Getting Power Back: Court Restoration Of Executive Authority In Boston City Government (1985), Marcy Murninghan

This article, originally published in 1985, is based partly on the author’s experience with the Boston school desegregation case, but goes beyond it. It chronicles some of the events that occurred when a state and a federal court attempted to disengage from active jurisdiction over two Boston public systems: the Boston Public Schools and the Boston Housing Authority. It makes three proposals, which, if enacted, would help to keep the courts out of day-to-day management of municipal operations. It also makes some generalizations about the court-agency interplay that are relevant to the post-remedial phase of institutional reform litigation. The author …

The purpose of this qualitative study was to explore the perceptions of teachers of urban eighth-grade at-risk students in one New Jersey school district regarding the classroom factors that facilitate and inhibit at-risk student motivation to excel academically.
An interview protocol that included semi-structured, open-ended questions was utilized to capture the perceptions of 18 teachers of at-risk students in core content areas. Interview questions were designed in consultation with seminal research in the area of student motivation as well as Maslow’s (1943) Hierarchy of Needs. The latter also provided the conceptual framework through which the study’s findings were analyzed.

As a result of these demands, novice charter school principals must also receive support so that they can grow as professionals to develop a successful school. Van Maanen and Schein’s (1977) foundational theory on organizational socialization is utilized as a conceptual framework to demonstrate a need for novice charter school principal support. Zero-tolerance became the rule in many school districts due to an increase in school-based violence, which served to silence student voices and led to the overrepresentation of minority students in discipline situations. Schools could adopt restorative approaches, but change cannot be sustained without fair processes at the district level. Thus, district policies should be aligned to restorative practices to increase the probability of district-wide success.

My experience as a New York City public school student was absolutely electrifying, though filled with many trials. While my mother would have preferred to put me in private school, having access to some of the world’s greatest institutions and resources offered unique opportunities and exposures. The performing arts provided me with an outlet to express myself and build skills and confidence. In particular, dance education kept me occupied and disciplined in a large city full of danger. Institutional Theory And The History Of District-Level School Reform: A Reintroduction, Judith R. Kafka

In this chapter I make my case for the utility of institutionalism for historians of education, first by explaining institutional theory and how it has been applied to, and shaped by, the study of schooling, and then by applying new theoretical developments to district-level historical research using examples drawn from earlier chapters in this volume. Ultimately, institutional theory may help us to interrogate Tyack and Cuban’s notion of institutional change in schools, by elaborating on their construction of the change process through specific, embedded, settings, and by rethinking how we determine what “counts” as change in schools and districts.

This qualitative study focused on the experiences of 10 African American professionals, five males and five females, in educational administrative positions. The purpose of the study was to show how African American educational administrators perceived double consciousness and describe how they navigated or negotiated their race when working with Caucasian stakeholders in educational organizations. The administrators participated in two interviews, answering questions on race, socioeconomic status, differences between Black and White leadership and lifestyles, culture, and double consciousness. The theoretical framework of this study included elements of critical race theory and culturally sensitive research approaches to support a narrative inquiry. …

Factors associated with successful implementation of school-based restorative justice communities were examined. Restorative practices are alternatives to zero-tolerance, top down approaches that emphasize social engagement over social control (i.e. proactive and reactive responses promote school safety and health). A mixed-methods, survey-based, approach was selected for data collection. Front-line school-based practitioners and administrators from various schools/districts in the Bay Area of California were informed of the study via email and invited to complete an online survey. The purpose of this investigation was to determine if an online Teacher Education Program course could assist in the development of effective urban teacher characteristics of preservice teachers. The Urban Teacher Selection Interview was used to assess seven midrange functions that determine the dimensions of effective urban teaching. Results communicated that although the preservice teachers gained essential knowledge and skills in regards to urban teaching, a link could not be established between specific urban online course activities and the development of effective urban teacher characteristics.

