At the end of the Civil War, Chattanooga, like many southern cities, was beset by a wave of northern citizens eager to help rebuild the ravaged south. These carpetbaggers, the forebearers of some of Chattanooga's wealthiest families, began many important industries still in operation today. In fact, for most Chattanoogans, the names Probasco, Lupton, Guerry, and others are synonymous with great wealth. The members of this group, the descendants of those reconstruction era carpetbaggers, are at the top of Chattanooga's socioeconomic structure. This thesis was intended to delineate the factors contributing to the formulation of the Comprehensive Employment and Training Act (CETA) of 1973--a unique attempt at overhauling federal employment and training policy as well as one of the early efforts at devolving control over grants-in-aid to the subnational level.

Information was obtained from the literature on this policy area, plus documentary sources; such as records of Congressional hearings. From this information, an analytical framework was developed, in which factors contributing to the formulation were classified as; contextual, ideological and those in the form of actors' objectives.

Journal of the Minnesota Academy of Science

On November 2, 1982, a majority of Minnesota voters approved a constitutional amendment that transformed the state's appellate judiciary. A newly created Court of Appeals, currently consisting of 12 judges, began accepting cases on August 1, 1983, and deciding them on November 1, 1983. To assess the consequences of this change, ·the authors explored the rationale underlying the amendment, examined the anticipated costs and benefits of implementation, and analyzed case load data. Questionnaire responses from members of the Supreme Court are discussed, jurisdictional relationships between the two courts are explained, and decision· making practices are compared (including oral argument and …

William Jennings Bryan (1860-1925) was Secretary of State for the first two years of the administration of Woodrow Wilson, from 1913 to 1915. In June 1983, Minnesota approved a right to know law pertaining to the disclosure of information to workers about chemical hazards emanating from the workplace. A federal hazard communication disseminated in November 1983 may affect Minnesota's right to know law.

This discussion of the political climate in which elementary and secondary education is funded in Minnesota begins with the Minnesota Miracle of 1971. In each successive legislative session some adjustments have been made in this formula. In this paper we describe the various lobbying groups that try to affect education legislation. We also discuss the role played by the governor, key legislators, legislative and Department of Education staff, the State Board of Education, and the commissioner of education in educational policy formation. In conclusion, we summarize major formula changes since 1971 and review the many education-related issues before the legislature …

This public law, dated October 30, 1984, also known as the Mineral Restoration Act of 1984 and Public Law 98-602, declared that the mineral interests in the land within the boarder of the Fort Berthold Reservation be held in trust by the United States for the benefit of the Three Affiliated Tribes of the Fort Berthold Reservation. In 2016, this public law allowed for the return of about 25,000 acres of land taken for the Garrison Dam Project to the Three Affiliated Tribes of the Fort Berthold Reservation.

This report examines the impact of Proposition 2-1/2 on different types of communities and the implications of this impact for state aid and state-level policies. The effects of 2-1/2, especially first-year effects in public education, are evaluated from the perspective of four general policy objectives or values: equity, efficiency, accountability, and local autonomy. The primary concern of this report is for various considerations of equity and inequality.

The current funding environment makes political advocacy on the part of social work professionals mandatory. The social work literature on political advocacy is reviewed and categorized into schools of thought. The major portion of the paper, however, presents and then analyzes a case study of a statewide youth services association in order to gain more insight into how professional social workers can develop and use more successful political strategies and tactics.

The Relative Effectiveness Of Legislative Campaigning In A School Of Social Work, L. K. Northwood, Mike Parker

The Journal of Sociology & Social Welfare

There are three interrelated strategies commonly used by social workers for coping with the conservative attack on social welfare institutions: client advocacy, electoral, and policy strategies. The paper evaluates the relative effectiveness of the policy strategy when 532 members of a school of social work were asked to write their legislators in support of progressive legislation. Five indicators of the relative effectiveness of this campaign were identified and assessed.
