The increasing frequency and severity of cyberattacks against U.S. critical infrastructure continue to confound homeland defense efforts. Defending against state cyber campaigns that threaten the nation’s most critical systems requires a new awareness model that can enable unity of effort across public and private actors. Examining homeland defense awareness in other domains reveals principles and approaches that can inform the development of a collaborative awareness model in cyberspace. This new framework acknowledges the interconnectedness of government and commercial networks and the independent goals of each player in the domain. Mobile County, Alabama, receives among the highest annual rainfall totals in the United States resulting in frequent stormwater flooding that intersects with existing socioeconomic vulnerabilities. Within the Mobile County Public School System (MCPSS), 77% of students are economically disadvantaged and over 10% experience homelessness, creating heightened risk for educational disruption during flood events. This study investigates how stormwater flooding influences school attendance, closures, and academic performance across MCPSS, providing insight into how climate-driven hazards exacerbate educational inequities. The research integrates flood frequency, school performance metrics, and GIS flood-zone mapping and teacher perceptions to understand how flooding affects student learning opportunities. …

Flooding in coastal communities is shaped by the interaction between natural systems and urban development. Chatham County, a low-elevation region in the Savannah, Georgia metropolitan area along the eastern coast of the United States, is prone to coastal storms and frequently affected by flooding. It serves as a useful case study to better understand the factors behind flooding and the areas that are most at risk. This study uses GIS-based analysis to examine the overlap between flood risk, urban forest cover, and impervious surfaces. This study examines structural mobility access across New York City census tracts by constructing a tract-level Mobility Access Index (MAI) that integrates employment accessibility, hospital accessibility, and first-mile subway walking burden using MTA GTFS transit data, NYC Taxi and Limousine Commission trip records, and US Census American Community Survey demographic estimates. Three OLS regression models, supplemented by Lasso, Elastic Net, and Random Forest specifications, test whether structural access gaps are associated with short-distance connector trip intensity and per-worker connector cost burden. Results show that MAI varies substantially across tracts, with high access concentrated in Manhattan and along major subway corridors. …

The number of pedestrian deaths increased by 78% between 2009 and 2023, while other motor vehicle crash deaths increased by 13% in the same period [1]. To identify potential pedestrian safety measures, this study analyzed the effects of location-based demographics, pedestrian phasing type, and other physical infrastructure and behavior variables on the probability of pedestrian-vehicle conflicts at signalized intersections, which is a surrogate measure of crash risk. Data were collected from 55 intersections in Connecticut, and the pedestrian-vehicle interactions were classified by severity based on the Swedish Traffic Conflict Technique: undisturbed passage, potential conflict, minor conflict, or serious conflict. This fact sheet reports on the distribution and geographic concentration of data centers across the Mountain West states of Arizona, Colorado, Nevada, New Mexico and Utah as of March 6th, 2026. Using data from DataCenterMap, this fact sheet examines the number of data centers in each Mountain West state and further analyzes market-level distribution, defined as cities within each state where data centers are located. The data are used to compare state totals and to rank Mountain West markets from highest to lowest based on the number of data centers operating in that area.

For the aquifers of Minnesota, the environmental impact statement (EIS) was a promise of protection that never left the page. An environmental impact statement is meant to be an aid in the decision making process in order to ensure that projects consider potential environmental harms that may occur. However, they are often used instead as another regulatory box to check, rather than as active considerations when planning. The 21st century has seen a significant rise in global greenhouse gas (GHG) emissions, with the transportation sector contributing 23% of these emissions. Medium-duty and heavy-duty vehicles (MD/HD) are particularly impactful, accounting for over a quarter of transport-related emissions. In Humboldt County, California, transportation represents 53% of total emissions, with MD/HD vehicles being a major contributor. As light-duty vehicles shift to zero-emission alternatives, the MD/HD sector faces unique challenges. Hydrogen fuel cell vehicles offer a promising solution, providing longer range, higher energy density, and quicker refueling compared to battery electric vehicles (BEVs). Interpretable Machine Learning For Bridge-Pier Scour Prediction And Flood Resilience, Adil Khan, Dalya Ismael