This includes more punitive models that have been used in the past that have contributed to racial disparities in discipline outcomes, including corporal punishment and zero-tolerance policies. With walking as ontological shifter I pursue an alternative to the dominant modernist episteme that offers either/or onto-epistemologies of opposition and their reifying engagements. I propose this type of walking is an intentional turning towards a set of radical positions that, as integrative aesthetic and therapeutic practice, brings multiplicity and synchronicity to experience and being in an expanded sociality. The implementation of the high school admissions process in the New York City Public schools, has re-defined the work and identities of professionals working the screened high school-programs. This study uses descriptive statistics culled from the Directory of New York City High Schools for 2007 and 2017, and interviews with school personnel from three screened school-programs, to review the impact of the implementation of this process during its first full decade in existence. This dissertation explores how novice teachers currently working in low-income urban charter schools in New Jersey perceive their specific preparation to work in a low-income urban charter school classroom, prior to doing so. In this qualitative study, a semistructured interview was used in an effort to assess the preparedness of 18 teachers based on their preservice training, administrative support and mentor guidance, and their self-efficacy and level of cultural awareness. The framework used for this study was Herzberg’s theory of motivation. To provide multi-dimensional support for undergraduates from traditionally underrepresented backgrounds who aspire to careers in research, the BUILD EXITO project, part of a major NIH-funded diversity initiative, matches each scholar with three mentors: peer mentor (advanced student), career mentor (faculty adviser), and research mentor (research project supervisor). After describing the aims of the diversity initiative, the institutional context of the BUILD EXITO project, and the training program model, this article devotes special attention to the rationale for and implementation of the peer mentoring component within the context of the multi-faceted mentoring model.

The standard model for college in America—a four-year bachelor’s degree that teaches critical thinking, analytic reasoning, and written communication skills—is unaffordable and unattainable for most Americans. Only about a third of citizens aged 25 and over have achieved a baccalaureate degree or better. Two-thirds are left behind in precarious jobs that pay substantially less and that are losing ground. Everyone from politicians to parents repeats the mantra of “college for all”, but the reality is more like “college for the socio-economically gifted.”

Re-visualizing care: Teachers’ invisible labor in neoliberal times takes up the topic of teacher evaluation in a moment of moral panic about “bad teachers,” public controversy over Value- Added Measures (VAM) of teacher work, and the widespread implementation of new assessment policies under Race to the Top (RTTT). In 1993, the state of Missouri passed the Outstanding Schools Act. This law was created as a means to ensure that “all children will have quality educational opportunities, regardless of where in Missouri they live.” Section 167.131 of this law states that an unaccredited district must pay the tuition and transportation cost for students who attend an accredited school in the same or adjoining district. This portion of the law became known as the Student Transfer Program.

The purpose of this study was to examine Seven Out of School Factors common among the poor that significantly affect the health and learning opportunities of children. In depth interviews were employed to allow six Family Advocates to answer interview questions regarding their experiences in witnessing the the seven factors. Findings suggest that many children possess one or more of the factors which are related to a host of poverty-induced physical, sociological, and psychological problems that children often bring to school, ranging from neurological damage and attention disorders to excessive absenteeism, linguistic underdevelopment, and oppositional behavior. This phenomenological study utilized grounded theory analysis through a critical lens and within a qualitative paradigm to research how students define the quality of their education and its connections to equity. The study focused on a small sample of students, all of whom graduated from one suburban and one urban high school in a Midwestern, metropolitan area. Focus groups, elite interviews, and document analysis were all used to collect data. This correlational, explanatory study utilized multiple linear and hierarchical regression to examine the predictive power of socioeconomic, parental and district factors on the total percentage of students who scored Proficient or Advanced Proficient on the 2013 MCAS Grade 4 language arts and mathematics test. The population for this study included 100% of the Massachusetts public school districts containing at least 25 valid MCAS Grade 4 language arts and mathematics test scores that were not regional or charter schools and had complete census data for the communities each district served.
