The purpose of this qualitative study is to explore teachers’ perception of the impact of the switch to emergency remote teaching on students with disabilities during the coronavirus disease 2019 (COVID-19) pandemic, as well as the factors that helped or hindered their academic and social-emotional achievement levels and motivation. A secondary goal of this study is to add to the literature on strategies to improve the outcomes of students with disabilities in an online/virtual learning environment. Special education teachers in California acquire advanced degrees, credentials, and authorizations to serve students with disabilities who are English language learners (SWD-ELLs), yet continue to be challenged to meet the complex instructional needs of these students. Performance on statewide tests of achievement show continued disparities between the academic achievement of SWD, ELLs, and their non-disabled English-only speaking peers. Bandura's theory of self-efficacy was the theoretical foundation for this research study given that teachers' perceptions of their abilities across the span of their careers can directly affect the achievement of their students. This dissertation focused on studying ways in which a mandated professional development policy influenced teachers’ professional learning within a special education school and within a single collaborative teacher team. The study explored Advance, the teacher evaluation system introduced by the NYCDOE to support teaching and learning. An emphasis of the research was utilizing video as a professional learning tool to gather specific evidence in conjunction with the Danielson Framework for Teaching to support teachers of students with disabilities. For a variety of reasons, college students with disabilities encounter stressors beyond those of students who do not have disabilities. One of the more salient examples is that students with disabilities are required to disclose that they have a disability and to communicate with faculty and staff in order to receive academic accommodations, as afforded to them under sub-part E of Section 504 of the Education and Rehabilitation Act of 1974. Therefore, postsecondary institutions are required to make appropriate accommodations available to students with disabilities, but they are not required to proactively seek them out.

The purpose of the study was to explore what factors hindered coteachers from consistently applying differentiated instruction in elementary inclusion classrooms. Administratively, the decision was made to increase rigor, inclusion students would be grouped heterogeneously in senior economics classes. Guided by Dewey's pragmatic theory, the purpose of this sequential, explanatory, mixed method study was to investigate whether a significant difference exists in the course passing rates, end-of-course test (EOCT) scores, and graduation rates between inclusion students in heterogeneous classes and those in homogeneous classes and how participants perceived the grouping. At ABCD High School, students with disabilities (SWDs) pass state-mandated English High School Assessments (HSA) at a lower rate than do their nondisabled peers, even with remediation. The purpose of this study was to investigate teachers' perceptions of appropriate remediation for preparing SWDs for the English HSA. The theoretical foundation for the study was based on social constructivism with an emphasis on individual experiences. This case study examined the effect of implementing the Common Core Curriculum Standards (CCCS) on students with disabilities (SWD) in a county in northeast Georgia. The study investigated teachers' perceptions regarding the effect of implementing the CCCS in high school English language arts and mathematics classes on the academic success of SWD and their ability to graduate from high school with a regular diploma. Senator Harkin (D-IA), Senator Murphy (D-CT), Senator Baldwin (D-WI), and Senator Hirono (D-HI) introduced the Keeping All Students Safe Act (S.2036) in the Senate on Feb. 24, 2014. Rep. Miller (D-CA) introduced H.R. 1893 on May 9, 2013. The Act would produce limitations for the use of restraints in public and private schools. Currently, 19 states have no policies in place to address this issue. Alternative schools serve a population of students who have come in conflict with the codes of conduct of their home school district. Students with disabilities are subject to the same codes of conduct and occasionally are referred to alternative schools. The purpose of this study was to investigate the perceptions of students with Individualized Education Programs who attend regional safe schools of their educational experiences. The Individuals with Disabilities Education Act mandates that students with disabilities be provided a free, appropriate, public education in the least restrictive environment; however, the students who participated in this study had been removed from their home public schools. This study examined the barriers and facilitators identified by both vocational rehabilitation counselors and special educators in four states (Florida, Maryland, Oregon and Utah) regarding collaboration in transition planning. Two survey questionnaires were disseminated: one to vocational rehabilitation counselors and one to special educators in that requested information on perceptions of the level of knowledge on transition planning and activities, level of satisfaction, and open-ended questions for suggestions on how to improve collaboration between the two groups. The study addresses the exceptionalities of: autism, speech/language disorder, specific learning disability, and emotional disability and using a multiple method quasi-experimental design that yielded quantitative and qualitative data. The Individuals with Disabilities Education Act (IDEA) (P.L. 94-142 [20 U.S.C., §1400 et seq.), authorized by Congress in 1975 and reauthorized in 1997 and 2004, guarantees all children with disabilities the right to a free appropriate public education and guarantees procedural safeguards to assure protection of the rights of these children and their parents. The No Child Left Behind Act (NCLB) (PL-107-110 [20 U.S.C. §6301, et seq.], 2001) requires, among other things, that schools be accountable for education results through annual standardized testing and through additional standards that determine a school’s adequate yearly progress (AYP).
