The authors of this paper describe how teams of preservice and inservice special and general education teachers implemented universal design for learning (UDL) in inclusive classrooms. An examination of the teachers’ perceptions concerning UDL contributed to understanding how the general education curriculum can be adapted for successful learning for all students. Inclusive education needs continued exploration, as current research is ambiguous. This paper presents data across three related studies regarding inclusive education for secondary students with high incidence disabilities. One study represents a survey of curriculum and instructional environments for secondary students with mild mental impairment and learning disabilities, another presents data that explored interactions across inclusive and pull-out educational settings between students with mild mental impairment and their peers and adults, and the final study explored education in pull-out educational settings for students with cross-categorical disabilities. Ethnicity, the influence of stereotyping – whether it is overt or not - and personal identity intersect on a daily basis. But what is ethnicity? One could argue that it is a flexible idea, or as Weber (1968) notes, a matter of “subjective belief” (p. 389). According to Troper and Weinfeld (1987) “the definition of an ethnic group involves a sense of shared history, real or imagined (p. 106).” I include these two definitions of ethnicity because they both acknowledge the subjective nature of ethnic identity. Reflecting on subjectivity, however, raises questions concerning the interplay between ethnicity and stereotyping. To …

The concept of democratic leadership emerged in the early decades of the twentieth century in response to the effects of social change on schools and to growing dissatisfaction with autocratic management. One of its most prominent advocates was John Dewey, an eminent philosopher who viewed scientific management’s obsession with efficiency to be detrimental to a well-balanced social interest (Razik & Swanson, 2001). Democratic school administration was not practiced widely, however, until America had suffered a great economic depression circa 1930. The preparation of superintendents is a critical component, an essential element, of systemic education reform, although as (Cooper, Fusarelli, Jackson, & Poster, 2002) observed, “the process is rife with difficulties,” including synchronization of preparation and actual practice, the theory-practice disconnect, the need for life-long learning, and development of an adequate knowledge base (Cooper et al., 2002, p. 242).
The vast majority of research on the efficacy of administrator preparation programs focuses on principals. At this juncture when policymakers are being asked to choose between deregulation and reform, problems affecting the superintendency need to be framed appropriately and policy decisions need to be based on evidence and not raw politics or emotion. The Individuals with Disabilities Education Act (IDEA) (P.L. 94-142 [20 U.S.C., §1400 et seq.), authorized by Congress in 1975 and reauthorized in 1997 and 2004, guarantees all children with disabilities the right to a free appropriate public education and guarantees procedural safeguards to assure protection of the rights of these children and their parents. The No Child Left Behind Act (NCLB) (PL-107-110 [20 U.S.C. §6301, et seq.], 2001) requires, among other things, that schools be accountable for education results through annual standardized testing and through additional standards that determine a school’s adequate yearly progress (AYP). The purpose of this review was to determine what has been found about placement perceptions and preferences of those who are most impacted by LRE placement decisions—the students themselves. Eleven studies were found in recent issues of most frequently-read special education journals. While a variety of preferences were found, the number who expressed strong preference for the general education classroom was noteworthy. Student preference is considered to be an influential variable in the performance of the students.

This inquiry is an analysis of the trend toward infusing practitioners into the preparation of school administrators. Motives for increasing the number of part-time employees in higher education are identified and specific problems associated with the deployment of these instructors are discussed. The argument is made that the merits of this trend depend on the extent to which department policy addresses adjunct faculty employment, deployment and development in relation to a reform vision and strategy. Essential policy considerations related to involving practitioners are recommended.

The purpose of this article is to provide a review of the published literature on the efficacy and perception of inclusion for students with mild disabilities at the secondary level. In this review, ten studies were obtained, reviewed, and synthesized. The studies reviewed indicated mixed results have been found regarding the differential efficacy of an inclusive environment to a resource environment on a number of different dependent variables. Further concerns and challenges are raised regarding aspects of implementation of inclusive programs. Future research issues and implications for both teachers and students with mild disabilities at the secondary level are discussed.

The objective of this qualitative research was to study the implementation of successful 504 Plans. Five students were determined to have successful plans based on parent and teacher perceptions as well as school achievement. The parents, teachers, administrators, and five students with successful 504 Plans participated in this study. Findings determined that there were four common factors in successful 504 Plans: communication, parental involvement, necessary accommodations, and student’s willingness to work. Other factors unique to some of the cases (extended family, support services, and medication) also played a role in the success some students achieved.

Diversity and Special Education: Korean Inter-Agency Network (KIN) explores issues relating to ethno cultural identity and special education. The paper outlines potential needs within the Korean-Canadian community, and identifies a source of support that has been developed by the community itself. The passage of the Individuals with Disabilities in Education Act (IDEA) calls for the education of children with special needs in the Least Restrictive Environment (LRE). Interpretation of what constitutes the Least Restrictive Environment has led to debate about how best to include children with disabilities into regular education environments. Inclusion is a common term and everyday practice in two rural schools in Southeast Texas. A consortium based on a collaborative endeavor between the regional educational service center, the local university, and two rural school districts was established with a common goal, an effective general education environment, and pedagogical sound instruction for students in inclusive settings. Data was collected to assess the impact of the Inclusion Project. Results indicated an increase in positive attitudes toward the concept of inclusion.

The purpose of this study was to examine the attitudes and beliefs of preservice teachers concerning inclusive education for students with severe disabilities. Individual interviews were conducted with 35 preservice teachers to determine their attitudes and beliefs concerning inclusion of students with severe disabilities and to examine the factors that influenced these attitudes and beliefs. Following qualitative data analysis procedures, findings indicated that the preservice teachers were relatively evenly divided on their opinions about where students with severe disabilities should receive educational services. This paper examines the current African National Congress education policy in South Africa using a methodological tool derived from critical theory (Jay, 1973; Wellmer, 1971; O’Neill, 1977; Held, 1980; Guess, 1981; Roderick, 1986; Kellner, 1989; McCarthy, 1978, 1991) since it has an emancipatory rather than a manipulative interest in critical inquiry. The fact that the disabled are at high risk for maltreatment is well documented (Goldson, 1998; Sullivan & Knutson, 2000; Zeanah & Hamilton, 1998). Reynolds (2001) reported that 39-68% of girls and 16-30% of boys with developmental disabilities would be abused by the age of 18. Westcott and Jones (1999) note that identification, assessment, and prevention is complicated by the communication deficits of this population, their dependency on others, and a tendency for professionals to not report abuse. The reported study examined whether African Americans, European Americans, Native Americans/Alaskan Natives, and Asians/Pacific Islanders with disabilities would differ in their rates of vocational rehabilitation (VR) acceptance in the United States. The test statistic revealed that a significant difference existed regarding ethnicity and VR acceptance. Moreover, a small but significant association emerged between ethnicity and VR acceptance (Cramer’s V = .023). The results revealed that in the United States, European Americans are more likely to be accepted for VR services than are African Americans.
