Transportation infrastructure—including buried utilities, drainage systems, and culverts—is frequently subjected to significant external stresses arising from existing conditions and new construction, especially in urban environments where deformation and failures can lead to significant operational and safety consequences. Lightweight fills offer a viable strategy to mitigate these stresses by reducing imposed loads. The asphalt industry faces major challenges, including the need for pavements that last longer and are more sustainable, as traditional asphalt production is costly and has a high environmental impact. To address this, researchers have been exploring modified asphalt binders such as rubber, charcoal, and waste cooking oil, which have shown promise in extending the lifespan, resistance to deformation, and durability of asphalt pavements. Ensuring transportation investments are equitable across different populations and travel modes is a priority for many agencies, yet existing tools often make these assessments difficult, especially for smaller and resource-constrained organizations. To address this gap, this report provides the findings of Phase II of our study on reviewing and developing transportation equity metrics. The Phase I project investigated transit equity metrics and provided recommendations on advancements in quantitative methods. Embankments are essential components of transportation infrastructure, providing crucial support for long stretches of highways, railways, and other routes in California and around the world. Clay embankments are susceptible to weather-related deterioration processes that can gradually compromise their stability and, in some cases, lead to unexpected failures. To improve understanding of the impact of natural hazards on the U.S. railway system, this project developed a comprehensive, geospatially precise dataset that maps historical hazard events to specific rail segments. The project provides insight into when, where, and how much damage natural hazards have inflicted on rail infrastructure across the country. While a rail-specific hazard database did not previously exist, this research combines data from the Geological Survey (USGS) Flood Events Database, Hydrologic Unit Codes (HUC), the National Centers for Environmental Information (NCEI) from the National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) forecast zones. …

This report investigates the viability of hydrogen Fuel Cell Electric Vehicles (FCEVs) for port drayage applications, focusing on both energy modeling and economic feasibility. Port drayage—trucking operations that move goods a short distance to and from ports—is a key part of freight logistics and the critical movement of goods in American communities. This project developed a microscopic energy consumption model using second-by-second activity data from 38 Class 8 diesel drayage trucks operating in Southern California. This report addresses the sensitivity and reliability of the sustainability rating systems by comparing each category’s verified scores with its respective submitted scores to evaluate how points are awarded for infrastructure projects, examine which categories present the most challenges for verification, and identify the best category for verification in the sustainability rating system. The authors conducted three analyses using credit score data obtained from fourteen actual civil infrastructure projects certified under Envision. Embankments have been widely used in the construction of transportation and flood defense infrastructure. Embankments constructed from clays experience a suite of weather-driven deterioration processes that lead to a progressive loss of hydromechanical performance, causing potentially severe and costly consequences. This study aimed to predict the time to failure of aging, deteriorating clay embankments supporting transportation infrastructure. A multi-phase numerical modeling approach was developed to replicate the long-term, weather-driven, hydromechanical behavior of clay embankments. This study investigates commercial truck vehicle miles traveled (VMT) across six diverse California counties from 2000 to 2020. The counties—Imperial, Los Angeles, Riverside, San Bernardino, San Diego, and San Francisco—represent a broad spectrum of California’s demographics, economies, and landscapes. Using a rich dataset spanning demographics, economics, and pollution variables, we aim to understand the factors influencing commercial VMT. We first visually represent the geographic distribution of the counties, highlighting their unique characteristics. In response to COVID-19 pandemic supply chain issues, the State of California issued Executive Order (EO) N-19-21 to use state land to increase warehousing capacity. This highlights a land-use paradox between economic and environmental goals: adding warehouse capacity increases climate pollution and traffic congestion around the ports and warehouses, while there is a deficit of affordable housing and high homeless rates in port-adjacent underserved communities. The Tribal Transportation Planning Needs Assessment Study was a collaborative project conducted by Caltrans and the Mineta Transportation Institute, San Jose State University. The primary goal of the project was to identify the current state of transportation planning activities and partnerships within Tribal governments in California, so that Caltrans can meaningfully engage more actively with Tribal governments early in the planning process and better meet the transportation needs of Tribal communities. Traffic congestion causes Americans to lose millions of hours and dollars each year. In fact, 1.9 billion gallons of fuel are wasted each year due to traffic congestion, and each hour stuck in traffic costs about $21 in wasted time and fuel. The traffic congestion can be caused by various factors, such as bottlenecks, traffic incidents, bad weather, work zones, poor traffic signal timing, and special events.
