It is an understatement to say that people are confused about cloud seeding. While it has been called "the crime of the century" and outlawed in Pennsylvania, the governments of the dry, western part of the United States continue to spend tax revenues on cloud seeding to increase water supplies. During the past five years, I have talked with officials responsible for decisions regarding cloud seeding programs in about 15 states of the U.S.A., in a dozen other countries, and in the World Meteorological Organization. Some of the officials involved are experts in atmospheric physics, but most are not. Members …

Kentucky Transportation Center Research Report

Traffic noise prediction procedures are used in the design of new highways to determine if noise is limited to specific levels. A previous study evaluated the procedure outlined in NCHRP Report 117 and developed a correction factor which was incorporated into Kentucky's noise prediction procedure. This adjusted NCHRP 117 procedure has been used in Kentucky for the past several years. The Federal Highway Administration has developed a new procedure to predict traffic noise levels. The objective of this study was to evaluate the new prediction procedure, designated as SNAP 1.

Rutting Models For Asphaltic Concrete And Dense-Graded Aggregate From Repeated-Load Tests, David L. Allen, Robert C. Deen

Kentucky Transportation Center Research Report

The development of models to predict rutting in the asphaltic concrete and dense-graded aggregate layers of flexible pavements is reported. The models were developed from data obtained from repeated-load triaxial tests. Details of equipment and methodology are reported.

An asphaltic concrete base mixture was tested at temperatures of 45 F, 77 F, and 100 F. Longitudinal stress levels of 20 psi, 50 psi, and 80 psi were used. The tests were performed unconfined. Most of the specimens were tested to 10,000 cycles of loading. Three sequences of loading were used.

When work is done on some materials systems, their internal geometric states are altered in such a way that they have the potential to "give back" work when the force is removed and the system returns to its original configuration. This stored energy is called strain energy. Strain energy density (strain energy per unit volume) is a function of the Young's modulus of elasticity and Poisson's ratio and the nine strain (or stress) components; but it is independent of the coordinate system. Material properties are input into the Chevron N-layer computer program to calculate the strain components.

A mathematical model was developed to predict the impact of dairy and beef cattle feedlot runoff on receiving streams. The mathematical expressions used in the model describing runoff quantity and quality were not only a function of single rain or snow precipitation events but also consecutive events prior to the runoff occurrence. The runoff quantity and quality were also a function of feedlot surface. Computer simualtions indicate that pollutants from feedlot runoff may have a significant impact on receiving streams during winter months. This paper reports an experimental investigation of surface electromagnetic wave (SEW) energy distribution on railroad tracks. Radial field distribution of SEW on 112-lb/yd rails were examined utilizing a dipole diode detector. Laboratory and on-site measurements were made. The field strength distribution data at frequencies 3.000, 6.000, and 9.733 GHz show that the main part of the SEW TE mode energy (almost 90 percent) is on the head of the rail. Use of dielectric augmentation on the side of rails resulted in lower attenuation of the propagating SEW. Thick dielectric strip augmentation data shows enhancement of SEW propagation in agreement with …

The use of the discrete Fourier transform (DFT) to enhance the detection of moving targets in ground clutter is examined. The improvement factor, defined as the signal-to-clutter ratio at the DFT processor output compared with that of the input, is given as a function of normalized clutter spectral width for various weighting functions on the DFT input. The Missouri River begins at Three Forks, Montana, and flows southeasterly for 2,300 miles before joining the Mississippi River a few miles north of St. Louis, Missouri.  It ranks as the second longest and is one of the most famous rivers in the United States.  It was the primary route of Lewis and Clark.  The river shared with the Oregon Trail and the Santa Fe Trail the distinction of being one of the three main throughfares to the Far West.  It was a wild and unpredictable river that carried millions of pounds of freight.
