The process of ensuring that a College of Education is equipped to address the challenging requirements of educating students for the twenty-first century is one that connects leadership with student achievement and faculty development. All three must work together in order to invigorate education programs. A regional southeastern university collected data using a survey published by The National Institute of Standards and Technology (NIST) for the Baldrige program titles "Are We Ready" and "Are We Ready as Leaders." A variety of initiatives are driving online and blended learning in each of Canada’s provinces and territories. From teachers’ unions in Nova Scotia fighting to ensure online learning is an accepted method of educational delivery, to Ontario’s College of Teachers creating an e-learning endorsement for teachers or the British Columbia government creating policies to expand the growth and opportunities online learning provides, there are multiple, isolated initiatives happening across the country.

In this paper the author presents a framework for understanding how improvement-oriented high school teachers’ accounts of change experiences portray their evolving roles as change agents in school reform. The data on which this paper is based come from a one-year long in-depth study (doctoral thesis research project) in which the author set out to investigate how improvement-oriented teachers pursue important changes in the realm of classroom, school and community; how the teachers-initiated changes can be characterized; and how the teachers’ roles evolve with their change practices. One out of every three first-year college students will not return for a second year of college (Postsecondary Education Opportunity, 2010). Due to a variety of factors, minority students are at an even higher risk of dropping out of college. Rural youth, comprising approximately 22% of the nation’s total youth, form a significant minority population; yet the rural student experience in college has not yet been widely considered in research. Educational leaders have a substantial degree of control over students and generally have a tremendous influence on the decisions that they make. District administrators are already involved in comprehensive efforts to stem sexual harassment, teen violence and bullying; therefore, they may be well positioned to identify and address the problem of teen dating violence. Unfortunately, school district failure to take action is far too common, despite the statutory duty to ensure the safety of all students during school hours and at school sponsored events.
