This paper will deal with with exemption granted [under the Medical Device Amendments Act of 1976] for the investigational use of devices subject to premarket testing, and more particularly, with the obligation of an investigator seeking such exemption to secure an informed consent agreement from human subjects (or their representatives) under § 520(g)(3)(D) of the Act. It will also consider the relationship between the statutory obligation and that which might be imposed by the common law of negligence.

The work of this thesis concerns the application of heat pumps to domestic space heating in Ireland. Only small air-source electric-powered vapour compression plants using fluorocarbon refrigerants are considered. Tests have been carried out on an air-to-air heat pump unit with a rated heat output of 3 kW. The performance characteristics of each of the system components have been determined from the test results. Computer programs have been written to calculate performance figures for theoretical heat pump cycles and refrigerants 12, 22 and 502 have been compared with one another on the basis of theoretical performance. This study investigated a wide range of water resource problems and opportunities related to the Missouri River and the six main stem dams along an area extending over 1.500 miles from Sioux City. Iowa to Three Forks. Montana. Subjects of the study were: the feasibility of installing additional hydro-power generating units both at the main stem dams and adjacent to the river; resolution of bank erosion, waterlogging, and residual flood problems; opportunities for recreation, fish and wildlife enhancement; operating plans of the main stem system considering future water use; and potential for extending navigation upstream from Sioux City. Appendix A contains a detailed discussion of FSTC Table of Distribution and Allowances (TDAs) changes over the years. A Life Cycle Cost Economics Model For Automation Projects With Uniformly Varying Operating Costs, Donald S. Remer

The described mathematical model calculates life-cycle costs for projects with operating costs increasing or decreasing linearly with time. The cost factors involved in the life-cycle cost are considered, and the errors resulting from the assumption of constant rather than uniformly varying operating costs are examined. Parameters in the study range from 2 to 30 years, for project life; 0 to 15% per year, for interest rate; and 5 to 90% of the initial operating cost, for the operating cost gradient. A numerical example is presented.

Laser Doppler anemometry is employed to measure the mean velocity and turbulence intensity in the early turbulence regime of the flow of a dilute polymer solution through a small-diameter tube. (This regime is initiated at an onset Reynolds number in the subcritical range, above which the polymer additive increases drag, and continues through the transitional Reynolds number range, where a continuous transition to turbulent flow with reduced drag is observed.) When the onset flow rate for early turbulence is exceeded, the mean velocity profile becomes progressively flatter with increasing flow rate. That is, a gradual transition from a laminar profile …

Longitudinal turbulence intensifies measured by split-film anemometry in degraded polymer solutions in pipe flow peaked much farther from the wall than longitudinal turbulence intensities in a Newtonian oil at the same Reynolds numbers. The peak values were at about the same level for the degraded solutions as for the oil but were higher and nearer the wall for fresh polymer solutions. Radial turbulence intensities were lower for the polymer solutions at all locations under all conditions. Drag reduction for the polymer solutions ranged from 1 to 21% based on Newtonian fluid of equal viscosity. For the fresh solutions the Reynolds …

Process synthesis involves manipulation of the process arrangement, while studying the variables of each arrangement, to arrive at the optimal process. If each process arrangement is treated as a discrete variable, process synthesis becomes a mixed integer optimization problem. This paper examines the synthesis of heat exchanger networks using the adaptive random search procedure, which can be used to search continuous and discrete independent variables simultaneously. The means of handling the heat exchanger arrangement as a discrete variable is discussed, and the incorporation of various synthesis heuristics is presented. Optimization of large complex chemical processes is a necessary step in economic design of these systems. Flowsheet simulation models afford an ideal mechanism for detailed optimization of these processes. The methanol process offers several interesting optimization variables (reformer temperature, pressure, and steam and carbon dioxide to hydrocarbon ratios; synthesis loop pressure, temperature, purge rate, and conversion) which require detailed models of the reaction kinetics. This paper presents the results of optimization of the intermediate pressure process using the PROPS model and the adaptive random search routine. This work considers the use of a double-ended cantilever beam as a distributed parameter dynamic vibration absorber applied to a single-degree-of-freedom system in the presence of sinusoidal forces. The problem is analyzed exactly and by an energy approach using a single mode approximation for the cantilever beam. The results for both techniques compare favorably and damping is introduced in the form of a complex beam modulus. Optimal tuning and optimal damping parameters are found for a given ratio of absorber mass to main mass. © 1977 by ASME.

