This report is an update to a 2019 evaluation of the effects of changes in ambient temperature on the fuel efficiency and range of zero emission buses (ZEBs). (The 2019 evaluation is available at https://engagedscholarship.csuohio.edu/urban_facpub/1630/). The report relies on data that was made available from transit agencies that have deployed hydrogen fuel cell electric, battery electric, compressed natural gas (CNG), and diesel buses. Additional control variables were included in this update to isolate the fuel efficiency effects associated with temperature variation. Policymakers acknowledge that the food system is multidimensional and that social determinants affect diet-related health outcomes, yet cities have emphasized programs and policies narrowly connected to food access and nutritional health. Over the past fifteen years, the boundaries of food governance have expanded to include a wider range of issues and domains not previously considered within the purview of food policy, like labor, housing, and education policies. Many studies examine the correlation between the use of resources such as water, energy and land, and the production of food. These nexus studies focus predominantly on large scale systems, often considering the social dimensions only in terms of access to resources and participation in the decision- making process, rather than individual attitudes and behaviours with respect to resource use. Such a concept of the nexus is relevant to urban agriculture (UA), but it requires customisation to the particular characteristics of growing food in cities, which is practiced mainly at a small scale and produces not only food but also …

Since the 1950s, the primary focus of planners and traffic engineers has been to address the growing problem of traffic congestion caused by the suburban traveler coming into and out of downtown. The solution was retrofitting the original two-way street grid into a network of wide and straight multi-lane one-way corridors. One of the challenges to deployment and commercialization of zero-emission buses is the high capital cost of the vehicles relative to vehicles powered using conventional technologies. A strategy for reducing these costs is to increase sales volume, which has been successfully driven through funding opportunities like the Federal Transit Administration’s Low or No Emission Vehicle Program. Another strategy for increasing sales volume is to combine vehicle purchases from multiple transit agencies through a joint procurement. This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC) for the Lake Oswego School District (LOSD). The study includes analyses of population, housing and enrollment, and forecasts of district‐wide school enrollments for the 2021‐22 to 2030‐31 school years. Due to the unusual circumstances of the COVID‐19 pandemic, the base, or “launch” year for the forecasts is 2019‐20, not 2020‐21.

Over 85 million worldwide confirmed cases of COVID-19 have been reported in a single year (2020) with more than 1.8 million of those cases resulting in death. The United States reported over 20 million confirmed cases in 2020 with over 300,000 deaths. This is a public health crisis that has resulted in widespread government response including event cancellations/prohibitions, stay-at-homes orders, the closure of nonessential businesses, and more. This report, based on an ongoing study, outlines the demographic composition and employment conditions of this workforce. The analysis draws upon U.S. Census Bureau data, Bureau of Labor Statistics data, and an original survey of over 200 domestic workers employed in San Francisco.

The household registration system (hukou system) in China has hampered rural-urban migration by posing large migration friction. The system has been gradually relaxed in the past few decades, but the reforms have been differential in city size and by the coastal-inland divide. We find a striking contrast in the migration patterns between years 2005 and 2015; rural people tended to move more to the coastal urban region in 2005, but more to the inland urban region in 2015. CSU’s role was to work with the Township in developing the questionnaire; and then receiving and analyzing the responses. The questionnaire was mailed to all resident addresses in the Township in May of 2020; responses were received and analyzed during June, July and August. Social equity goals are supposed to be prioritized in planning along with economic and environmental goals, yet in practice they are often de-emphasized. We develop a publicly available plan equity evaluation tool to investigate to what extent and in what ways local governments include goals and recommendations that would advance equitable outcomes in their comprehensive plans. Using plan content analysis, we find that most plans do not talk about equity, nor do they include many goals and recommendations that would advance equity. International migration profoundly reshapes the urban landscape in sending and receiving countries. Compared to ethnic enclaves in migrant-receiving metropolises and remittance houses in sending communities, we know little about systematic urban changes led by emigration states. In this article, based on three months of fieldwork in a migrant hometown in China, I argue that the dispersion of emigrants per se does not make its urban space inherently ‘diasporic’. Rather, a ‘diasporic place’ can be strategically constructed by local sociopolitical actors, a process I conceptualise as ‘diasporic placemaking’. This article builds on a small but rapidly growing body of research that seeks to determine the impact of sea-level rise on the pricing of residential properties. Through a spatial hedonic regression analysis of real estate markets in two Florida counties (Miami–Dade and Pinellas), we assess the influence of different exposure levels on market discounts. Our article stands out in terms of its focus on two comparative case studies and its differentiation between properties that are primary homes versus nonprimary homes. We find that generally discounts are positively associated with exposure levels and overall Miami–Dade experiences higher discounts than Pinellas …

School District Enrollment Forecast Reports

This report presents a range of three scenarios of district‐wide enrollment forecasts by grade level for the David Douglas School District (DDSD) for the 21 year period between 2019‐20 and 2040‐41. Each enrollment forecast scenario is related to population forecasts that incorporate different assumptions about growth within the District, with the primary differences being the contribution of net migration to the District’s population and age distribution. Individual school forecasts consistent with the middle series are also presented for the 21 year period.

“Don’T Tell Me What To Do”: Resistance To Climate Change Messages Suggesting Behavior Changes, Risa Palm, Toby Bolsen, Justin Kingsland

This study evaluates the impact of exposure to messages that emphasize the need for changes in individual behavior or in public policy to address climate change attributed to a “climate scientist” or to an unnamed source. We implemented a large survey experiment (N = 1915) online through Amazon’s Mechanical Turk (MTurk) platform that manipulated the presence of recommendations for voluntary behavioral changes or the adoption of new laws to mitigate climate change. We found that, regardless of the source of the information, recommendations for behavioral changes decreased individuals’ willingness to take personal actions to reduce greenhouse gases, decreased willingness …
