A Short-Run Johansen Industry Model For Common-Pool Resources: Planning A Fishery's Industrial Capacity To Curb Overfishing, Kristiaan Kerstens, Niels Vestergaard, Dale Squires

Current methods for assessing capacity and its utilisation in fisheries operate at the firm-level, but neglect industry capacity. Here, we introduce the Johansen-Färe measure of plant capacity of the firm into a multi-output, frontier-based version of the short-run Johansen industry model. The model determines firm capacity utilisation such that current industry outputs are maintained, while minimising the use of fixed inputs at industry level and assuming abundant variable inputs. Policy extensions relevant to combating overfishing include tightening quotas, seasonal closures, linking economic and plant capacity, decommissioning schemes and area closures, implementation issues and equity considerations. Biomarker use in exposure assessment is increasingly common and consideration of related issues is of growing importance. Exposure quantification may be compromised when measurement is subject to a lower threshold. Statistical modeling of such data requires a decision regarding the handling of such readings. Various authors have considered this problem. In the context of linear regression analysis, Richardson and Ciampi proposed replacement of data below a threshold by a constant equal to the expectation for such data to yield unbiased estimates. Use of such an imputation has some limitations; distributional assumptions are required, and bias reduction in estimation of regression …

The remedies section in the new Israeli draft civil code is an endeavor to create a unified law of remedies, applicable to all branches of civil and commercial law, including torts and breach of contract. This article explores the main innovations included in the remedies section. Cowpea (IT87D195Y) seeds were canned with the objective of investigating the optimal pre-processing conditions that would yield the best quality canned product from the newly developed cowpea variety. Pre-canning procedures such as blanching time, soaking time and sodium hexametaphosphate [(NaPO3)6] salt concentration were used as the independent variables for a Central Composite Rotatable Design (CCRD). The pre-processing parameters obtained from the CCRD were used for the canning of the cowpeas and the quality characteristics (moisture content, pH of the drained liquid, drained weight, splitting of the seeds, leached solids and seed hardness) of the canned products were studied using response …

OBJECTIVE: To examine the association of overweight and obesity with physical activity, blood pressure (BP) and serum lipid profiles. METHODS Epidemiologic investigation of 1,450 students, between the ages of 6 and 18, in the city of Belo Horizonte, MG. Data: weight, height, BP, skinfold thickness, waist circumference, physical activity, total cholesterol (TC), LDL-c, HDL-c, and dietary habits. RESULTS The prevalence rates for overweight and obesity were 8.4% and 3.1%, respectively. In relation to the students in the lower quartile (Q1) of the distribution of subscapular skinfold, the students in the upper quartile (Q4) presented a 3.7 times higher risk (odds …

To offset habitat loss and increase fishery production, an eelgrass mitigation habitat was completed in San Diego Bay, California in 1997. This mitigation effort consisted of the transplantation of eelgrass, Zostera marina L., in the western portion of the bay. In addition to the establishment of a new eelgrass bed, four enhancement reefs made of either quarry rock or concrete rubble were created to further enhance fishery stocks and the area's ecosystem. Two design criteria and a direct comparison between quarry rock and concrete reefs were examined in this 5-yr pilot program. The newly created eelgrass habitat quickly performed at …

The article investigates the fundamental concept of 'time' within the framework of the laws of war, using the War on Terrorism as a starting point and the 2003 invasion and subsequent occupation of Iraq as an example. The article argues for an eschatological understanding of time during the War on Terrorism, framing a state of exception, and ultimately keeping law on hold in an enduring 'now' while messianic hopes for redemption are directed towards a new future to come after war.

Nanoindentation creep behaviour of nickel at room temperature has been modeled based on the obstacle-controlled dislocation glide mechanism. Using the model, the effects of two important materials parameters viz. the activation free energy required by dislocation to overcome an obstacle without any aid from external stress, ΔF and the athermal flow strength, τ0, which is the flow strength of solids at 0 K are systematically studied. It has been found that ΔF plays a dominant role in room temperature creep properties of nickel. The role of ΔF is particularly dominant in determining the time dependent deformation. This paper discusses how impact-oriented agricultural research for development systems in Africa can be better organized and managed. Specifically, the paper puts forth the argument that achieving the development targets set by African leaders and the international community, for example, through the Millennium Development Goals, will be extremely difficult without a satisfactory re-orientation of the organization and management of African research for development systems. Non-isothermal reaction-diffusion (RD) systems control the behavior of many transport and rate processes in physical, chemical, and biological systems. A considerable work has been published on mathematically coupled nonlinear differential equations of RD systems by neglecting the possible thermodynamic couplings among heat and mass fluxes, and reaction velocities. Here, the thermodynamic coupling refers that a flux occurs without its primary thermodynamic driving force, which may be gradient of temperature, or chemical potential, or reaction affinity. The current patent system is argued to be in a state of crisis. Although much recent criticism about the patent system has been leveled at so-called “patent trolls,” another trend has emerged that may prove more enduring and potentially more troublesome. Patent holders have developed more systematized and strategic methods to obtain revenues from the patent system, building business plans around leveraging monetary value. Recognizing that the patent right can be monetized into licensing fees and damages in an action for patent infringement, some entities have undertaken formalized programs to gather or acquire critical patents in particular fields. Patent litigation is developing a troubling resemblance to a Las Vegas casino. Juries have awarded patentees damage amounts that far exceed the value of a patented invention. At the same time, courts have failed to define standards to align damages with the patentee’s harm. As a result, the damages awarded for patent infringement far exceed the amount that the patent is worth. These circumstances create incentives for patentees to “game” the patent system by seeking large damages and settlement jackpots from those accused of infringement.