Registration by integral-square error correlation of one-dimensional Discrete Time waveforms which are treated as random processes with specified autocorrelation functions is considered. An important design parameter for this class of problems is the probability of anomaly (a false dip in the correlation function) because it gives an indication of system immunity to gross registration errors. Explicit expressions for this parameter are not possible, so bounds and approximations must be derived. Two upper bounds and an approximation for the probability of anomaly are derived here. A critical analysis of available compliant wall data which indicated drag reduction under turbulent boundary layers is presented. Detailed structural dynamic calculations suggest that the surfaces responded in a resonant, rather than a compliant, manner. Alternate explanations are given for drag reductions observed in two classes of experiments: (1) flexible pipe flows and (2) water-backed membranes in air. Analysis indicates that the wall motion for the remaining data is typified by short wavelengths in agreement with the requirements of a possible compliant wall drag reduction mechanism recently suggested by Langley. Detailed analytical expressions are developed for the output power and spectral characteristics of high‐gain mirrorless laser amplifiers. With regard to intensity variations and spectral narrowing, such lasers are similar in behavior to conventional laser oscillators. A threshold transition region is apparent as saturation sets in, and spectral rebroadening occurs in inhomogeneously broadened laser systems. These solutions take full account of saturation by both the right and left propagating radiation, and the results agree with experiments that have been reported.

Sizable investments have been made and continue to be made throughout the world to develop irrigation potentials. Recent food shortages have heightened the concern for obtaining greater returns to irrigation through improved water management and use. A knowledge of how plant growth cycles relate to moisture and salinity levels in the root zone is prerequisite to developing practical ways of maintaining optimum conditions for maximum production per unit of water concerned. This research further defines the role of irrigation timing and salinity management on crop production, and proposes practical techniques for predicting the crop response to management measures. A joint research effort by the Utah Water Research Laboratory and the Nevado Center for Water Resources Research applied two multiobjective planning models to the Virgin River Basin in order to test the efficiency and practicality of applying such tools in water resrouces planning. The surrogate Worth Trade-off (SWT) method couples mathematical optimization to quantify trade offs among noncommensurable objectives with interviews to compare public preferences with respect to these trade offs. Planning engineers commonly use generous factors of safety for peak flow estimates in urban water supply systems both as a hedge against unforeseen growth and because economies of scale result in relatively low user costs even with such reserve capacity. Transplanting of such design criteria into the rural setting, however, simply does not work. The low density portions of rural domestic systems require very realistic design criteria or the construction costs become infeasible for the small number of customers involved. Hail damage in Utah was examined for individual counties and the entire state. A survey of informal observes was taken and the resulting data base was analyzed. Data from NWS was also examined. County hail damage figures average 4 to 5 percent of production and ranking of counties according to dollar damage occurs in only 4 of the 29 counties (Box Elder, Utah, Millard, and Cache). In many cases the highest dollar damage occurred in the counties of greatest dollar damage should receive the greatest concentration of hail suppression effort. A method utilizing ice crystals to circumvent nucleation processes in cloud seeding activities is discussed in the framework of nuclei activation concepts. Ice, in the form of small crystals, would be a highly efficient cloud seeding materia up to 0 degrees Celsius. The lower limit on humidity would necessitate dispensing the crystals into air that is saturated with respect to ice but no requirement for 100 percent RH(relative humidity) was found. In fact, the lower limit varies with temperature linearly from about 95 percent RH at -5 degrees Celsius to 75 percent RH at -30 degrees Celsius. Preparation of small …

Water user fees imposed by a state on major water uses is a possible new alternative source of state water development funds. A fee, similar to an excise tax, might be charged for the use of the water resource per se, which in a number of states is declared to be the property of the public of the state. States generally have not employed such fees as a source of operating funds for water agencies or of development capital.
