It is the purpose of this paper (1) to give a brief survey of the Mormon Colonies in the state of Chihuahua, Mexico; (2) to trace the relations between two of these colonies, Colonia Dublan and Colonia Juarez, and Francisco Villa during the years from 1910 through 1917; (3) to trace the relations between these two colonies and the Pershing Punitive Expedition; and (4) to show the invaluable assistance given the American soldiers, in their pursuit of Francisco Villa, by the many Mormons employed by the United States government as scouts and trackers.

This investigation includes not only the development of the codes of ethics adopted by the state teachers’ associations, but the codes which have been adopted by local associations of teachers as well . The impetus gained from the formulation and adoption of local codes of ethics and their enforcement carried the movement onward and finally resulted in the adoption of similar codes by state teachers’ associations for state-wide application.
