Assessing Public-Sector Readiness For Artificial Intelligence In Egypt, Renad Ahmed Anwar

Artificial intelligence (AI) is increasingly adopted in public-sector contexts, yet successful implementation depends on organizational readiness, particularly in developing countries. This study assesses the readiness of Egypt’s public sector for AI adoption using a qualitative expert opinion methodology. Semi-structured interviews were conducted with senior professionals from global technology firms with extensive experience working with public-sector entities in Egypt.

Guided by by an integrated framework combining organizational readiness theory, the Technology–Organization–Environment (TOE) framework, and public value and governance perspectives, the study examines strategic, organizational, human, technological, societal, and governance dimensions of AI readiness. The energy policy debate in the United States has revolved around the diversification of energy sources while promoting advantageous economic profits. One drive for this has been the discussion of anthropogenic, environmental endangerment concerns (Vlassopoulous 2011, 104). However, despite the environmental concerns, the U.S. has for some time only relied on one type of energy source—fossil fuels. Innovation is a major subject of international political economy, but mainstream discussions focus on scientific research and development and detach innovation development from their social contexts. In response to this view, this project reveals the importance of cultural and social factors in influencing innovation development by examining the rise of the knowledge-sharing market (KSM) -- a social-network-site-based economy in China. It suggests the KSM is a disruptive innovation not only because it is pioneered by a latecomer in the global innovation market, China, but also because its emergence from the changing Chinese consumer demands disrupts the mainstream thinking of innovation.

The Chinese government supports AI as a strategic area supported by high-level policies with ambitious and quantifiable targets, inter-ministry coordination, government funding for research and development, support for workforce development, and suggestions for international collaboration and expansion. This paper presents a comprehensive framework for describing the diffusion of the Internet in a country. It incorporates insights gained from in-depth studies of about 25 countries undertaken since 1997. The framework characterizes diffusion using six dimensions, defining them in detail, and examines how the six dimensions relate to underlying bodies of theory from the national systems of innovation and diffusion of innovations approaches. It addresses how to apply the framework in practice, highlighting Internet diffusion determinants.
