The recent economic downturn has presented many challenges to local communities and policy- makers. Foreclosed properties, job losses, and other challenges that local residents face can threaten the economic viability of local communities. Another consequence of the economic downturn is decreased government budgets, forcing policymakers to make decisions about how to allocate scarce resources effectively. When making decisions about local and regional policy, it would be useful to know how local characteristics contribute to the decisions residents make about whether to remain in a local community or to relocate. It is clear that feedbacks among drinking water quality and quantity, population, public perceptions, regulations, and estuarine water quality exist, although their strength and character have varied over time. Policy Analysis Of Rural Development Strategy In Mexico: Creation And Management Of Infrastructure Systems, Carlton J. Rueb

This thesis explores rural development strategy in Mexico within the context of infrastructure development. It finds that although the tenants of decentralization and neoliberalism on which the strategy is based are conducive to gains in productivity, equity, and environmental sustainability in rural Mexico, the current government apparatus creates a number of market failures which limit the beneficial potential of the development strategy. Lessons learned from the Mexican experience should be applied in other contexts for development strategies.

The growing popularity of North American professional sports over the last twenty years directly coincides with the recent trend of urban communities using tax dollars to publically subsidize professional football, baseball, and basketball stadiums. This article describes the Delayed Bang Approach for determining the value of risk management alternatives in critical infrastructure security. The discussion includes (1) the need for sustainable risk management (2) the importance of time valuation in evaluating competing loss prevention and loss reduction alternatives, (3) the convergence of deterministic engineering economics, survivability analysis, and probabilistic analysis, and (4) hypothetical examples of the Delayed-Bang Approach and significance towards more sustainable risk management.

While the digital revolution has transformed the way many of us work and live, more than half the world's population lives in rural areas that have been shut-out of the digital transformation. Low-income countries have yet to realize the benefits from the digital revolution; therefore, a need exists for innovative and alternative models to overcome the lack of access to knowledge and learning. Injury is a major threat to health and safety. In a typical day in the US, 400 people will die as the result of an injury, 7,500 will be hospitalized due to an injury, and more than 150,000 will suffer an injury severe enough to restrict activities and seek medical attention. Many of these deaths, hospitalizations, and disabling events will be the result of motor vehicle crashes. Others will result from vio­lence, falls, drowning, and poisoning – all of which are considered injuries.

The U.S. Department of Energy (DOE) and the National Renewable Energy Laboratory (NREL) commissioned this survey to collect and analyze experiential data from U.S. transit agencies with varying degrees of compressed natural gas (CNG) bus and station experience. This information helps DOE and NREL determine areas of CNG transit bus success and priority areas for which further technical or other assistance might be required to enable success.

The access provided by streets and highways to adjacent lands are managed by controlling the spacings between the access points including signals, driveways, and media openings on mid-block segments, and setting the limit on the corner clearances around intersections. There have been studies on evaluating the impact of access management techniques on safety and mobility in urban areas. Samples of mid-block segments and intersections can be collected from selected arterials. Graffiti eradication is a problem for the Nevada Department (NDOT). Over 12,000 man-hours are spent on graffiti eradication each year. One recognized graffiti abatement method is the use of non-sacrificial, anti-graffiti coating. NDOT uses non-sacrificial, anti-graffiti coating as an abatement strategy to easily remove graffiti from the public's view. NDOT conducts an annual evaluation of non-sacrificial, anti-graffiti coatings in order to keep current with industry innovation and improved product formulations. Products that meet NDOT's performance expectations are added to the Qualified Product List.

This article endorses the idea that cyber operations may be conducted in all war-fighting domains: air, space, cyberspace, land, and sea. In addition, despite the immaturity of cyberspace operational doctrines, the doctrines from air and space remain relevant and applicable to the cyberspace domain. The concept of sustainable cities was first discussed by the Association of Southeast Asian Nations (ASEAN) in 2003, with the idea of eco-cities entering the picture in 2007. Are the two mutually exclusive, or do they overlap? The authors consider the implications of cities as engines of growth and examine case studies that reveal what lies ahead for sustainable cities and eco-cities.

Since its inception in 1948, the state of Israel has based development plans on an agenda of nation-building that has systematically excluded Palestinian Arab citizens such as the indigenous Bedouin. Policies of relocation, resettlement, and restructuring have been imposed on the Bedouin, forcing them from their ancestral lands and lifestyle in the Naqab (or Negev, as it is called in Hebrew) desert of southern Israel. The rapid and involuntary transition from self-sufficient, semi-nomadic, pastoral life to sedentarization and modernization has resulted in dependency on a state that treats the Bedouin as minority outsiders through unjust social, political, and economic structures. …

Slower to develop, however, are the capacity-building programs designed to impart knowledge about human rights to citizens and communities.
