We have applied the technique of variable angle of incidence spectroscopic ellipsometry (VASE) to the analysis of multilayered magneto-optic structures. With this instrument we measure the complete pseudodielectric tensor (diagonal and off-diagonal elements) for the sample of interest at variable angles of incidence. We have also developed computer software to perform a best-fit analysis of the measured data, providing optical constants, Voigt parameters, and layer thicknesses for the individual layers in the sample. Additionally, given an estimate of the material parameters, this software will provide an estimate of the optimum spectral range and angles of incidence for accurate characterization of …

We propose stratified volume diffractive optical elements as a new type of diffractive optical element that is capable of functioning as a high-efficiency grating in applications with requirements not suited to traditional holographic or diffractive optical techniques. In this approach, diffractive optical fabrication methods are used to construct an optical structure that emulates volume grating behavior. We discuss the diffraction properties of stratified volume diffractive optical elements and compare them with those used previously in both volume holographic optical elements and stratified volume holographic optical elements. Though designed to measure vector winds over the ocean, new imaging techniques facilitate the use of NASA scatterometer data (NSCAT) in cryosphere studies. NSCAT provides data of unprecedented coverage, resolution, and quality which, when coupled with the scatterometer image reconstruction with filtering (SIRF) algorithm, enables images of O at resolutions approaching 8 km over stationary targets. Such images are useful in ice mapping and classification, and multidecadal studies are possible by comparison with Seasat Scatterometer (SASS) data. Welch's (1967) method for spectral estimation of averaging modified periodograms has been widely used for decades. Because such an estimate relies on random data, the estimate is also a random variable with some probability density function. Here, the PDF of a power estimate is derived for an estimate based on an arbitrary number of frequency bins, overlapping data segments, amount of overlap, and type of data window, given a correlated Gaussian input sequence. The PDFs of several cases are plotted and found to be distinctly non-Gaussian (the asymptotic result of averaging frequency bins and/or data segments), using the Kullback-Leibler distance …

The FDTD (finite-difference time-domain) method is used for modeling EMI antenna geometries to anticipate EMI problems in high-speed digital designs. FDTD is well-suited to modeling large-scale geometries such as cables that might be driven against PCB ground planes as a result of a noise voltage that appears at the connector. Three specific cases are addressed herein including a simple cable driven against a PCB ground, coupling between a high-speed digital and I/O line that drives a cable against the PCB, and the finite impedance of the PCB reference plane that results in an effective noise source that drives the PCB …

Power islands are often used to isolate devices that put noise on a power bus from devices that may be susceptible to power bus noise. At high frequencies however, the effectiveness of these islands depends on the implementation. This paper experimentally investigates the effectiveness of different power island structures at frequencies up to 3 GHz.

