City and Regional Planning

This report provides an overview of key considerations for using artificial intelligence for community engagement in urban planning. As interest in AI adoption in the public sector increases, an understanding of ethical issues is needed to guide responsible AI implementation. Informed by a literature review and interviews with urban planning practitioners and academics, this report describes and analyzes different AI-supported community engagement methods, explores case studies, and outlines key concerns and opportunities for using AI. We recommend that AI use for community engagement prioritizes transparency, human oversight and accountability, intentional AI implementation, and community involvement.

This article traces the meta-story of the journal Heroism Science across Volumes 1–10 by treating the publication record as a living narrative of field formation. Using an eight-dimension decoding framework (D1–D8), it argues that the journal’s development is best understood as a braided trajectory in which methodological maturation and theoretical maturation co-evolve. Special issues function as turning points: downside dynamics, whistleblowing, and heroic screens formalize consequence sensitivity and contestation, while later conference and legacy issues consolidate pluralism and reflexive ethics. Given that the creation and deployment of autonomous vehicles is likely to continue, it is important to explore the ethical responsibilities of designers, manufacturers, operators, and regulators of the technology. We specifically focus on the ethical responsibilities surrounding autonomous vehicles that these stakeholders have to protect the safety of non-occupants, meaning individuals who are around the vehicles while they are operating. The term “non-occupants” includes, but is not limited to, pedestrians and cyclists. We are particularly interested in how to assign moral responsibility for the safety of non-occupants when autonomous vehicles are deployed in a complex, land-based transportation system.

This exploratory case study examines the impact of text messaging on mentoring relationships when used as an outreach between school counselors and high school students, where established relationships are lacking. An SMS gateway was used to mediate communication between school counselors (N=2) and students (N=5) over a three-month timeframe. The SMS gateway converted email, sent from counselors, to text messages, which were received on mobile devices of students and allowed students to respond back to counselors. Findings indicate that the use of text messaging may ease scheduling of face-to-face meetings between counselors and students, but evidence does not support any …

This article draws on the sociology of expectations to examine the construction of expectations of ‘ethical AI’ and considers the implications of these expectations for communication governance. We first analyse a range of public documents to identify the key actors, mechanisms and issues which structure societal expectations around artificial intelligence (AI) and an emerging discourse on ethics. As responses to recent tragic cases illustrate, advocates for autonomous vehicles tend to focus on occupant safety, sometimes to the exclusion of non-occupant safety. I discuss some data on contemporary Quaker attitudes to science, particularly gene technology, gathered from member of Britain Yearly Meeting. Quakers are often perceived as having a relatively positive attitude towards innovation, including technology, and some confirmation of this can be found in Quaker history, until 30 years ago.
