Citizen Participation, Trust, And Literacy On Government Legitimacy: The Case Of Environmental Governance, Myung Jin

Journal of Sustainable Social Impact

This paper explores the role of direct citizen participation, trust, and environmental literacy and its impact on the legitimacy of government institutions in the context of environmental governance in the U.S. The current knowledge regarding the dynamics of the institutional legitimacy at the policy level is significantly lacking. This paper addresses broadly the effects of direct citizen participation, citizen trust, and environmental literacy on government legitimacy. Findings indicate that citizens prefer government institutions over ordinary people on leading environmental governance. Yet, there is no agreement on a definition of democracy that can guide social change efforts. The Polarities of Democracy model is a unifying theory of democracy to guide healthy, sustainable, and just social change efforts. The Polarities of Democracy model consists of ten elements, organized as five polarity pairs: freedom & authority, justice & due process, diversity & equality, human-rights & communal-obligations, and participation & representation. In 2009, the US government spent more than $42 billion on the federal-aid highway program. Most of this money was raised from motor vehicle taxes, whose proceeds are deposited in the highway trust fund. Federal motor vehicle user taxes flow into the fund and aid expenditures flow out from it to build and maintain highways and other transportation infrastructure. With so much money at stake it should be no surprise that expenditure decisions are the subject of intense political debate. This report describes the municipal waste management systems used by local governments to manage solid waste in Suffolk County, Long Island, New York. There are ten Towns that serve as the primary planners for waste systems in Suffolk County. Many of the 33 villages in Suffolk County have established their own waste management programs and policies. All programs tend to follow the same general plan of the approaches used by their respective Towns, however. All programs provide some degree of recycling services, although the scope of the services varies tremendously.

The Risk Reduction Management Centre (RRMC) Replication Project, an initiative of the United Nations Development Program (UNDP), aims to take a Cuban best practice in disaster risk reduction and adapt it to the local context of five other Caribbean countries. This project differs from most development projects in that the individuals and institutions providing the assistance (in this case technical training and know-how) are themselves from a developing country (Cuba). This model, wherein developing countries provide resources, information, and training to other developing countries, is known as South-South Cooperation (SSC).

As the case with most countries across Latin America, unprecedented migration to urban areas has strained city infrastructure systems. More particularly, the region faces a pressing crisis of water security, where rapid urbanization has outpaced water sector development. This thesis addresses the water infrastructure reform in El Alto and La Paz, Bolivia, focusing on strategies to better promote water access for the peri-urban poor. The research investigates the level of progressivity of water service expansion and pricing regimes: in other words, does the present model of water distribution positively improve the lives of the poorest groups? This paper presents a study of ethical dilemmas faced by planners in local government in the Perth Metropolitan Region (PMR), Western Australia. A qualitative methodology has been adopted to identify planners’ personal and organisational values and the ethical dilemmas they face in their role. Local government planning officers operate in a complex political environment in which their decisions include various stakeholder interests such as private developers, local businesses, environmentalists and government authorities. Tsunamis occur in the Pacific Ocean about once every 1.5 years (Berninghausen, 1962). Forty-nine Tsunamis are recorded to have hit the western coast of South America since 1562, though only 3 hit the coast of Ecuador specifically (Berninghausen, 1962). However, it is still important to recognize the possibility of having a tsunami in Ecuador and plan accordingly. This report presents the results of the management assessment of the Lowell Public Works Department conducted by the University of Massachusetts Boston’s Collins Center for Public Management.

This project addressed the economic, social, and environmental ill effects occurring in the North Bottoms in Lincoln, Nebraska. This neighborhood requires the use of innovative community engagement to counteract minimal resources, civic engagement, and social capital in order to accomplish sustainable redevelopment when traditional methods have been unsuccessful. The initial goal of the project was to involve citizens in the design process to create an effective and development strategy and design project for the neighborhood.

Some of the most important basic services provided by any level of government are the primary responsibility of municipalities, and urban managers devote more time and attention in making sure that these services are delivered. The availability of public services in any local jurisdiction usually depends on location, history, laws and regulations. Some local governments use alternative service delivery such as public-private partnerships, intergovernmental agreements, and contracting out or privatization. This paper investigates the inner workings of the Bagmati Action Plan and how the implementation of this project impacts the established squatter communities that reside in the city’s floodplains. Deemed as a contributor to the rivers polluted state, the composed plan looks at both evicting all riverside squatters and finding alternative housing for affected citizens by working jointly with the country’s Ministry of Urban Development and Building Construction.
