As Nepal urbanizes, expands infrastructure, strengthens local governments, and explores deeper connectivity with India and China, climate change is increasing floods, landslides, heat, and water insecurity. Rapid internal migration, rising disaster risks, youth outmigration, and dependence on remittances are also revealing the limits of conventional urban development, especially in the mountainous region. The central challenge for Nepal is no longer just to accommodate growing towns and cities, but to build settlements that are safe, productive, environmentally resilient, and capable of sustaining long-term prosperity.

Mobile County, Alabama, receives among the highest annual rainfall totals in the United States resulting in frequent stormwater flooding that intersects with existing socioeconomic vulnerabilities. Within the Mobile County Public School System (MCPSS), 77% of students are economically disadvantaged and over 10% experience homelessness, creating heightened risk for educational disruption during flood events. This study investigates how stormwater flooding influences school attendance, closures, and academic performance across MCPSS, providing insight into how climate-driven hazards exacerbate educational inequities. The research integrates flood frequency, school performance metrics, and GIS flood-zone mapping and teacher perceptions to understand how flooding affects student learning opportunities. …

The electronic vehicle (EV) charging station project was developed through a partnership between BUS 205 Business Statistics at Indiana State University and the City of Terre Haute as part of the Sustainable Cities Program. The city’s goal for this project is associated with the Theme: resilient infrastructure. The strategy RI-1 is to create a more resilient power grid. The number of pedestrian deaths increased by 78% between 2009 and 2023, while other motor vehicle crash deaths increased by 13% in the same period [1]. To identify potential pedestrian safety measures, this study analyzed the effects of location-based demographics, pedestrian phasing type, and other physical infrastructure and behavior variables on the probability of pedestrian-vehicle conflicts at signalized intersections, which is a surrogate measure of crash risk. Data were collected from 55 intersections in Connecticut, and the pedestrian-vehicle interactions were classified by severity based on the Swedish Traffic Conflict Technique: undisturbed passage, potential conflict, minor conflict, or serious conflict. As cyberthreats to critical infrastructure remain prevalent, national response mechanisms must evolve beyond the technical domain to incorporate legal, communicative, strategic, and cross-sector coordination. This work explores Locked Shields, an annual exercise conducted by NATO's Cooperative Cyber Defence Centre of Excellence, as a pedagogical and conceptual framework for simulating whole-of-government responses to cyber incidents. Unlike traditional cyber exercises, Locked Shields engages legal advisors, media strategists, and civil-military roles in realistic, scenario-driven simulations that portray the political and operational conditions of a real international-scale cyber crisis. For the aquifers of Minnesota, the environmental impact statement (EIS) was a promise of protection that never left the page. An environmental impact statement is meant to be an aid in the decision making process in order to ensure that projects consider potential environmental harms that may occur. However, they are often used instead as another regulatory box to check, rather than as active considerations when planning. This report examins the extent of air pollution emissions resulting from the use of backup generators at data centers in Northern Virginia, including both actual current emissions and potential future emissions, and how those emissions totals compare to other sources of air pollution in the Northern Virginia region. It also examines how exposure to data center emissions correlates with demographic characteristics such as race, income, and education.

The 21st century has seen a significant rise in global greenhouse gas (GHG) emissions, with the transportation sector contributing 23% of these emissions. Medium-duty and heavy-duty vehicles (MD/HD) are particularly impactful, accounting for over a quarter of transport-related emissions. In Humboldt County, California, transportation represents 53% of total emissions, with MD/HD vehicles being a major contributor. As light-duty vehicles shift to zero-emission alternatives, the MD/HD sector faces unique challenges. Hydrogen fuel cell vehicles offer a promising solution, providing longer range, higher energy density, and quicker refueling compared to battery electric vehicles (BEVs). Interpretable Machine Learning For Bridge-Pier Scour Prediction And Flood Resilience, Adil Khan, Dalya Ismael

Bridge-pier scour is a leading cause of flood-induced bridge failure, yet practice still lacks transparent, physics-informed tools that link data-driven prediction with design guidance. This study develops an interpretable, physics-aware machine-learning framework to predict equilibrium scour depth and translate those predictions into actionable strategies for flood-resilient infrastructure. Using the 2014 U.S. Geological Survey Pier-Scour Database (569 laboratory cases), five models: Gradient Boosting, AdaBoost (Tree), XGBoost, Gaussian Process (RBF kernel), and Kernel Ridge (polynomial), were trained and evaluated with K-fold cross-validation. Model performance was evaluated using R², RMSE, and MAE. Gradient Boosting performed best, achieving training and testing R² of 0.99 …