Bridge-pier scour is a leading cause of flood-induced bridge failure, yet practice still lacks transparent, physics-informed tools that link data-driven prediction with design guidance. This study develops an interpretable, physics-aware machine-learning framework to predict equilibrium scour depth and translate those predictions into actionable strategies for flood-resilient infrastructure. Using the 2014 U.S. Geological Survey Pier-Scour Database (569 laboratory cases), five models: Gradient Boosting, AdaBoost (Tree), XGBoost, Gaussian Process (RBF kernel), and Kernel Ridge (polynomial), were trained and evaluated with K-fold cross-validation. Vulnerable communities in Monterey County face disproportionate environmental and health impacts due to climate change, yet many residents remain unaware of the tools and resources available to support local action. This capstone project was implemented in partnership with Ecology Action (EA) and the Resilient Central Coast (RCC) campaign to increase awareness and engagement with the RCC platform. Serving diverse communities across Monterey County, the project included bilingual outreach efforts, community tabling, educational presentations, and a climate action survey. Over 650 residents were engaged directly, resulting in 99 new household sign-ups on the RCC website, a major milestone for the agency. …

The development of Japan's high-speed rail system, the Shinkansen, has played a pivotal role in the country's post-war economic resurgence. Introduced in 1964 with the Tokaidō Shinkansen, this transformative infrastructure investment significantly reduced travel times, bolstered economic activity around station hubs, and facilitated regional development by enabling urban decentralization. This paper explores the long-term economic benefits of high-speed rail, including its impact on land value, business expansion, and carbon emissions. In coastal urban areas, tidal flooding brings water carrying nutrients and particles back from land to estuarine and coastal waters. A statistical model to predict nutrient loads during tidal flooding events can help estimate nutrient loading from previous and future flooding events and adapt nutrient reduction strategies. We measured concentrations of dissolved inorganic nitrogen and phosphorus in floodwater at seven sentinel sites during 15 tidal flooding events from January 2019 to September 2020. This study investigates commercial truck vehicle miles traveled (VMT) across six diverse California counties from 2000 to 2020. The counties—Imperial, Los Angeles, Riverside, San Bernardino, San Diego, and San Francisco—represent a broad spectrum of California’s demographics, economies, and landscapes. Using a rich dataset spanning demographics, economics, and pollution variables, we aim to understand the factors influencing commercial VMT. We first visually represent the geographic distribution of the counties, highlighting their unique characteristics. Linear regression models, particularly the least absolute shrinkage and selection operator (LASSO) and elastic net regressions are employed to identify key predictors of total commercial VMT. This dissertation discusses the mobility politics of container shipping and argues that technological development, political-economic order, and social infrastructure co-produce one another. Containerization, the use of standardized containers to carry cargo across modes of transportation that is said to have revolutionized and globalized international trade since the late 1950s, has served to expand and extend the power of international coalitions of states and corporations to control the movements of commodities (shipments) and labor (seafarers). Urban farming can enhance the lives of communities and help reduce food scarcity. This paper presents a conceptual prototype of an efficient urban farming community that can be scaled for a single apartment building or an entire community across all global geoeconomics regions, including densely populated cities and rural, developing towns and communities. The Nebraska Department of Natural Resources (NDNR) has developed several hydrologic models to help effectively manage water resources in the state. These models guide water managers to allocate surface and groundwater supplies to a range of uses (irrigation, environmental protection, interstate water agreements) and evaluate the impacts of changes to the surface water-groundwater system (e.g., new wells, evolving recharge patterns). Two such models, the Central Nebraska (CENEB) model and the Cooperative Hydrology Study (COHYST) model cover north central and south central Nebraska, respectively, but the model domains overlap along a west-east strip between the Platte and Loup Rivers, enabling direct …

Section 1. Purpose. Artificial intelligence (AI) holds extraordinary potential for both promise and peril. Responsible AI use has the potential to help solve urgent challenges while making our world more prosperous, productive, innovative, and secure. At the same time, irresponsible use could exacerbate societal harms such as fraud, discrimination, bias, and disinformation; displace and disempower workers; stifle competition; and pose risks to national security. Harnessing AI for good and realizing its myriad benefits requires mitigating its substantial risks. This endeavor demands a society-wide effort that includes government, the private sector, academia, and civil society.

The $45.45 billion Broadband, Equity, Access, and Deployment (BEAD) program’s primary objective is to extend broadband service to all unserved and underserved locations in the U.S. and its territories. Several industry studies predict that the BEAD program can meet its goal of providing universal access to broadband service if eligible entities execute their grant programs well. My review of the BEAD program indicates that policy makers can enhance the likelihood of program success by designing competitive grant programs that give applicants the incentive to undercut the subsidies proposed by their rivals and provide applicants the flexibility to design networks that …