A division-of-amplitude photopolarimeter that uses a parallel-slab multiple-reflection beam splitter was described recently [Opt. Lett. 21, 1709 (1996)]. We provide a general analysis and an optimization of a specific design that uses a fused-silica slab that is uniformly coated with a transparent thin film of ZnS on the front surface and with an opaque Ag or Au reflecting layer on the back. We consider a direct-sequence spread-spectrum system operating in an indoors environment in the presence of multiaccess and multipath interference, and additive white Gaussian noise. We focus on the worst-case bit error probability of this system with a constraint on signal-to-interference ratio, and derive a Chernoff-type upper bound on this error probability. We evaluate the upper bound for a special case in order to gain understanding of the basic worst-case performance. Surface dynamics dominate the incorporation of charged, As+Ga, and neutral, As0Ga, antisite arsenic, and the temporal variation of reflection high-energy electron diffraction(RHEED) intensity in the low-temperature molecular beam epitaxy of (100) gallium arsenide(GaAs). A rate equation model is proposed which includes the presence and dynamics of a physisorbed arsenic (PA) layer riding the growth surface. The PA layer dictates the incorporation and concentration of As+Ga and As0Ga. Additionally, it influences the RHEED oscillations (ROs) behavior and the RO’s dependence on its coverage through its contribution to the reflected intensity. Scatterometer instruments are active microwave sensors that transmit a series of microwave pulses and measure the returned echo power to determine the normalized radar backscattering cross section (sigma-0) of the ocean surface from which the speed and direction of near-surface ocean winds are derived. The NASA Scatterometer (NSCAT) was launched on board the ADEOS spacecraft in August 1996 and returned ten months of high-quality data before the failure of the ADEOS spacecraft terminated the data stream in June 1997. Two-dimensional passive photodiode matrices are hardly useful for image sensing due to the crosstalk between pixels. This crosstalk makes it difficult to recover information from individual pixels. A switching unit attached to each sensing unit has been the common solution in image sensors (such as in CMOS sensors and in TFT-PiN a-Si photosensors). A novel organic photodiode with voltage-switchable photosensitivity was developed recently. Passive photodiode matrices made with such organic photodiodes can be used for image sensing applications. An improved intracavity sensor based output power control for microcavity light emitting devices. An improved phototransistor transducer is both configured and physically disposed so that it passively transmits the spurious optical energy output of the microcavity light emitting device while simultaneously generating a light determined electrical signal of easily used large magnitude that is nearly free of error. The base-collector region of the transistor is disposed with a quantum well absorbing layer and produces a signal responsive to a selected emission wavelength. The problem of cracking in electrical apparatus bushings as a result of thermal stresses was investigated. The bushings were composed of cycloaliphatic epoxy insulators with embedded aluminum conductors. The problem is due to the difference in coefficients of thermal expansion of the two materials. A solution to the problem had been to coat the conductors before they were formed together with the epoxy insulators. The coating was assumed to prevent cracking by allowing movement between the two materials as their dimensions changed during thermal expansion and contraction. The contribution of the coating was to be established.

This paper studies the problem of routing and scheduling parallel I/O operations to minimize the time required to transfer data between processors and I/O devices. In particular, a 2-dimensional mesh architecture is considered in which routing is performed using wormhole switching and I/O nodes are placed on the periphery of the mesh. Two broad classes of data transfer mechanisms are examined: schedules with blocking (SB), in which packets may be temporarily blocked during transit, and schedules with no blocking (SNB), in which packets are never blocked in the network. This paper presents a system and methodology for on-line free form surface measurement via a scanning contact probe installed on a CNC (computer numerical control) machine. The scanning probe provides more sampling points than any traditional touch trigger type of probes used on CNC machines, and better measuring accuracy than laser displacement sensing or structured lighting. The presented measuring system's main advantage is that the number of measured points can vary with the change of surface curvature. Fabrication of high quantum efficiency, long lifetime negative electron affinity photocathodes is important for applications such as photomultipliers, image intensifiers, electron beam lithography, electron microscopy, and polarized electron sources. The surface cleanliness of the III-V semiconductor photocathode is crucial in obtaining high photosensitivity.
GaAs(100) and InP(100) photocathodes are prepared by atomic hydrogen cleaning. The cleaning effect on the photocathode performance is discussed. The surface degradation mechanisms which reduce the photocathode lifetime are presented. The photocathode surface cleanliness, structure, and morphology are studied using reflection high-energy electron diffraction (RHEED).

