Beyond Shutdown: Why Punitive Policies Fail Students With Oppositional Defiant Behaviors And What Alternative Schools Should Do Instead, Mark Barrett
Critical and Creative Thinking Capstones Collection
Punitive shutdown policies at therapeutic alternative schools often do not reduce class avoidance among students with oppositional defiant behaviors. This synthesis examines why these policies do not work and proposes evidence-based alternatives. I draw on research in exclusionary discipline, Collaborative and Proactive Solutions, Self-Determination Theory, and function-based intervention, as well as my daily experience as a behavioral teacher. I argue that punitive approaches fail because they misunderstand what drives oppositional behavior. Deterrence assumes students avoid class to escape work and will return if the consequences are harsh enough. In reality, students with oppositional defiant disorder are mainly motivated by resisting …

This research and policy review from the Metropolitan Educational Research Consortium (MERC) explores the implications of artificial intelligence (AI) for teaching and learning in public PK-12 education. Virginia continues to face the impacts of the national teacher shortage, particularly in special education. The scarcity of licensed special education teachers has led to an increasing number of educators entering the profession through alternative routes with limited classroom experience. These alternatively prepared special education teachers (ARSETs) require sustained, targeted support to implement high-leverage practices (HLPs) that improve student outcomes. Although numerous professional learning opportunities exist, the current system of support is fragmented, and resources are inconsistently applied. Compounding this challenge, many schools lack enough experienced educators to provide in-field mentors for every new hire.

The Virginia Consortium for Teacher Preparation in Blindness and Vision Impairment (VI Consortium) is a collaborative personnel preparation program consisting of George Mason University (Mason), Old Dominion University (ODU), and Radford University (RU). Funded by a grant from the Virginia Department of Education (VDOE), the VI Consortium trains teachers to work with students who are blind and visually impaired as teachers of students with visual impairments (TSVIs) across the Commonwealth of Virginia. Each of our partner universities recruits, advises, enrolls, and confers degrees for teacher candidates. This report from the Metropolitan Educational Research Consortium highlights findings from a multiple case study exploring enrollment practices related to advanced coursework matriculation in a suburban middle school and rural high school. In connection with the MERC Equitable Access and Support for Advanced Coursework study, this multiple case study included perspectives from students, parents, and educators as they reflected on the factors that support and inhibit access for advanced courses in their schools.

In order to receive support and accommodations in postsecondary education, students must self-report their disability to the institution they attend. Due to this policy, there are many barriers that students may face in their pursuit of these services. Barriers include fear of negative perceptions of disabilities by faculty or peers, negative perceptions of accommodations, and lengthy documentation requirements. This study aimed to determine the potential barriers for students at Grand Valley State University (GVSU) and what the university is doing to address these barriers. Although chronic absenteeism has been an enduring concern in PK-12 schools, it has doubled since the onset of the COVID-19 pandemic. To explore strategies for addressing this issue, this MERC research and policy brief answers five questions: 1) What are trends in chronic absenteeism pre and post-pandemic?, 2) What factors contribute to chronic absenteeism and which student groups are particularly vulnerable? 3) What are the connections between chronic absenteeism and other student outcomes? 4) What strategies are effective in reducing chronic absenteeism?, and 5) What are policies at the state and school board level intended to help address chronic absenteeism? …

The intent of this paper is to provide a mixed-methods audit of professional development provided to K-12 school leadership in Virginia's diverse landscape to include identification of providers, funding, effectiveness, and expectations.
In the Commonwealth of Virginia, geographical, political, and socio-economical differences across 132 school divisions cause variability in leaders' experiences with professional development. A mixed-methods approach was used, including a review of current literature, an online survey, virtual interviews, and virtual focus group discussions. Schools across the country are facing a shortage of qualified teachers. When they post jobs, certified applicants may be rare. The problem of teacher shortage is multifaceted, but is generally focused in two areas: recruitment and retention of teachers. Attrition is the highest among new teachers, those who have been in the profession for less than five years. By focusing on retention of teachers, schools will need to spend less time on recruiting and can devote that time to deep implementation of high-quality education.

Special education paraprofessional educators play an essential role in support of special education students from an academic and safety standpoint in public-school systems. During several years, a Midwest, urban school district, awarded a tuition reimbursement incentive to 31 paraprofessionals through an application process coordinated by District Human Resource Office. In the Fall of 2019, after three years, 16 paraprofessionals remained in the program. The experiences of the paraprofessionals during the three years are presented through the findings of this study.

The problem that drove this study was the increasing number of students with autism entering the school system, and the barriers often encountered for both academic and social inclusion for students on the autism spectrum. Autism Spectrum Disorder, as defined by diagnostic criteria, includes deficits in social-relational communication; social-communication deficits can lead to educational impacts and limit opportunities upon transitioning from the public-school system.
