Although social and economic conditions and prevailing popular philosophies may affect the success or failure of an attempt at change in social welfare policy and practice, the relative strengths and weaknesses of the political forces for and against the change may be more important. In 1897, fourteen years before the passage of the first U.S. Mothers' Pension law in Illinois, New York State Senator John Ahearn attempted such a law in New York. Harry Lawrence Lurie's recommendations and analyses concerning social workers' involvement in political action are reviewed. By reviewing some of Lurie's concerns and activities from the 1930's into the 1950's in this area, it is possible to gain helpful guidance and insight into contemporary concerns about social workers in the political arena. Lurie argued consistently for greater involvement by social workers in political action as individuals, as members of professional organizations, and in coalition with other groups outside of social work who were concerned with progressive social change. The year 1961 marked a turning point in Virginia politics. Two years had elapsed since the General Assembly had abandoned its policy of massive resistance to school integration. In the aftermath of that crisis the Byrd Organization found itself decided between moderates and members of the "Old Guard." In the 1961 Democratic primary Lieutenant-Governor A. E. S. Stephens, a moderate, vied with Attorney General Albertis S. Harrison, the choice of the Byrd Organization, for the gubernatorial nomination. Stephens charged that. the aged leaders of the Organization were too reactionary to lead the state in the 1960s. Harrison reaffirmed the Organization's …

Industrial policy has become an increasingly central focus of political debate as American society struggles with new and troubling economic realities. Yet despite the importance of this subject, little is known about how the public gains or processes information on these matters, or about the evaluative standards used to judge industrial-policy proposals. A recent referendum in Rhode Island offered a unique opportunity to study these questions. Citizens participated directly in the debate over new industrial policy by soundly rejecting the Greenhouse Compact, a novel and comprehensive plan to "reindustrialize" Rhode Island. This thesis evaluates the declining hegemony of the United States over its allies since the end of World War II. Robert Gilpin and Robert Keohane's theories about the decline in U.S. hegemony are discussed as are the hegemonic theories of Gramsci as interpreted by Robert Cox. The three progressively hostile reactions of U.S. allies to U.S.-initiated embargoes against the Eastern Bloc are used to illustrate the decreasing control of the United States over the economic and strategic policies of its allies. 1985 marked year seven for de facto new federalism, the fiscal decentralization process nudged along by strong public support for the Reagan administration's conservative policies and growing fiscal stringency at the federal level. New federalism is most dramatically illustrated by the national government retreat along the entire state-local aid front — a kind of "sorting out" — as an increasing share of the federal budget goes to strictly national government programs. Three Affiliated Tribes v. Wold Engineering is a case that forced the United States (US) Supreme Court to clarify US Public Law 83-280 (typically referred to as Public Law 280). Rhode Island has not shared equally in New England's economic resurgence of recent years. A major reevaluation of the state's economic malaise in 1982-84 resulted in a $250 million program called the Greenhouse Compact to improve business in the state. Initially supported in polls by a two-to-one margin, the Compact was defeated overwhelmingly when it went to a statewide referendum. Germany's annexation of Austria in March 1938 was the cumulation of almost twenty years of Austrian dissatisfaction with the Treaty of Saint Germain, the lack of consistent political and economic support by the western democracies and the international instability of the 1930s. All these factors worked in favor of pro-Anschluss Germans and Austrians and to the handicap of the allies. Once Adolf Hitler came to power, he drastically changed German policy toward Austria.
