The Journal of Sociology & Social Welfare

Scholars such as William J. Wilson, public policy analysts, politicians, media personalities and journalists have, in recent years, turned their attention to the pervasive and growing poverty, permanent unemployment and inequality in American society. They have noted the disproportionate occurrence of these phenomena among African Americans-especially women and children-and in the "inner city ghettos" of the former centers of industrial production. At the same time, they have either ignored or severed any connection between the deepening poverty of one section of society-whom they have called the "underclass"-and the vast accumulation of wealth among the capitalist class.

In early civics lessons Americans are taught that theirs is a system of participatory government, that one person's vote does have meaning, and that by making views known to representatives they will be acted upon. They are taught about the governmental process, the steps involved in legislation, the function of the judicial and executive branches, and the means of political participation. Seemingly, they are given a working knowledge of government in action. The Second American Party System developed in Virginia from the factions contesting the presidency between 1824 and 1840. Following its formation, Virginia voters adopted party allegiances and regularly supported their party in the various local, state and national elections. These voting patterns began to change with the elections of the compromise crisis, the period between the presidential elections of 1848 and 1852, when the "politics of slavery" dominated every contest. Defense of the peculiar institution became paramount and party lines were disrupted as a result. This article analyzes patterns of GOP campaign finance with an eye to the light they can shed on the future of the Bush administration. After flashing back to 1980 and 1984, it presents a detailed statistical breakdown of who contributed to whom in the 1988 GOP primary, based on a large and carefully constructed sample of top corporate executives and investors. The Dole campaign emerges as especially important for the clues it provides about the opponents of major changes in U. S. policy toward Eastern Europe and the USSR.

A study of the weak state was conducted using the Honduras-U.S. relationship as a case study. Most existing literature, with the exception of Annette Baker Fox's The Power of Small States, does not analyze in detail a specific country's relationship with a powerful nation. This research examined the factors that helped a weak country maintain maneuverability in its domestic and foreign policies when under the influence of a strong power. Six conditions which facilitated maneuverability were: geographic proximity, rising nationalism, citizen participation in government, trade distribution and diversification, international pressure, and declining hegemony of the strong power. This thesis addresses the question, why does U.S. foreign policy contribute to political instability in developing nations? To ascertain the answer, it analyzes the post-World War II administrations from Truman through Johnson. One mode of containment, cliency, a foreign policy relationship between a major power and a weaker state, is developed within the framework analyzing containment. The cliency model provides a theoretical basis for explaining how the domestic structure of the client state is systematically distorted by the patron's actions in pursuit of its global interests. In explaining the rise of Democratic rule in Virginia, political historians have overlooked the significance of the Republican split of 1895-1897. Drawn mainly from primary source materials, this thesis traces the rupture that divided the GOP leadership after the death of General William Mahone, one of the Commonwealth's most remarkable political figures. The controversial election of Mahone's successor (Colonel William Lamb of Norfolk) as party chairman in November 1895 sparked two years of bitter struggle, a conflict that ultimately left the state Republicans shattered as a political force. A major issue in the study of American politics is the extent to which electoral discipline also constrains bureaucrats. In practice, executive agencies operate with considerable independence from elected officials. However,the entire process of policy execution is a game among legislators.the chief executive. and bureaucratic agents. It includes the initial delegation of authority, the choice of policy alternatives,and opportunities for oversight and control. A simple model of this process demonstrates an important distinction between bureaucratic authority and bureaucratic discretion. Female Representation Among State Legislative Elite: The Illinois General Assembly 1922-1986, Juliana J. Helmke

This study of female representation in the Illinois General Assembly examines 33 general assemblies, beginning with the 53rd General Assembly – election year, 1922 – at which time the first woman was elected to the Illinois House of Representatives. Trend lines are used to describe changes in female representation over the 64-year period. The effect of changes in the electoral system and the institutional structure are examined. Social and demographic characteristics of women legislators in Illinois are discussed. This data is then compared to data on legislators elected to the 83rd General Assembly.

Political Participation Of Puerto Rican Women: Mapping A Research Agenda, Sherrie Baver

This article reviews the theoretical approaches used to study Hispanic women in politics and highlights their inadequacies for studying the political behavior of low-income Puerto Rican women, who are used as a case in point. It is not an in-depth study but an effort to develop appropriate research questions and to suggest strategies for the systematic collection of data. In general, community groups are the basic arena for the political activity of Puerto Rican women in New York City. Thus, new theoretical approaches are necessary to capture Hispanic women’s modes of influencing public policy.

Len Small, governor of Illinois from 1921 to 1929, was a politician associated with the Lorimer-Lundin-Thompson political machine which influenced Illinois politics from 1897 until the late 1920s. During that era, Small held offices in the county and in the state Senate. He served one appointed term as United States subtreasurer, two terms as state treasurer, and two terms as governor. Small ran six times for governor: 1912, 1920, 1924, 1928, 1932, and 1936. He came to the governorship in 1920 following a bitter feud between his patron, William Hale "Big Bill" Thompson and Frank O. On July 27, 1952, the Congress of the United States of America passed, over President Harry s. Truman's veto, the Immigration and Nationality Act of 1952, more commonly known as the McCarran-Walter Act. The act codified almost all existing laws relative to immigration and naturalization and newly incorporated more strict exclusion provisions.

This paper analyzes the legislative process from the passage of the act in 1952 to its major revision in 1965. The paper analyzes that the act was a mere reaffirmation of the pre-war immigration policy and thus not reappraisal or reformation in the drastically changed world milieu. The …

These are sumptuously produced, oversized volumes: one pictures them, as I suspect some shrewd accountant at the press did, decorating the shelves of lawyers' offices. Their pages are crammed full of primary texts, two columns on each page, in an alarmingly small but somehow readable typeface. Some texts are bare snippets; others wind on luxuriantly for many pages. The editors have set a cutoff point: no text from after 1835 appears.
