In many developing cities, the scarcity of adequate observed precipitation stations, due to constraints such as limited space, urban growth, and maintenance challenges, compromises data reliability. This study explores the use of satellite-based precipitation products (SbPPs) as a solution to supplement missing data over the long term, thereby enabling more accurate environmental analysis and decision-making. Specifically, the effectiveness of SbPPs in Norfolk, Virginia, is assessed by comparing them with observed precipitation data from Norfolk International Airport (NIA) using common bias adjustment methods. Non-Gaussian uncertainty frequently arises in learning and control problems involving stochastic dynamical systems, particularly in autonomous vehicles, UAVs, satellites, and robotics. In this dissertation, we propose a new framework that leverages characteristic functions that provides a frequency-domain representation of random variables. The dissertation is structured into three key areas. First, we address model-based stochastic optimal control for linear systems with non-Gaussian noise, demonstrating that characteristic functions can be used to enforce chance constraints and control systems toward desired distributions. Second, we explore data-driven stochastic control, utilizing empirical characteristic functions to handle systems with unknown disturbances. In addition, we derive several …

Systems are developed to satisfy a set of requirements derived from stakeholders’ needs, defining the problem space for which the system is created as a feasible solution. The system design process begins with eliciting these requirements and concludes with validating whether the created system meets them. Requirements engineering (RE) encompasses elicitation, representation, analysis, documentation, verification, and validation. However, challenges in RE, such as imprecision in natural language (NL), proprietary restrictions, and a lack of standardized quality metrics, hinder the creation of well-formed and comprehensive requirements. These challenges complicate formalization and analysis of requirements.

The authors use historical information obtained from the Cost Assessment Data Enterprise to estimate recurring production unit cost for DoD avionics via cost estimating relationships (CERs). The specific modeled responses include mean unit cost, median unit cost, and the 100th production unit cost (T100) utilizing learning curve theory. For T100, the authors adopt both a multiplicative and an additive error for CER comparison. Recommended CERs consist of the mean unit cost and the T100 utilizing a multiplicative error. Excerpt: This paper examines the relationship between a prime contractor's financial health and its mergers and acquisitions (M&A) spending in the defense industry. It aims to provide models that give the United States Department of Defense (DoD) indications of future M&A activity, informing decision-makers and contributing to ensuring competitive markets that benefit the consumer.
The results show a significant relationship between efficiency and M&A spending, indicating that companies with lower efficiency tend to spend more on M&As. However, there was no significant relationship between M&A spending and a company's profitability or solvency. These results were consistent with previous research and …

Working towards a single simulation tool that models all AEDL phases, this project utilizes Program to Optimize Simulated Trajectories II to simulate the 72-hour exoatmospheric phase of AEDL up till the point of Earth atmospheric entry. To prevent forward contamination from microbes aboard spacecraft intended for exploration of solar system bodies there is a need for effective sterilization methods. However, current techniques are both time-consuming and expensive. For example, dry heat sterilization requires removal from the assembly site and several days of treatment. Furthermore, some components such as optics and electronics are not compatible with current sterilization techniques. In this thesis, a novel femtosecond laser surface processing technique for the rapid sterilization of spacecraft hardware is reported. Following recommendations from the 2023-2032 Planetary Science and Astrobiology Decadal Survey, we propose a novel Pre-Phase A level Uranus exploration mission concept that is centered on using swarms of small spacecraft to observe the Uranus system. This mission could act as a supplement to the Flagship Uranus Orbiter and Probe mission detailed in said Decadal Survey. We propose launching a 4,500 kg spacecraft on an Earth-Jupiter-Uranus gravity assist transfer trajectory with a transfer time of six years, launching in 2033 and arriving at Uranus in 2039.