This dissertation consists of three essays in economic history, unified by a focus on one of America's earliest transportation infrastructures, the canal system, in nineteenth-century New York. Each chapter explores a different aspect of the state's transformation: its economy, politics, and finance, each of which helped construct New York as the Empire State.
The first chapter studies the economic impact of canals on economic modernization from three aspects: sectoral transition, urbanization, and banking development. Contrary to much of the modern literature finds transportation infrastructure leads to decentralization, I find the opposite-evidence of centralization. The overarching goal of this dissertation is to develop an integrated, simulation-driven framework to assess and enhance the resilience of interdependent transportation and healthcare systems before, during, and after natural hazards. By examining how spatial disruptions, social vulnerability, operational constraints, and infrastructure interdependencies affect access to and functionality of hospitals, this research offers a multifaceted evaluation of system performance under stress. To improve understanding of the impact of natural hazards on the U.S. railway system, this project developed a comprehensive, geospatially precise dataset that maps historical hazard events to specific rail segments. The project provides insight into when, where, and how much damage natural hazards have inflicted on rail infrastructure across the country. While a rail-specific hazard database did not previously exist, this research combines data from the Geological Survey (USGS) Flood Events Database, Hydrologic Unit Codes (HUC), the National Centers for Environmental Information (NCEI) from the National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) forecast zones. …

Low-lying deltas worldwide are extremely vulnerable to sea-level rise. As the risks of climate-induced flooding become increasingly clear, the thirst for infrastructure-driven adaptation increases. This highlights a patent need to understand the impacts of engineering adaptation solutions, especially those targeting built structures such as dykes and sluices, on farmers from a bottom-up, farmer-centred perspective. The study addresses this call by examining cases where dyke policies, while successful in some dimensions, have undermined small-scale farmer livelihoods in Ca Mau ― Vietnam’s southernmost rural province. In coastal urban areas, tidal flooding brings water carrying nutrients and particles back from land to estuarine and coastal waters. A statistical model to predict nutrient loads during tidal flooding events can help estimate nutrient loading from previous and future flooding events and adapt nutrient reduction strategies. We measured concentrations of dissolved inorganic nitrogen and phosphorus in floodwater at seven sentinel sites during 15 tidal flooding events from January 2019 to September 2020. Embankments have been widely used in the construction of transportation and flood defense infrastructure. Embankments constructed from clays experience a suite of weather-driven deterioration processes that lead to a progressive loss of hydromechanical performance, causing potentially severe and costly consequences. This study aimed to predict the time to failure of aging, deteriorating clay embankments supporting transportation infrastructure. A multi-phase numerical modeling approach was developed to replicate the long-term, weather-driven, hydromechanical behavior of clay embankments. The electric vehicle (EV) has become increasingly popular due to its being zero-emission. However, a significant challenge faced by EV drivers is the range anxiety associated with battery usage. Addressing this concern, this project develops a more efficient battery management system (BMS) for electric vehicles based on a real-time, state-of-charge (SOC) estimation. Throughout the 1960s and 1970s, thousands of people in San José, California were displaced from their homes as the state used eminent domain to purchase land and uproot neighborhoods for the construction of Interstate freeways. This report presents a multifaceted research and public knowledge effort that uncovers some of the communities buried beneath these freeways, in the area where I-280 and CA-87 meet today near downtown San José. This dissertation discusses the mobility politics of container shipping and argues that technological development, political-economic order, and social infrastructure co-produce one another. Containerization, the use of standardized containers to carry cargo across modes of transportation that is said to have revolutionized and globalized international trade since the late 1950s, has served to expand and extend the power of international coalitions of states and corporations to control the movements of commodities (shipments) and labor (seafarers). National governments continue to depend on fossil fuels for electricity and heat generation in Arctic communities. This dependence threatens the economic, environmental, and cultural sustainability of Arctic communities and subjects them to future volatility and uncertainty. In Greenland, the centralized government structure creates additional challenges for northern communities by limiting the inclusion of local knowledge and priorities in favor of national, standardized solutions.