Various approaches to edge detection for color images, including techniques extended from monochrome edge detection as well as vector space approaches, are examined. In particular, edge detection techniques based on vector order statistic operators and difference vector operators are studied in detail. Numerous edge detectors are obtained as special cases of these two classes of operators. The effect of distance measures on the performance of different color edge detectors is studied by employing distance measures other than the Euclidean norm. An integral part of the Comprehensive Nuclear Test Ban Treaty monitoring is an international infrasonic monitoring network that is capable of detecting and verifying nuclear explosions. Reliable detection of such events must be made from data that may contain other sources of infrasonic phenomena. Infrasonic waves can also result from volcanic eruptions, mountain associated waves, auroral waves, earthquakes, meteors, avalanches, severe weather, quarry blasting, high-speed aircraft, gravity waves, and microbaroms. A hybrid neural network approach is presented to estimate radio propagation characteristics and multiuser interference and to evaluate their combined impact on throughput, latency and information loss in third-generation (3G) wireless networks. The latter three performance parameters influence the quality of service (QoS) for multimedia services under consideration for 3G networks. These networks, based on a hierarchical architecture of overlaying macrocells on top of micro- and picoells, are planned to operate in mobile urban and indoor environments with service demands emanating from circuit-switched, packetswitched and satellite-based traffic sources. NSCAT makes only indirect measurements of wind. The direct measurement is of the backscattered radar power. The signal power is contaminated by radiometric noise so a separate measurement of the noise power is subtracted from the signal-plus-noise measurement to estimate the backscattered power. Using the radar equation, sigma-0 is computed from the measured signal power. From multiple sigma-0 mesaurements made at different azimuth angles, the wind is estimated. In wind retrieval, the NSCAT sigma-0 measurements are assumed to have a Gaussian probability distribution with a variance which depends on the mean. As the number of NUMA system's cache coherency protocols based on the IEEE Std. 1596-1992, Standard for Scalable Coherent Interface (SCI) Specification increases, it is important to review this complex protocol to determine if the protocol can be enhanced in any way. This research provides two realizable extensions to the standard SCI cache protocol. Both of these extensions lie in the basic confines of the SCI architectures.

In this correspondence, constructions of generalized concatenated (GC) codes with good rates and distances are presented. Some of the proposed GC codes have simpler trellis omplexity than Euclidean geometry (EG), Reed–Muller (RM), or Bose–Chaudhuri–Hocquenghem (BCH) codes of approximately the same rates and minimum distances, and in addition can be decoded with trellis-based multistage decoding up to their minimum distances. Several codes of the same length, dimension, and minimum distance as the best linear codes known are constructed.

We describe a method of using a Lagrange multiplier to make a locally optimal trade off between rate and distortion in the motion search for video sequences, while maintaining a constant bit rate channel. Simulation of this method shows that it gives up to 3.5 dB PSNR improvement in a high motion sequence. A locally rate-distortion (R-D) optimal mode selection mechanism is also described. This method also gives significant quality benefit over the nominal method. We describe a nonlinear observer-based design for control of vehicle traction that is important in providing safety and obtaining desired longitudinal vehicle motion. First, a robust sliding mode controller is designed to maintain the wheel slip at any given value. Simulations show that longitudinal traction controller is capable of controlling the vehicle with parameter deviations and disturbances. The direct state feedback is then replaced with nonlinear observers to estimate the vehicle velocity from the output of the system (i.e., wheel velocity). A survey of space charge structures arising due to inhomogeneities in glow discharges was conducted. Space charge structures associated with tube geometries, the cathode sheath, striations, and shockwaves were examined. Space charge effects on the Electron Energy Distribution Function (EEDF) were explored for a geometric inhomogeneity using an approximate nonlocal solution to the one dimensional Boltzmann equation after Godyak. The approximate solution partially captured qualitative aspects of space charge effects on the EEDF. Simplification of collisional effects and adaptation of an approximate electric field restricted quantitative comparisons with experimental data. This research examines two proposed enhancements to the well-known Transport Control Protocol (TCP) in the presence of noisy communication links. The Multiple Pipes protocol is an application-level adaptation of the standard TCP protocol, where several TCP links cooperate to transfer data. The Space Communication Protocol Standard - Transport Protocol (SCPS-TP) modifies TCP to optimize performance in a satellite environment. While SCPS-TP has inherent advantages that allow it to deliver data more rapidly than Multiple Pipes, the protocol, when optimized for operation in a high-error environment, is not compatible with legacy TCP systems, and requires changes to the TCP specification.
