In this research brief, we detail the process by which previously unsubmitted SAKs advance through four phases—testing, investigation, prosecution, and disposition—on the Cuyahoga County SAK Task Force (Task Force). We describe the key steps in the process, providing statistics on the number of cases that proceed or fail to proceed as well as the reasons why cases fail to proceed. The purpose of this research brief is to aid other jurisdictions that are processing their previously unsubmitted SAKs in visualizing the processing from testing to disposition, collecting performance measures at each step in the process, and establishing comparable statistics across …

Previous research has addressed the logistical and structural factors that contributed to the backlog. This research brief approaches this issue from a different perspective—focusing instead on the Cuyahoga County Sexual Assault Kit Task Force (Task Force) members’ perceptions of the reasons for the backlog. We detail in the brief perceptions of what created the backlog, which provides an important glimpse into what was not working about the process according to Task Force members. Law enforcement officer turnover lacks the support of empirical research (Monk-Turner, O’Leary, & Sumter, 2010; Wareham, Smith, & Lambert, 2013), despite being costly in terms of both human and monetary capital (Peña, 2013; Reaves, 2012; Wilson & Sheer, 2013). This brief explores the efficacy of having a shared space for a multidisciplinary team that is responsible for tackling the issue of unsubmitted SAKs in their community. Our research finds that being in close proximity for extended periods of time has many positive outcomes including engendering a cultural shift that can break through disciplinary silos leading to more positive experiences for victims and successful prosecutions. The findings and recommendations detailed in this brief can be applicable to jurisdictions that are currently tackling or beginning to address their jurisdiction’s unsubmitted SAKs, regardless of whether those efforts are currently being funded under …

This paper examines the effectiveness of allocating funds to the nation’s police departments for the prevention of domestic terrorism, as is done annually through the Department of Homeland Security’s Homeland Security Grants Program. The program, administered by the Federal Emergency Management Administration, has distributed billions of dollars since its 2003 inception in equipment, software, and technology services based on the recipient police agencies’ own risk assessments of local terrorism. Much of the technology desired by police consists of systems of mass surveillance; this thesis focuses on implementations of surveillance video cameras or CCTV, license plate readers, and unmanned aerial vehicles. …

Martha Nussbaum’s work Political Emotions: Why Love Matters for Justice identifies the role that compassion plays in motivating citizens in a just society. I expand on this discussion by considering how attitudes of indifference pose a challenge to the extension of compassion in our society. If we are indifferent to others who are in situations of need, we are not equipped to experience compassion for them. Building on Nussbaum’s account, I develop an analytic framework for the public emotion of Civic Tenderness to combat indifference.

As stigmatized persons, registered sex offenders betoken instability in communities. Depressed home sale values are associated with the presence of registered sex offenders even though the public is largely unaware of the presence of registered sex offenders. Using a spatial multilevel approach, the current study examines the role registered sex offenders influence sale values of homes sold in 2015 for three U.S. counties (rural, suburban, and urban) located in Illinois and Kentucky within the social disorganization framework. Cartridges and spent cartridge casings can be probative pieces of evidence. Unfortunately due to a combination of factors such as exposure to high temperatures and initially low amounts of biological material on the surface, DNA testing so far has been mostly unsuccessful for these items. Typing other marker systems, such as protein polymorphisms, on the same biological evidence would add power of discrimination. DNA testing on touched objects is a valuable tool in forensic investigations, but DNA is usually present in low amounts, causing poor STR typing results. For touch DNA evidence, there is a clear need for additional individualization, especially for highly probative samples. This could be achieved by testing genetically variable proteins. The goal of this project was to develop a DNA/protein co-extraction method to facilitate DNA and protein testing on the same evidence item. This thesis conducts a systematic analysis of open source data that discusses ideational factors of resilience in criminal organizations. It does this by looking at the role of spirituality – referred to as an individual’s moral or ethical codes influenced by cultural, ethnic, and religious values – and its effects on an organization’s durability, impenetrability, and adaptability. Current research indicates an association between intense adolescent work (twenty hours or more per week) and delinquent behavior. It has been widely speculated that this relationship is spurious, occurring only as a result of other factors which are common to both offending and intense employment. The current study attempts to fill a gap in the literature by utilizing the Pathways to Desistance dataset to examine the evolution of the relationship between work and self-reported offending in a longitudinal sample of juvenile offenders. Implemented in the state of Illinois in 1851, free banking was a common, though not universal occurrence in the United States at the time. The city of Chicago’s experience with free banking was anything but common, however. There has been little research into the effect of fabric type and different laundering conditions on the ability to detect semen stains on washed fabrics. This study aimed to investigate three potential factors affecting semen identification on laundered clothing: fabric type, water temperature during washing, and whether the stain was dry at the time of washing. Following laundering, semen stains on four fabric types (cotton, polyester, denim, and wool) were examined and tested with three common methods used to detect semen; screening with an alternate light source, acid phosphatase press test, and histological staining of spermatazoa. “Bloody Bay: Grassroots Policeways, Community Control, and Power in San Francisco and its Hinterlands, 1846–1915” follows the history of San Francisco’s spectrum of formal and informal policing from the American takeover of California in 1846 during the U.S.–Mexico War to Police Commissioner Jesse B. Cook’s nationwide law enforcement advisory team tour in 1912 and San Francisco’s debut as the Jewel of a new American Pacific world during the Panama Pacific International Exposition in 1915.
