In an era of polyvocality and multi-stakeholder partnership, the authors trace the beginnings of an initiative of the University of the Philippines Los Baños (UPLB) and other program partners in addressing food security concern through a devolved agricultural extension service. Building on inter-organizational relations theory and partnership building, UPLB served as a partnership broker among the provincial governments, municipal governments, Department of Agriculture Regional Field Units, the local state universities and colleges, and civil society organizations. The necessary body of knowledge and methodology for the comprehensive appreciation and understanding of public affairs for policy decision-making have remained elusive. This paper clarifies the concept of public affairs as an area for building a body of knowledge into a distinct academic science and a valuable discipline for governance. It includes brief reviews of relevant literature on public affairs; a theoretical model of public affairs as a community system; an analytical framework for the science of public affairs; and some concluding insights for building a body of knowledge of a public affairs system.

A three year study completed in 2010 examined farming systems in the north-eastern agricultural region and eastern wheatbelt of Western Australia which experienced a succession of variable seasons from 2000. This culminated in severe drought in 2006 and 2007. At that time, farmers experienced labour shortages and declining terms of trade triggered by cost inflation outpacing growth in commodity prices. As a result, farm business equity was eroded as farm debt escalated. This left many farm businesses in a highly vulnerable state. At the time of the study many farmers were facing an uncertain future.

The objective of this research was to investigate the effects of slow release urea on N metabolism in cattle. The ruminal behavior of Optigen®II and the effect of basal diet on the in situ degradability of urea and Optigen®II were evaluated. The effect of slow release urea and its interaction with degradable intake protein (DIP) level in the diet on N retention and excretion was evaluated utilizing 8 Holstein steers in a 4 x 4 Latin square experiment. While several studies examine the managerial structure of privately owned agribusinesses, few studies take a comprehensive look at publically traded agribusiness firms. Our study examines the historical position of agribusiness compared to the market, and then studies the impact of the global economic and financial crisis. The objective of this study is to pinpoint effects of corporate financial management strategies, commonly researched in financial literature on agribusiness firms’ performance. Through utilizing a quantile regression we find that agribusiness position in times of financial crisis is directly related to firm performance. The Natural Resource Conservation Service (NRCS) designs and promotes a wide variety of conservation practices and programs that enhance the environment by reducing soil erosion, improving water quality, and enhancing and creating wildlife habitat. The impact of these practices and programs is largely dependent on the voluntary participation of landowners. Thus, central to the success of the NRCS conservation programs is an understanding of the characteristics of landowners and operations participating in these programs.

Numerous studies with wide-ranging results have been conducted to resolve if Great Plains soils are a C source or sink. The authors addressed the source/sink question by examining the results from producer soil samples and production surveys that were analyzed and archived by the South Dakota Soil Testing Laboratory. Results showed that between 1985 and 2010, soil organic C content increased at a rate of 326 lb C/A/year, for a total increase of 24%. The increase was attributed to planting better adapted varieties and using better management practices that on average increased corn grain yields 2.29 bu/A/year. Higher soil organic …

Climate change is likely to alter plant species composition and interactions between plants and soil microbes that together dictate the quantity and quality of forage produced in pastures, the base of animal production in central Kentucky. This study assessed the seasonal dynamics of soil microbes and their response to increased temperature (+3oC) and growing season precipitation (+30% of the mean annual). Total soil microbial biomass, community composition, enzyme activities, potential carbon mineralization, and catabolic responses to selected substrates were measured seasonally in the different climate treatments. Corn nitrogen (N) applications are still done on a field basis in Kentucky, according to previous crop, soil tillage management and soil drainage. Soil tests, as well as plant analysis for N, are not very useful in making N fertilizer rate recommendations for corn. Recommended rates assume that only 1/3 to 2/3 of applied N is recovered, variability largely due to the strong affect of weather on the release of soil N and fertilizer N fate. Modeling transient effects of streams near well fields is an important tool for understanding water balance within the Rio Grande Project (Project). The results are known as stream leakage. Stream leakage quantifies the amount of water seeping from a stream, canal and/or drain to/from a well field. Stream leakages near the Canutillo Well field, primary river losses for years 2005 through 2010 along with historical gain/losses and allocations of surface water with the associated agreements were evaluated.

Mycobacteria are able to enter into a state of non-replication or dormancy, which may result in their chronic persistence in soil, aquatic environments, and permissive hosts. Stresses such as nutrient deprivation and hypoxia provide environmental cues to enter a persistent state; however, a clear definition of the mechanism that mycobacteria employ to achieve this remains elusive. While the concept of sporulation in mycobacteria is not novel, it continues to spark controversy and challenges our perceptions of a non-replication. Whole-cell vaccines successfully reduce signs of clinical disease and fecal shedding of Mycobacterium avium subsp. paratuberculosis (MAP), however, these vaccines have some limitations. The present study was conducted to identify MAP proteins that might be candidates for the development of an improved vaccine. MAP proteins were screened for immunogenicity in naturally infected cattle and selected based upon reactivity in the interferon-􏰀 (IFN-􏰀) and Western blot assays. Proteins (MAP1087, MAP1204, MAP1272c, and MAP2077c) were arrayed into 4 overlapping cocktails containing 3 proteins each. Transgenic corn (Zea mays L.) products expressing multiple Bt proteins targeting a same group of insect pests have become commercially available in the U.S. The first commercialized pyramided Bt corn technologies for managing lepidopteran pests include Genuity® VT Triple Pro™ and Genuity® SmartStax™. Mortality of western corn rootworm (Diabrotica virgifera virgifera LeConte) due to feeding on MON863 transgenic maize (Zea mays L.) expressing the Cry3Bb1 protein was evaluated at three Missouri sites in both 2003 and 2004 and at one site each in South Dakota, Nebraska, and Iowa in 2004. To do this, survivorship relative to survivorship on isoline maize (i.e., the same genetic background, but without Cry3Bb1) was evaluated. Comparisons were made using low (1650–2500 eggs/m) and high (3300–3500 eggs/m) western corn rootworm egg densities. Significantly fewer beetles were recovered from MON863 than from isoline maize. Sugarcane borer, Diatraea saccharalis (F.), is a major target of Bt maize in South America and many areas of the US mid-south region. Six laboratory strains of D. saccharalis were established from six single-pair F2 families possessing major resistance alleles to Cry1Ab maize hybrids. Susceptibility of the six strains was evaluated on diet treated with each of four purified trypsin-activated Bt proteins, Cry1Ab, Cry1Aa, Cry1Ac, and Cry1F. Bt susceptibility of the six strains was compared with that of known Cry1Ab-susceptible and -resistant strains of D. saccharalis. Concern about the role of pesticides in honey bee decline has highlighted the need to examine the effects of sublethal exposure on bee behaviors. The video-tracking system EthoVisionXT (Noldus Information Technologies) was used to measure the effects of sublethal exposure to tau-fluvalinate and imidacloprid on honey bee locomotion, interactions, and time spent near a food source over a 24-h observation period. Bees were either treated topically with 0.3, 1.5, and 3 μg tau-fluvalinate or exposed to 0.05, 0.5, 5.0, 50, and 500 ppb imidacloprid in a sugar agar cube.
