This report presents the results of the management assessment of the Saugus Public Works Department conducted by the University of Massachusetts Boston’s Collins Center for Public Management (“the Center”). This first Section introduces the analysis – outlining principal objectives and how the analysis was conducted – and presents an Executive Summary.

The project team conducted a comprehensive organization and management analysis of the Department’s existing operations, service levels, infrastructure management, organizational structures and staffing levels. The analysis was to be fact-based and include all aspects of service provision by the Department.

The Crisis In State Highway Finances: Its Roots, Current Effects, And Some Possible Remedies, Juita-Elena Yusuf, Lenahan O'Connell

This paper focuses on the American states and the sources of the expanding structural imbalance between their highway-related revenues on the one hand and expenditures for transportation infrastructure needs on the other. The paper describes the roots of the funding problem over recent decades, looks at some of the responses taken at the state and federal level, and discusses their inherent limitations as solutions to this funding crisis. The paper also presents several policy recommendations for increasing revenues. Large scale and small scale public works projects are important in the smooth operation of every community, yet a majority of the population has little awareness of how these projects work and what their functions are. Few non-engineers understand the engineering challenges of delivering clean water, disposing of our sewage, or changing a traditional intersection into a round-about, a project that seems quite simple on the surface. A consortium of public works engineers, science museums, faculty, and exhibit evaluators were awarded a grant by the National Science Foundation to build an outdoor museum next to a large suspension bridge. America is built on small and large feats of public works engineering that, although often taken for granted, affect almost every aspect of our daily lives. So how can we celebrate these marvels of utilitarian infrastructure and use them to teach public audiences about the engineering principles, materials, and human innovations that make them possible? State Department officials stated at the end of 2011 that after a careful review of year's events concerning the terror group Al Qaeda, the threat of terrorism was now greatly diminished with little chance of retunring. Less than four months later, Al Qaeda affiliate group Al Qaeda in the Islamic Maghreb (AQIM) staged a coup in the West African country of Mali, effectively splitting the country in half. The article will analyze the conflict in Mali as an example of how Islamic fundamentalism and global terrorism of Al Qaeda has not dissipated, despite the best hopes of American foreign policymakers. …

Among the reasons behind construction of the light rail system in the 1990s and 2000s and currently the FasTracks lines, in Denver metro region, has been reduction of traffic congestion and consolidation of land use. This research analyzes the success of the rail transit system in achieving the above-mentioned goals.

A temporal and spatial analysis of Vehicle Miles Traveled (VMT) data from 1992 to 2008 on the highways in Denver has been conducted to determine if traffic congestion has reduced after the initial light rail service began in 1994. In 2013, the American Society of Civil Engineers (ASCE) Report Card for America’s Infra-structure stated that the US needs up to $1.3 trillion in capital investments to replace the aging water pipes and repair the wastewater infrastructures. It is further believed by the industry that the streamlined approach of alternative project delivery methods, such as Design-Build (DB), and Construction Manager At-Risk (CMAR) helps ensure the economical and timely design and construction of the water and wastewater infrastructures.

The purpose of this study was to determine whether the effects of the Kribi Deep Seaport project will be positive for economic development in Cameroon, and how the Port will affect Cameroon’s regional and global role. The study was conducted over a one-month period and was primarily qualitative in nature. The principal method of inquiry was interviews, which were complemented by quantitative secondary source research. Although most informants asserted that the project was a positive step for the country, the information they provided led me to conclude that the project was undertaken prematurely and will not promote sustainable economic development …

The 2011 M6.9 earthquake caused a severe disruption in the functions of both rural and urban Sikkim. In areas populated by humans, most of the visible damage and harm done in an earthquake is due to poorly designed and constructed buildings and infrastructure rather than the earthquake itself.
