Hurricane Katrina devastated the Gulf Coast in August 2005 and created the single largest disaster for cultural resources that the United States has witnessed since the inception of the National Historic Preservation Act (NHPA) in 1966. Notably, the NHPA created the National Register of Historic Places, our nation’s catalog of important cultural resources. The NHPA also stipulates that any federal undertaking which may adversely affect National Register eligible resources be mitigated. For the Federal Emergency Management Agency (FEMA), Katrina created the largest compliance project ever under Section 106 of the NHPA.
Although causing a great deal of damage, Katrina also …

CHAR
This talk is concerned with the science and impacts of climate change from global to New York scales. It will provide an assessment of how the climate has changed over the past Century based on a purely observational perspective. The scientific basis for anthroprogenic climate change will be explained and discussed including a description of the “greenhouse effect” and why it is important for life on this planet. We will briefly discuss global and local consequences of a warmer climate and what we need to be prepared for going forward in the coming decades.

Brian I. Daniels, Ph.D, Penn Cultural Heritage Center, University of Pennsylvania Museum.
Why is cultural heritage targeted in conflict? Under what circumstances? By whom? Today, due in part to the recent notorious instances of cultural destruction in the Middle East and North Africa, there is perhaps more attention among the broader scientific community than ever before about the phenomenon of cultural loss. At the same time, there are many significant data and analytical gaps. Little social science literature about cultural destruction exists and many critical questions—and avenues of research—are, as of yet, unstudied. A primary reason for this lack …
The Effectiveness Of Treatment As Policy For Sex Offenders,

The Effectiveness Of Treatment As Policy For Sex Offenders, Brooke Mayfield
Dissertations
The public’s perception of individuals who commit sexual offenses is much different than for other types of offenders. This can be seen in the passing of legislation targeting interventions specific to this population as a way to protect the public and reduce recidivism. In some states, sex offenders are required to participate in treatment as a condition for early release from prison. The impact of this policy is not well understood, and mandatory treatment is growing in popularity. This dissertation explores the impact of mandatory treatment for individuals incarcerated for sexual offenses on their recidivism over time. Missouri statute establishes …

Virtually all of the top pharmaceuticals sold today require the use of organic
synthesis, the development of new strategies to construct complex molecules
from readily synthesized starting materials is essential to the field
of organic chemistry and drug design. In pharmaceutical design there is a
continuing trend toward precise synthetic operations because single atoms
and single functional groups often make the difference between benefit and
harm. The overarching goal of this research project is to develop a novel,
precise, and powerful method for the construction of carbon-carbon bonds.
In particular, our research focuses on using palladium metal as catalyst in …

Heterogeneous Catalysts for Dry Reforming of CO2 with Methane
Global warming caused by greenhouse gas emission has been becoming
more of an issue as the years progress. CO2 and methane are two major
greenhouse gas and methane is a major component of the aboundant natural
gas. Combinng CO2 and CH4 in a single process to produce value added
chemicals is very desirable. The primary objective of this study is to develope
novel Zn based catalysts to enhance the reaction of CO2 with CH4. The
heterogeneous Zn-based bimetallic …

“First, Do No Harm”: Old And New Paradigms In Prehospital Resuscitation In The Aquatic Domain, John H. Pearn, Richard Charles Franklin
International Journal of Aquatic Research and Education
The balance between benefit and risk is central to the work of all those involved in aquatic services. The Hippocratic exhortation of Primum non nocere, “First, do no harm,” has a history of over 2000 years. Superficially, all would support this dictum, but harm can result from inaction. The balance between no or little intervention on the one hand and proactive intervention with iatrogenic risk on the other is complex and enduring. Risk implies that one does not have all the information available to know the exact likelihood of an outcome, a common situation involving rescue, first aid, and …

What Do Supervision Officers Do? Adult Probation/Parole Officer Workloads In A Rural Western State, Adam K. Matz
Criminal Justice Faculty Publications
For several decades time studies have been used as a decision-making tool in criminal justice settings to assist in staffing allocation decisions. Despite their prevalence, these studies have rarely been documented in empirical journals or subjected to peer-review. Publication bias is a likely issue, with only those providing favorable results reaching a public audience. This study reviews the literature and documents a time study of probation and parole officer workloads conducted in a rural Western state. Results reveal probation and parole rely heavily on office-based interactions with probationers and parolees. An over-reliance on compliance enforcement, substantiated by other research in …

Record clearance allows some individuals to redesignate or remove certain minor convictions from their criminal records. This interview-based study finds that both men and women seek opportunities for personal gain through record clearance, but women are more motivated by moral and religious influences and concern about reputation. Women are also more likely than men to acknowledge personal flaws, and to desire to replace criminal identities with law-abiding identities. As women redefine their identities, caregiving is especially important as a personal obligation and professional aspiration. Record clearance is particularly compatible with women’s motivations, willingness to change, and personal and professional goals.

Social Justice and Community Engagement
The research and scholarship of gendered violence on university campuses is growing; however, there is currently limited to no research exploring the experiences of Indigenous peoples, particularly women and two-spirit, non-binary and transgender students. To advance the knowledge of the interconnectedness of violence, I conducted two focus groups with six Indigenous women staff at Wilfrid Laurier University. This research, informed by Indigenous feminism and storytelling methodologies, shares their understandings of how colonial and gendered violence cannot be understood independent from one another. Participants also provide insight into the needed supports on campus for Indigenous students who have experienced gendered violence. …

"An Aura Of Disbelief:" Rape Mythology And Victim Blaming In The Legal Response To Disclosure Of Sexual Violence, Lauren Parcher

This research study focuses on sexual violence (SV) in Canada, which one in three women will experience during their lives. Yet, even though the prevalence of violence against women in Canada is so significant, only one in ten survivors will report their experience of SV to the criminal justice system (CJS). Previous literature has identified the limited number of reports to authorities in Canada as being related to rape mythology. Due to the influence of rape mythology, a notion of a “good versus bad victim” is often used to deem which survivors are innocent and credible versus responsible or blamed …

American veterans have long struggled with the aftereffects of combat exposure, repeated deployments to hostile countries, and extended time spent away from their families and loved ones. Historically, when veterans struggling with issues such as mental illness and substance abuse, which can be related back to their military service, came into contact with the criminal justice system, they were processed without regard to their unique military experience. Beginning in 2008, however, a new type of problem-solving court, veterans’ treatment courts (VTCs), have been increasingly adopted to target justice-involved veterans to address the distinct issues and challenges they face. VTCs are …

Ethics And The “Root Of All Evil” In Nineteenth Century American Law Practice, Michael Hoeflich
St. Mary's Journal on Legal Malpractice & Ethics
This Article discusses the bifurcated notions on the purpose of working as an attorney—whether the purpose is to attain wealth or whether the work in and of itself is the purpose. This Article explores the sentiments held by distinguished and influential nineteenth-century lawyers—particularly David Hoffman and George Sharswood—regarding the legal ethics surrounding attorney’s fees and how money in general is the root of many ethical dilemmas within the arena of legal practice. Through the texts of Hoffman and Sharswood, we find the origins of the ethical rules all American attorneys are subject to in their various jurisdictions.
