The cost of winning a seat in the United States Senate has risen dramatically over the last ten years. It has become the norm rather than the exception to spend over $1 million on a campaign. For example, in the 34 Senate races in the 1988 election, 32 campaigns spent over $1 million. Due to the necessity to raise more and more money, candidates have had to turn to alternative sources of campaign funds. Thus, the rise in campaign costs has been accompanied by a rise in the role of the political action committee (PAC). PACs are special interest groups …

Public Policy Towards Unemployment: 1937-1941, Jill M. Hemphill

Presidential Scholars Theses (1990 – 2006)

The following essay will examine what type of public policy, if any, was pursued to combat the high levels of unemployment that plagued the American economy from early 1937 until the signing of the Lend Lease Act in 1941. The writer will attempt to explain why Roosevelt failed to bring unemployment to a more acceptable level during these years. The following chapters include detailed analysis of federal relief programs, the isolationist movement, fiscal and monetary policy, all vital components of public policy towards unemployment.

Whispers In The Golden Silence: Harry F. Byrd, Sr., John F. Kennedy, And Virginia Democrats In The 1960 Presidential Election, James R. Sweeney

In the election of 1960, Richard M. Nixon carried Virginia, the third consecutive victory for a Republican ticket in the strongly Democratic state. Senator Harry F. Byrd, Sr., the conservative Democratic power broker of Virginia, maintained what became known as a "golden silence," failing to endorse John F. Kennedy and privately working to ensure Nixon's victory. Byrd's stance angered many state Democrats, and by 1964 they broke the senator's power over the party, passing a resolution endorsing President Lyndon B. Johnson over Byrd's objections.

Governor in 1990. The materials document legislation before the General Assembly and matters of interest to Kennedy's constituents including flag burning and natural resources.

In the 1970s the Democratic and Republican national and state parties initiated efforts at party renewal in order to reverse their declining institutional power. Between 1980 and 1987 the Massachusetts Republican Party undertook a renewal effort modeled after that of the Republican National Committee under William Brock. This model emphasized the provision to candidates and to the grassroots party organization of campaign sendees such as literature design, polling, direct mail fund-raising, telephone banks, and campaign schools. The 1988 presidential campaign elicited numerous complaints about negative campaigning. But compared to the vicious rhetoric popular at the birth of the republic the rhetoric of the latest campaign was quite mild. Invective rhetoric was employed by the Founding Fathers, men like John Adams, Alexander Hamilton, and James Callender. The partisan press of the time contributed greatly to the harsh tone of politics. The proposed expansion included burial grounds. This report seeks to amend US Senate Bill 1230 to increase funding for the development of the historic site and to change the wording of Section 1 “Acquisition of Additional Lands” to specify certain parameters for acquiring land. …

Women, Politics, And The Nineties: The Abortion Debate, Susan Estrich

The fight for political empowerment of women may finally break wide open over the issues of reproductive freedom. This article posits that while public attention has focused on courtroom attempts to limit Roe v. Wade, the issues will ultimately be decided in the political arena. Here, Estrich says, the framer of the question may be the ultimate victor. For those on the pro-choice side of the debate, the next election cycle may be their first real opportunity to vote as a bloc and wield real political power.

Are women making progress in the political arena, or are their frustrations at access to elective office severe enough to warrant their own political party? This article examines the statistics and argues that women should seize political power by voting as a bloc. As loyalty to traditional parties declines while their interest in and sensitivity to social issues grows, the moment is right for a real increase in women's political power.

The United States Court of Appeals for the District of Columbia Circuit has devised a doctrine called equitable
discretion to screen congressional-plaintiff suits. The Author argues that the doctrine should be abandoned. She proposes that the courts be guided by existing standng principles in deciding whether to hear these cases.

Murray wrote countless articles, but no books. (His most famous work, We Hold These Truths, comprised previously published essays.) Precisely because Murray's thought is scattered across several decades and many journals, this intellectual biography - a narrative of Murray's life thought - is most valuable.

Scholars such as William J. Wilson, public policy analysts, politicians, media personalities and journalists have, in recent years, turned their attention to the pervasive and growing poverty, permanent unemployment and inequality in American society. They have noted the disproportionate occurrence of these phenomena among African Americans-especially women and children-and in the "inner city ghettos" of the former centers of industrial production. At the same time, they have either ignored or severed any connection between the deepening poverty of one section of society-whom they have called the "underclass"-and the vast accumulation of wealth among the capitalist class.
