-SERS) substrate by introducing a superhydrophilic pattern to promote the target molecules to concentrate on it for ultratrace detection. The impact of single-axis lattice expansion on the optical response of BiFeO3 films is examined. Low-energy He implantation is used to tailor morphotropic phases of BiFeO3 films and study changes in their optical spectra with continuously increasing lattice expansion. He ion implantation of epitaxial rhombohedral (R)- and tetragonal (T)-like BiFeO3 films induces uniaxial out-of-plane strain that, on R-like films, eventually leads to a complete R-T phase transition. This approach allows us to provide insights into the optical response of BiFeO3 films. Abstract Heat transfer coefficient of the solar air heater duct (SAH) is low due increasing the thermal performance of its absorber. The present study tends to enhance the thermal characteristics of the SAH by adopting the wired ribs on the absorber under different ribs dimensions and arrangements. A rectangular duct is used to form the SAH with length L=1500mm, width w=100mm and height H=30mm. Dynamic behaviour of free vibration of rectangular plate is investigated. This study considered an analytical approach to investigation of free vibration of thin rectangular plate immersed in fluid, resting on Winkler and Pasternak foundations.The governing nonlinear partial differential equation is analyzed using two-dimensional differential transform method. Additive manufacturing with conductive materials enables new approaches to printed electronics that are unachievable by standard electronics manufacturing processes. In particular, electronics can be embedded directly into structural components in nearly arbitrary 3D space. While these methods incorporate many of the same materials, the new processing methods require standard test methods to compare materials, processing conditions, and determine design limits. In this study, we present the details of an optimization method for parameter estimation of one-dimensional groundwater reactive transport problems using a parallel genetic algorithm (PGA). The performance of the PGA was tested with two problems that had published analytical solutions and two problems with published numerical solutions. The optimization model was provided with the published experimental results and reasonable bounds for the unknown kinetic reaction parameters as inputs. Benchmarking results indicate that the PGA estimated parameters that are close to the published parameters and it also predicted the observed trends well for all four problems. This paper reviews the state of the art of protocols for measurement of water-leaving radiance in the context of fiducial reference measurements (FRM) of water reflectance for satellite validation. Measurement of water reflectance requires the measurement of water-leaving radiance and downwelling irradiance just above water. For the former there are four generic families of method, based on: (1) underwater radiometry at fixed depths; or (2) underwater radiometry with vertical profiling; or (3) above-water radiometry with skyglint correction; or (4) on-water radiometry with skylight blocked. Recently demonstrated robotic assembling technologies for fuel cell stacks used fuel cell components manually pre-arranged in stacks (presenters). Magnetic modified hemp biochar with an aim of high adsorption capacity and rapid adsorption rate was prepared by two simple steps using microwave pyrolyzed biochar. This was investigated as a potential green adsorbent for lead remediation from wastewater in a batch-mode experiment. The 150 – 300 µm biochar particles obtained from microwave-assisted pyrolysis of 1.5 kg hemp biomass batch at an average temperature of 600˚C were first impregnated with H2O2 and then magnetized by mixing aqueous biochar suspensions with aqueous Fe3+/Fe2+ solutions. This work explores the novel one-pot aqueous phase synthesis of mesoporous phenolic-hyperbranched polyethyleneimine resins without the use of a template, and their utility as heterogeneous catalysts in batch reactors and continuous microreactors. Catalyst surface areas of up to 432 m2/g were achieved with a uniform Pd distribution and an interconnected, highly porous, network structure, confirmed through Brunauer–Emmett–Teller (BET) surface area measurements, scanning electron microscopes (SEM), X-Ray Photoelectron Spectroscopy (XPS), Transmission Electron Microscopy (TEM), and Energy-dispersive X-ray spectroscopy (EDS). While renewable energy, as a part of smart-grid technologies, brings clean energy, it also brings a series of power quality problems. An increasing number of power electronic devices and new smart-grid technologies are used to ensure a safe, reliable, and high-quality operation of the power grid. However, the effectiveness of these control devices and technologies largely depends on the accuracy of the model, the advancement of control methods, and the numerical optimization of the parameters.

Bio-Char II: Production, Characterization and Applications
The study evaluates the GHG emissions of biochar & bioenergy production in a low temperature gasifier based on various feedstocks. A LCA approach is used to assess the environmental impact of the production and use of biochar for selected applications including the whole feedstock supply chain. Three kinds of feedstock were evaluated, namely (1) agro-residues and municipal forest residues (2) clean wood from sustainable forestry (e.g. pine) and (3) fast growing energy crops (short rotation coppice) Miscanthus and/or willow.

The paper reports probability-statistical methods of determination of adsorption peak described by the Gaussian function. The following are presented: diagram of peak determination on excess adsorption functions pertinent to some advance given threshold values; the particularities of the determination of the end peak. A unified mathematical model of the power flow in a system containing a reactive component compensator consisting of capacitor banks connected in series to a thyristor control reactor is presented.
