Evolving Regional Frameworks for Ag-to-Urban Water Transfers (December 11)

The permanent transfer of water from agricultural users to municipalities has become a common feature of water management in several western states. In many cases, these voluntary market‐based transfers provide significant benefits to both the buyers and sellers, but many third parties—including remaining irrigators, rural businesses and communities dependent upon agricultural economies—have been negatively impacted. While some impacts of these so‐called “buy and dry” transfers are largely unavoidable, many can be lessened by temporary arrangements that only shift water to cities in years when municipal supplies are inadequate, such as drought and post‐drought storage recovery, and by consolidating individual farm‐to‐city …

This is a report of a 2-year collaborative study of homeless people aged 50 to 64 in Chicago between Loyola University Center for Urban Research and Learning and the Chicago Alliance to End Homelessness. This study had three goals: To obtain a demographic profile of people who are homeless in Chicago and are between the ages of 50 and 64; to understand how the various systems designed to serve this population do and do not meet their needs; and to begin to suggest a range of policy and programmatic responses to meet the needs of this population. School District Enrollment Forecast Reports

The Tigard-Tualatin School District (TTSD) enrolled 12,595 students in Fall 2008, an increase of 135 students (1.1 percent) from Fall 2007. Growth was concentrated in elementary and middle grades, with increases of 99 students (1.7 percent) in grades K-5 and 36 students (1.3 percent) in grades 6-8. District-wide enrollment in high school grades 9-12 was unchanged from Fall 2007. School District Enrollment Forecast Reports

The area served by the Ashland School District (ASD) has experienced population and housing growth in recent years, but the District's K-12 school enrollment of 2,627 students in Fall 2008 was 703 students (21 percent) fewer than it enrolled in Fall 2000. The long period of falling enrollment began after the 1993-94 school year; enrollment has not grown by more than a few students in any year since. In 10 of the last 15 years there have been significant K-12 enrollment losses ranging from 31 to 133 students. This report presents the results of a study conducted by the Portland …

This report summarizes focus groups, conducted during the fall of 2007 on the topic of carless and special needs evacuation planning, each with government officials and non-profit organizations in Chicago, Miami, New Orleans, New York and San Francisco. Groups were asked questions on challenges, strengths and resources; cross-jurisdictional relationships; and evacuation training and planning.

Introduction: This report examines demographic and socioeconomic factors concerning New York City based Latinos in Washington Heights and Inwood – particularly Dominicans.

Methods: Data on Latinos and other racial/ethnic groups were obtained from the U.S. Census Bureau American Community Survey, reorganized for public use by the Minnesota Population Center, University of Minnesota, IPUMSusa. Cases in the dataset were weighted and analyzed to produce population estimates.

Results: Since the 1980s the upper Manhattan neighborhood of Washington Heights/Inwood has been transformed by the immigration of a large Latino population of whom Dominicans have been the most prominent national group. Latinos made up …

With rates of obesity, heart disease, and related health problems increasing in the U.S. many policy makers are looking for ways to increase physical activity in everyday life. Using a bicycle instead of a motor vehicle for a portion of everyday travel could help address these problems. This research aims to fill a gap in the existing literature on the effect of different types of infrastructure, such as bicycle lanes or paths, on bicycling. The project used global positioning system (GPS) technology to record where a sample of 164 adults in the Portland, OR region rode their bicycles. Data was …

Background: Physical inactivity and obesity are major public health issues. Recent studies have provided evidence that attributes of the built environment influence physical activity among adults and that factors such as greater urban sprawl are related to overweight and obesity. Few studies have developed objective individual-level measures of the built environment, a geographic scale that may be more relevant to certain types of physical activity, such as walking. In addition, further research is needed to assess the associations of both objective and perceived environmental factors with physical activity. This review essay debates the policy issues raised by the book Retooling for Growth: Building a 21st Century Economy in America's Older Industrial Areas, edited by Richard M. McGahey and Jennifer S. Vey (Brookings Institution Press, 2008). I argue that the main rationale for adopting policies to revitalize older industrial cities is to improve the per capita earnings of urban residents. Therefore, urban economic development policy should be seen as urban labor market policy. Despite growing interest in urbanization and its social and ecological impacts on formerly rural areas, empirical research remains limited. Extant studies largely focus either on issues of social exclusion and enclosure or ecological change. This article uses the case of sweetgrass basketmaking in Mt. Pleasant, South Carolina, to explore the implications of urbanization, including gentrification, for the distribution and accessibility of sweetgrass, an economically important nontimber forest product (NTFP) for historically African American communities, in this rapidly growing area. This report examines the four central cities in Northeast Ohio – Akron, Canton, Cleveland, and Youngstown — in the context of their metropolitan areas. A central city is the largest or most important city of a metropolitan area. A metropolitan area combines a large city with adjacent urbanized areas and peripheral areas that are closely bound to the center with strong ties to commuting, commerce, and a common labor market.

This assessment reveals food system sustainability trends in Oregon and Washington, focusing specifically on the producers in both states and the consumers in the Portland- Vancouver region. We began the assessment by asking a group of food system stakeholders from Oregon and Washington to define broadly supported goals for a sustainable food system. They also helped us identify the data necessary to understand trends in the food system. This information can be used in the future to establish benchmarks and to assess future progress toward food system sustainability goals. School District Enrollment Forecast Reports

The McMinnville School District (MSD) has experienced nearly uninterrupted enrollment growth for more than 20 years due to a growing economy and rapid housing and population growth within its boundaries. By Fall 2007, total K-12 enrollment reached 6,327 students. The Fall 2007 enrollment was an increase of 97 students over Fall 2006, and amounted to 735 more K-12 students than five years earlier, in 2002-03. During the five year period, elementary schools added 371 students (14 percent), middle schools added 171 students (13 percent), and high schools added 193 students (11 percent). The Federal Highway Administration (FHWA) has set a high priority on the use of existing dynamic message signs (DMS) to provide travel time estimates to the public. The Oregon Department of Transportation (ODOT) currently has three DMS in the Portland metropolitan area configured to display travel time information. In the near future, ODOT would like to make travel time estimates available on additional DMS, over the Internet on tripcheck.com and via 511. Travel time estimates are valuable to the traveling public; however, the estimates must be accurate to be useful. The FHWA indicates that 90% accuracy is ideal and suggests …

This report presents the results of a study conducted by the Population Research Center (PRC) to address long-range planning needs of Marion County and to produce population forecasts at the county and sub-county level. This report considers recent and historical demographic changes experienced within the County and provides forecasts from 2010 to 2030 in 5-year intervals. Expected future populations that result from the most-likely demographic trends throughout Marion County are presented in this report for all cities in the County.
