Research Questions: This capstone project addresses two primary research questions. First, it examines the digital divide within the immigrant-serving non-profit sector, specifically investigating the lack of computer and digital skills training in organizations that serve refugees and migrants. Second, it asks: is it possible to build a scalable, professional-grade tech curriculum using only free, Wi-Fi-accessible online tools? To address the first question, 50 non-profit organizations serving refugees and migrants were reviewed to assess their technical education offerings. This dissertation examines predictive risk modelling (PRM) in New York City Administration for Children's Services (ACS), specifically exploring AI-enabled design features, practices, and encoded and racialized assumptions about risk in child welfare prevention services. Guided by Critical Race Theory and the Algorithmic Ecology framework, this study traces how PRM in ACS evolved from a service termination tool into a broader, largely internal surveillance apparatus that leverages families’ personal information, including health information, to assess risk of future maltreatment and to evaluate contracted service providers. This dissertation examines how Latino young adults navigate dating apps; construct their dating app profiles, select partners and develop preferences, and conceptualize their futures. While earlier dating app research explores these themes with quantitative data or with non-Latino samples, the qualitative experiences of Latino young adults have been broadly excluded. Latinos are a large portion of the dating app market, and their relationships, outcomes, and future family formation are integral to understand. This dissertation discusses the mobility politics of container shipping and argues that technological development, political-economic order, and social infrastructure co-produce one another. Containerization, the use of standardized containers to carry cargo across modes of transportation that is said to have revolutionized and globalized international trade since the late 1950s, has served to expand and extend the power of international coalitions of states and corporations to control the movements of commodities (shipments) and labor (seafarers). This thesis examines the influence of algorithmic security technology on political theories of sovereignty and the state of exception. In computer science, an exception is a special circumstance that prevents a program from terminating normally. In political theory, the state of exception, as theorized by Carl Schmitt and Giorgio Agamben, cannot be encoded within the normal liberal legal order.
