Due to the excitement and prestige surrounding the Olympics, international perceptions of hosting the Games are positive and the Olympics are thought to bring prosperity and economic benefits to the host country. However this paper insists that hosting the Olympic Games is actually more detrimental to the host country than beneficial. Measuring The Success Of Stormwater Credit Programs Through The Implementation Of Credit Utilization Ratios, Conan Brooks

Credit programs can serve different purposes, including encouraging stormwater customers to pay for and maintain Best Management Practices (BMPs) on their property when doing so will provide a financial advantage. Assuming this reduced cost of the BMP will also lower costs for the utility while improving urban water quality, credit utilization can be used to show that a credit program is a successful at lowering the cost of pollution abatement. Evaluating different credit programs might be possible through the use of ratios, or a combination of ratios, in order to compare a credit program’s utilization to other utilities. Policy makers, …

Many issues have come before the Federal Communications Committee (FCC) in the last year. Some actions were taken (as with particular mergers), some actions were postponed (as with Universal Service Fund reform), and some issues are currently being tackled (the National Broadband Strategic Plan). In this paper, we focus on the topic of the National Broadband Plan, which the FCC is mandated to provide to Congress February 17, 2010, the FCC Merger Review process, and the determination of optimal penalties for violations of FCC rules or orders.

Even before the conception of electronic-only documents, providing permanent public access to government information was challenging. Since 1813, federal depository libraries have acquired and maintained tangible items to ensure continued access for the public. Fugitive documents, or government-produced information which escapes distribution through the Federal Depository Library System (FDLP), have always been a major concern. In our current environment, where the vast majority of government information is distributed electronic-only, this problem has only worsened. The U.S. federal government maintains more than 500,000 facilities in the United States and around the world, most of which are heavily dependent on fossil fuels to produce electricity. Within the federal government, the Department of Defense (DOD) spends over $2.5 billion per year on facility energy consumption which makes them the largest single energy consumer in the United States. Therefore, federal energy conservation goals focus on aggressively reducing energy consumption by reducing the energy demand at the facility level within the next 20 years. Better management of highway operations can be achieved, in part, by controlling vehicular access to adjacent properties and cross streets. This tactic, referred to as access management, has proven safety and operational benefits. However, doubts remain regarding its environmental and economic benefits.

I hypothesize that one environmental indicator, carbon emissions, will decrease with proper access management. Controlling access increases the speed at which vehicles travel, improving fuel efficiency and reducing carbon emissions. My hypothesis relative to financial impacts is that access management will neither help nor harm businesses. Controlling access can reduce travel time which has the effect of increasing …

Through a program called Community Profiles, the University of New Hampshire Cooperative Extension has helped 57 New Hampshire communities develop a vision for their future and mobilize local residents to act on that vision. The Community Profile process is based on the premise that communities must engage members in identifying and documenting common and deeply held values from which to craft a vision for the future if they are to build and sustain community vitality. This paper offers a macro perspective of the various activities involved in the implementation of e-government through an interpretive analysis of the various e-government-related initiatives undertaken by the Singapore Government. The analysis lead to the identification of four main components in the implementation of e-government, namely (i) information content, (ii) ICT infrastructure, (iii) e-government infostructure, and (iv) e-government promotion. These four components were then conceptually integrated into the e-Government Implementation Framework. An Evolutionary Method For The Minimum Toll Booth Problem: The Methodology, Lihui Bai, Matthew T. Stamps, R. Corban Harwood, Christopher J. Kollmann

This paper considers the minimum toll booth problem (MINTB) for determining a tolling strategy in a transportation network that requires the least number of toll locations, and simultaneously causes the most efficient use of the network. The paper develops a methodology for using the genetic algorithm to solve MINTB and presents the algorithm GAMINTB. The proposed method is tested and validated through a computational study with six example networks. Additional numerical test discovers some interesting properties for the proposed method, and provides guidelines for further application of the GAMINTB.

Economic Efficiency Versus Public Choice: The Case Of Property Rights In Road Traffic Management, Jonathan R. Nash

This Article argues, using the case of responses to traffic con­gestion, that public choice theory provides a greater explanation for the emergence of property rights than does economic efficiency. The tradi­tional solution to traffic congestion is to provide new roadway capacity, but that is not an efficient response in that it does not lead to internaliza­tion of costs and may actually exacerbate congestion problems by induc­ing travel that would not have taken place but for the new construction. By contrast, congestion charges, which impose tolls designed to internal­ize the costs of driving, offer an efficient way to address the problem …

This paper aims to examine the influence of private corporations in the tripartite structure of the International Telecommunications Union (ITU): Telecommunications Standardization, Radiocommunication, and Telecommunications Development. The paper finds that, in the standardization sector, power has been effectively transferred from nation states to the private corporate sector since the approval process now enables standards to be approved by members of the study group that developed them, which is essentially the private sector. In the radiocommunication sector, the private sector continues to conduct much of the requisite technical work, but national governments are ultimately the decision makers and, further, it is …
