A Student Survey Of The Effectiveness Of Alternative Schools In Hamilton-Jefferson Counties, Illinois, Bryan Cross

The main purpose of this study was to survey students who were enrolled in the Hamilton-Jefferson Counties Alternative Schools in Mt. Vernon and McLeansboro, Illinois, to determine the effectiveness of the alternative schools from the students' perspectives. This information should serve as an aid to decision makers in determining if changes were needed in the alternative schools.

The 78 students in the survey were asked to respond to survey questions designed to provide information regarding what effect enrollment in an alternative school had on their attendance, behavior, academic success, citizenship, and self-esteem.

Attitudes of 79 educators toward inclusion were investigated in relation to specific job titles, years experience, and knowledge level. Knowledge level was determined by performance on an inclusion quiz. Questionnaires were completed by subjects to determine attitude. The results indicated that performance on the quiz was related to responses on some questions. Those with more knowledge appeared to be in favor of inclusion. This is consistent with past studies. Attitudes were similar across educational disciplines. Years of experience may have some impact on attitude if coupled with other variables. The purpose of this study was to determine the relative effectiveness and desirability of identified key components of the behavior disorders program delivered by the Wabash and Ohio Valley Special Education District in southeastern Illinois. Sixty-one school superintendents, building principals, and local coordinators of special education responded to a survey addressing key components of the behavior disorders program: technical assistance, timeliness of the Individualized Education Program process, thoroughness of the Individualized Education Program process, academic remediation, behavioral remediation, transition coordination, and followup services. The study describes how full inclusion for 16 students with learning disabilities in three regular classes was implemented in an Illinois elementary school over a one year period. With the passage of the Education for all Handicapped Children Act (PL 94-142) in 1975, the United States Congress sought to provide educational opportunity to all children. In 1990, with added amendments, the law was renamed the Individuals with Disabilities Education Act (IDEA). Turnbull reported in 1993 that Congress had found approximately one-half of the nation's eight million children with disabilities were not receiving an appropriate education and about one million were receiving no education at all. The purpose of this field experience was to identify elements found in existing inclusion programs and incorporate those elements into an inclusion program that could be implemented almost exclusively by a single administrator. The information was obtained through an examination of existing literature and contacts with other administrators.

Survey instruments were provided for participating administrators and teachers in their building. The surveys identified elements of the existing programs and the other elements perceived as important by administrators and teachers.

This study attempted to determine whether parents of children receiving special education services are being empowered by the present special education system or growing dependent on it. A survey was constructed based upon the three criteria deemed necessary by social policy analyst Charles Murray to yield empowerment. The survey was administered by phone to 50 parents of children receiving special education services. Results indicated that primary source of income and expression of participation do not have an impact on degree of empowerment as measured by the Empowerment/Dependency Survey. This descriptive study with exclusive focus on identified secondary special education programs in Iowa, investigated the interactions of administrators, general classroom and special education teachers to determine common administrative and instructional practices and behaviors within three characteristics -- Facilities Leadership, General Classroom Teaching Behavior, and Special Education Teaching Behavior. Directors of Special Education from six Iowa Area Education Agencies (AEAs) were asked to select five schools form their respective AEAs with exemplary secondary special education programs. The Illinois Educational Labor Relations Act (IELRA) took effect on January 1, 1984. By the 1988-89 school year, the number of Illinois public school districts with negotiated contracts had increased by nearly 68%, from 507 to 850. The effect of the Act on multi-district special education cooperatives is not as easily determined.

Directors of Illinois' 54 multi-district special education cooperatives outside Cook County were surveyed to obtain demographic data and information on the collective bargaining experiences of these cooperatives. Responses were received from 41 directors (76%).

However, most of the research has focused on students in resource settings. The current study focused on students labelled learning disabled in self-contained settings. The study involved administering the Play With Rating Scale to 41 second and third graders in regular classrooms and to 11 same-aged peers who were learning disabled in self-contained settings. This study was designed to examine the expectations held by key administrative personnel within West Virginia’s county school systems regarding the role of the special education administrator. Seven functional areas of administration containing forty specific tasks were examined to identify potential areas of conflict among and between special education administrators, superintendents and principals. Data resulting from 202 returns of the questionnaires and demographic surveys from the 260 individuals contacted were analyzed to test fourteen null hypotheses.
