How Negative Frames Can Undermine Public Support For Studying Solar Geoengineering In The U.S., Toby Bolsen, Risa Palm, Justin Kingsland
USI Publications
Scientists and policymakers have become interested in the viability of solar geoengineering as a way to manipulate the Earth’s temperature in the face of unabated global warming. This paper reports the results from a survey experiment designed to test predictions about the effects of exposure to framed messages about basic scientific research on solar geoengineering. Our findings reinforce other survey research showing that solar geoengineering is a generally unfamiliar concept, but also show that this topic has not yet become politicized. In addition, despite treatments of equal valence, we find that negative information can exert a more powerful influence than …

Cleveland’S Talent Landscape, Richey Piiparinen
All Maxine Goodman Levin School of Urban Affairs Publications
The term “brain drain” implies a region’s talent pool fading out, with the “best and brightest” leaving for greener pastures. Plugging the brain drain has become a cottage industry for consultants and non-profits alike. It is arguably the modus operandi of the new Cleveland Talent Alliance, a consortium of economic development agencies whose goal is to grow the region’s talent pool. “It’s important we measure progress and not just activity,” explains one of its leaders .
Measuring progress entails getting a baseline. This Levin Policy Brief—the third in a running series—investigates. The first brief examined Cleveland’s potential to be a …

Evidence exists that exposure to weather hazards, particularly in cities subject to heat island and climate change impacts, strongly affects individuals’ physical and mental health. Personal exposure to and sentiments about warm conditions can currently be expressed on social media, and recent research noted that the geotagged, time-stamped, and accessible social media databases can potentially be indicative of the public mood and health for a region. This study attempts to understand the relationships between weather and social media sentiments via Twitter and weather data from 2012 to 2019 for two cities in hot climates: Singapore and Phoenix, Arizona. We first …

Publications and Research
New York City is a city of water, with more than eight million residents living on its islands, creeks, and wetlands, and over 130 neighborhoods located along its 520 miles of waterfront. New York City is now facing a perilous future, shaped by sea level rise. In the decades ahead, the city will be forced to make difficult decisions, as its waterfront communities are impacted by more frequent storms and devastating floods. At the frontlines of the city’s fight against climate change is Jamaica Bay, an enormous estuary located on New York City’s southeast oceanfront. Dozens of neighborhoods are located …

A Curriculum Designed To Teach Elementary-Age Children In Diverse Settings The Kingdom Concept Of Loving One's Neighbor, Abigail J. Flood
A Curriculum Designed To Teach Elementary-Age Children In Diverse Settings The Kingdom Concept Of Loving One's Neighbor, Abigail J. Flood
Honors Program Projects
United States Census data from 2020 show that the country is becoming increasingly diverse and urbanized. Other research shows children are aware of race from an early age and can pick up biases and stereotypes by watching the adults around them. However, there are no children’s ministry curricula that specifically address how children should navigate differences from a biblical perspective. To fill this gap, a children’s ministry curriculum was written to model how children can love their neighbors like Jesus did, especially those who look different from themselves. The curriculum is comprised of an introduction for the ministry leader, five …

A 2020 Census Portrait Of America’S Largest Metro Areas: Population Growth, Diversity, Segregation, And Youth, William Frey
Policy Briefs and Reports
The nation’s major metropolitan areas—those with populations exceeding 1 million, which are home to nearly six in 10 Americans—have been a focal point of the nation’s economic vibrancy, politics, and racial and ethnic diversity. The 2020 census provides an opportunity to see how they fared in the 2010-2020 decade. Unlike the previous decade, major metro areas grew more sharply than their smaller-sized counterparts, and their cities showed growth surges even in a decade when the nation’s population registered historically low growth. Moreover, the increased racial and ethnic diversity that characterized the nation is especially concentrated in major metro areas and, …

In much of the United States, housing options are limited while costs rise. The purpose of this report is to analyze the utility and functionality of mobile dwellings as an interim housing option to provide shelter and basic living needs on private residential lots. The policy context presented below for permitting mobile dwellings as part of the solution for growing issues of housing affordability focuses on Oregon and the Portland Metro region, but could be applicable in a variety of urban contexts.
While missing middle housing and ADUs have received much attention in recent years as a solution for addressing …

