The recent Space Policy Directive-3, issued on June 18th, 2018, commands several sectors of the federal executive apparatus to reassess their current and future efforts to address space traffic management and space situational awareness issues. The reasons for this Directive can be boiled down to the belief that the continued use of the orbital realm depends on responsible management, which in turn depends on myriad factors that include the development of new technologies, the refinement of data gathering, and the clarification of governmental operational roles. The commercialization of space operations, coupled with the rapid development in unmanned aircraft systems creates a new policy dynamic between otherwise disparate industries. Existing structures do not adequately address issues of access, governance, and sovereignty across the distinct domains of air transport, space operations, and high altitude unmanned aircraft operations. Globally, aviation policy and space policy have evolved independently as distinct fields. This paper describes an ongoing collaboration between the Hope College student chapter of Engineers Without Borders – USA and the rural community of Nkuv in the Northwest Province of Cameroon related to improving drinking water quality using Manz biosand filters. The collaboration began in 2006 and focused on developing a community-based construction and distribution model for household water treatment units. Results from microbiology testing of the constructed filters indicate that this water treatment method is effective for improving water quality in rural areas. The purpose of this applied research study was to test the sensitivity of the Evacuation Simulation Prediction (ESP) tool in predicting travel time during high volume traffic periods. The discrete event-based simulation tool was designed to aid local evacuation planning contingencies. Research of the Florida Department of Transportation traffic count data demonstrated parallel trends in rush hour volume versus hurricane evacuation volume. A model validation was designed to test if the model closely predicted high volume travel on a major interstate.
