Intramural sports appeared in schools long before interscholastic athletics. Students within schools formed clubs and competed against one another. This student intramural competition increased until in 1915 Michigan and Ohio State each inaugurated a department of intramural athletics under the direction of one man. In 1915 John Wilce wrote the first treatise on intramural sports. In the army camps of World War I this type of intramural activity received a tremendous boost. In 1925 the high schools throughout the country began organizing intramural departments.

All of the high schools in Region One of the Utah State Athletic Association were surveyed for this study. Region One is located in Northern Utah and included all the high schools in Cache, Box Elder Counties, and one high school in Weber County.

This Region is made up of urban, suburban, and rural districts. Several central towns comprise the greatest part of the total population, but many pupils are transported from outlying areas to consolidated schools in these centers. This study of the pupil-progress reports of the elementary schools of the state of Utah came about as the request of an assignment of the late Superintendent Keith Wahlquist. In answer to requests of local teachers and principals, a committee was assigned to make an investigation and recommendations for a revision of our reporting system. The work with the committee led to further study, which finally led to the writing of this thesis.

It is not intended that this paper be an exhaustive study of journalism in the Utah high schools. It is intended that it open up the field and perhaps point the way for further study. Very, little has been done, for instance, in the history of high school journalism in Utah. Very little has been done in this study on the appraisal of papers; only the most general observations have been made. A great deal has depended on the judgment of advisers, and advisers, like all other human beings, differ in point of view and understanding.

The transportation of pupils to and from our schools has grown by leaps and bounds during the past few years until now it has developed into an educational activity of major importance. The Utah school bus which collided with a freight train in November 1938 and carried 23 of its passengers to their death was but one of over 86,000 such motor vehicles in operation in the United States during the school year of 1938-1939.