Master of Urban and Regional Planning Workshop Projects
The Newberg housing market is experiencing the effects of a rapidly growing population on a relatively static housing stock. As competition for a limited supply of housing increases, low- and moderate-income households face the choice of absorbing rising housing costs or being priced out of their homes. This pressure has shown to result in increased rates of housing instability and houselessness in comparable communities across the state. Concerns around housing affordability prompted the Newberg City Council to adopt a 5-Year Housing Work Program in 2020. The 5-Year Housing Work Program consists of 49 housing-related directives intended to address a variety …

In 2016, the City of Portland adopted the Vision Zero Action Plan with the goal of eliminating traffic deaths and serious injuries on Portland’s streets. The Portland Bureau of Transportation (PBOT) also makes a commitment in all of its plans to create a more equitable transportation system by prioritizing areas of the city with a disproportionate number of BIPOC community members and people with lower incomes, all of whom face a greater risk from traffic violence. To achieve its Vision Zero goals, the City and PBOT have undertaken a number of actions, including redesigning streets through traffic calming and traffic …

Currently in the United States there are 51.5 million Americans suffering from mental illness (Mental Illness, 2021). With trends having been on the rise over the past decade, particularly for depression and anxiety, and showing a significant jump during the COVID-19 pandemic, it is crucial that behavioral health hospitals utilize all available treatment methods (Daly et. al., 2021, & Goodwin et. al., 2020). While the outdoor environment has played a role in mental and physical healthcare since the 11th Century, it has been largely lost until the late 1900s. Through research and evidence-based design, a holistic approach to healthcare is …

This case study investigates the lived experiences of eKhenana, a shack settlement under the leadership of Abahlali baseMjondolo, as they attempt to navigate the increasingly unequal urban landscape. The research presented is focused on theories of urban marginality, food sovereignty, and dignity. I advocate that, in the margins, dignity can be restored through the implementation of a communal garden. Presented as a case study, this research centers the voices and experiences of the commune. The paper first depicts a brief timeline of eKhenana, and explains how they have created not just a place to live, but a community and a …
La Capital Marica De Chile: Un Mapa Queer/Kuir/Marica De Valparaíso Y Una Investigación Sobre La Construcción Publica De Una Comunidad Visible En Valparaíso, Steven Powell
Independent Study Project (ISP) Collection
In Valparaíso, Chile, there is a teeming queer presence in the streets and public spaces. Expressions of queerness can be seen in Plaza Anabel Pinto in the way in which people dress or style their hair, can be heard from the small plaza in front of the Severin Library with the voguing/kiki music blasting at nights, and is grafittied on the walls all around the city. This presence and visibility is met with violence and accompanied by precarious life situations. It was my goal through this investigation to explore this relationship between violence and visibility as it is contradicted and …

From City State To Medina: The Timeless Wisdom Of Aristotle’S Polis, Spencer Koehl
Independent Study Project (ISP) Collection
Many philosophers and thinkers have considered the idea of community and what makes it strong, beneficial, and enduring. The Ancient Greek philosopher Aristotle is no exception. Aristotle wrote thoroughly on the nature of the ideal community, which he observed in Greek city-states. Called a “polis”, this ideal community, according to Aristotle, is one that provides for its residents to live a good life above all else. In doing so, it usually is small enough that all its residents share a similar lived experience while being big enough to be self-sufficient. While Aristotle wrote on this subject over 2000 years ago, …

Dr. Iryna Demko, Research Associate at the Center for Economic Development, testified at the hearing of the U.S. House Committee on Small Business on the Paycheck Protection Program. The Paycheck Protection Program (PPP) has been one of the largest economic stimulus programs in U.S. history. In 2020 and 2021, the SBA disbursed over $800 billion in Paycheck Protection Program (PPP) loans to help small businesses keep their employees on payroll during the Covid-19 pandemic.
