Access to information is the backbone for economic growth in the world marketplace. Information literacy, the ability to find, evaluate, analyze, and use information effectively is the currency of infinite power and control of one's economic, social, and political destiny. Even though the system is not yet complete, many African Americans have expressed concern that they will somehow be left out on the back roads without an ownership stake. The 104th Congress is in the midst of the first wholesale reform of telecommunications regulation in one-half century. The new regulatory framework emerging in the Republican-controlled Congress, if enacted, will usher in a radically deregulated, market-driven telecom environment, one in which the benefits of the emerging national information infrastructure will likely be distributed differentially, based on ethnicity and socio-economic status. Many U.S. residents may actually be charged higher rates for essential telecommunication services after deregulation (just as they did when cable television was deregulated), which may force many vulnerable users off the network. During the Spring and Summer of 1995 The William Monroe Trotter Institute conducted a survey of resident utilization patterns and attitudes towards various facets of computer technology. This survey was commissioned by Freedom House, Inc. and supported with a grant from the AT&T Foundation in Boston, Massachusetts. The goal of this survey, composed of adult residents who have been served by Freedom House, and agency representatives of a small number of selected community-based organizations, is to inform planners at this agency about the computer technical needs, interests, and utilization patterns of its clients.

Power Systems Marginal Cost Curve And Its Applications, Shaojun Wang, S. M. Shahidehpour, Nian-De Xiang

This paper presents a forward recursive procedure to calculate the expected system marginal cost curve (EMC). The EMC formulation allows for multi-state and multi-block dispatch of generating units and is used to determine the optimal energy of pumped-storage units. A new approach is developed to compute the first and second derivatives of the expected generation energy of a thermal unit with respect to the capacity of all thermal units in the system. The salient feature of the proposed approach is that it applies to hydro-thermal systems with multiple limited-energy hydro units.

The design of a VLSI circuit consists of a description of the circuit in terms of its components and subcomponents, at various levels of detail. To verify that the layout of a VLSI circuit conforms to its design, one needs to work backwards from the lowest-level description of the circuit and recognize the higher-level components it constitutes. This paper is concerned with the application of logic programming techniques in the formal verification of the structural correctness of the VLSI circuit layouts. The peoples of Central Borneo, known collectively as the Orang Ulu, used to display social stratification by restricting the types of ornaments an individual might use and wear. "High-ranking" motifs were the human figure, the hornbill, and the tiger or leopard. The Orang Ulu are bead connoisseurs who incorporated seed beadwork in their costume and belongings; a person could only make use of beaded items proper to his or her social stratum. Religious and social changes have democratized these once strictly aristocratic societies and their handicrafts. Fascinating and diverse beadworking traditions have flourished in Asia for more than 1000 years, with the preponderance of surviving specimens dating to the 19th and 20th centuries. Based on a lecture presented at the Third International Bead Conference in Washington, D.C., in 1995, this article introduces Asian beadwork as a fruitful topic of inquiry for bead specialists. Representative examples produced in the last millennium by various cultures in South Asia, mainland and island Southeast Asia and East Asia are shown and discussed. Six natural history institutions contributed video and other images to produce a single multimedia exhibit about famous paleontology sites throughout the United States. In Mesozoic Monsters. Mammals and Magnolias users can view videos of the original excavation of each of the sites and also play computer games relating to each location. This project provides a model for how collaboration among museums can reduce the cost of multimedia exhibits while improving quality and making them available to wider audiences.

We consider the problem of repeatedly evaluating the same (computationally expensive) query to a database that is being updated between successive query requests. In this situation, it should be possible to use the difference between successive database states and the answer to the query in one state to reduce the cost of evaluating the query in the next state. We use nonrecursive Datalog (which are unions of conjunctive queries) to compute the differences, and call this process “incremental query evaluation using conjunctive queries”. The Beads Of Tenth- To Twelfth-Century Hungary, Katalin Szilágyi

An examination of the beads recovered from three Hungarian cemeteries in use during the 10th-12th centuries resulted in the identification of 61 distinct bead types. Seven of these were found to be significant on the basis of frequency analysis, and represent the beads most used by the local population. The study is enhanced by comparative material from a number of other contemporary archaeological sites in and around the country. The classification system developed for this study is applicable to other geographical areas and time periods, and may be expanded or otherwise modified to suit the needs of other researchers.

Merovingian Beads On The Lower Rhine, Frank Siegmund

This paper presents a classification for beads of the Merovingian period (ca. A.D. 450-750) in the Lower Rhine region of Germany. Strings of beads recovered from graves are ordered by a seriation (correspondence analysis) which results in an ethnic (Roman vs. Frankish) and chronological structuring of the material. By comparing this with the chronological scheme established for the other archaeological finds, it becomes evident that the favored types of beads changed about every two generations. Besides changes in distinctive types, a development in general color preference is also observed.

The "InfoHarness" information integration platform, tools, and services being developed at Bellcore are aimed at providing integrated and rapid access to huge amounts of heterogeneous information independent of the type, representation, and location of information. InfoHarness provides advanced search and browsing capabilities without imposing the burden of restructuring, reformatting or relocating information on information suppliers or creators. This is achieved through object-oriented encapsulation of information and the associated meta-information (e.g., type, location, access rights, owner, creation date, etc.).
