To elect its mayor and council in October of 2018, the City of London, Ontario used ranked-choice voting instead of the traditional first-past-the-post system; the first Canadian city in decades to use an alternative electoral system. London’s experience as the first Ontario municipality to implement ranked-choice voting allows it to offer its experience as a lesson to other municipalities that may be considering making changes to their voting systems.

The epic failure of fixed public housing projects supports the paradigm that poverty concentration makes poverty and the cycle of poverty intractable. Moreover, neoliberal, free-enterprise theorists interrogate the viability of the state as a provider of social goods and services and press the need for market-based schemes such as housing vouchers. However, how do you de-concentrate the poor voluntarily without government dictating residential choice? This article reports the results of the first ten years of a policy experiment leveraging a mobile voucher program to attempt to achieve voluntary dispersion and de-concentration of the poor in Phoenix, Arizona. This article examines the implementation of The Patient Protection and Affordable Care Act (ACA) with a particular focus on the states’ contracted outreach and enrollment services. Having collected administrative and perceptual data from key informants, we examined outreach and enrollment contracts in six states that have reduced the uninsured rate by at least 20% of ACA-eligible population. Our findings suggest that the complexity of the law and its structure, as well as the characteristics of contracting were, in effect, “drowned out” by clear patterns of highly collaborative implementation that involved extensive chains of diverse outreach/enrollment actors. The purpose of this thesis is to analyze how law reform toward gender equity has an impact on economic growth in Arab countries in the Middle East. Personal status law reform granting women economic, social, and personal freedoms is spreading across the region and showing substantial change. Using case studies of major PSL reforms in Tunisia and Morocco, this thesis outlines qualitative and quantitative evidence to support the case that gender equity benefits the economic growth of the given country.

Past research suggests that voter behavior is influenced by perceptions of electoral competitiveness. For example, when an election is perceived to be close, voters will be more likely to turnout and/or cast strategic votes for their second-most preferred candidate. Operationalizing electoral competitiveness in three-candidate elections presents previously unrecognized methodological challenges. This paper first shows that many past strategies for measuring ‘closeness’ in three-candidate contests have violated at least one of three basic properties that any such measure should satisfy. We then propose a new measurement grounded in probability ratios, and prove formally that ratio-indices satisfy these axiomatic criteria. Empirical analyses …

State Regulation Of Religion: The Effect Of Religious Freedom On Muslims' Religiosity, Hannah M. Ridge

Political Science Faculty Articles and Research

Substantial scholarship argues that regulation of religion suppresses religiosity in a community by reducing individuals’ satisfaction with their religious experience. To date this research has assumed that regulations are enforced on and affect religious communities uniformly. It has also focused heavily on Western Christian populations and aggregated national data. We suggest that state regulation of religious communities and behaviours impacts citizens differently based on their affiliation. Using individual-level assessments of freedom and religiosity from Muslim-majority countries, we show that, at the individual level, restricting freedom suppresses religious belief and behaviour. Restrictions on religious minorities, however, can increase religiosity. As such, …

The phrase goodness of God does occur occasionally in the Hebrew Bible, but has not been considered by Old Testament scholars. to be a key piece of Israelite theology. Rather, it has been interpreted as just another way of talking about God’s acts of hesed or loving kindness for his covenant people and is usually interpreted in the context of the covenants Israel received through Abraham and Moses. Conventional academic discussion vis-à-vis America’s Special Operations Forces, is largely focused at the tactical and operational level of analysis. This means the emphasis on explaining outcomes is placed on personnel (recruiting, assessing, selecting, and training), cutting edge equipment, innovative tactics, or advanced command and control procedures. In 2017, for the first time since the end of the Cold War, none of the capability targets identified in NATO’s quadrennial NATO Defence Planning Process (NDPP) were left on the negotiating table. Previously, capability targets were identified by the alliance’s secretariat, but they remained unfilled as allies failed to assume responsibility for them.

This monograph examines the 2014–18 iteration of the NDPP, which represented a stunning turnaround in transatlantic burden sharing. The analysis reveals a combination of factors—the changed threat environment, political pressure from Washington, and the role of “policy entrepreneurs” working within NATO—best explain the alliance’s success in …

The announcement of the three-year Long-Term Refinancing Operations (LTROs) by the European Central Bank (ECB) on December 8, 2011, signaled the beginning of the largest ECB market liquidity programs to date. Continued and increasing liquidity-related pressures in the form of ballooning financial market credit default swap (CDS) spreads, Euro-area volatility, and interbank lending rates prompted a much more forceful ECB response than what had been done previously. The LTROs, using a repurchase (repo) agreement auction mechanism, allowed any Eurozone financial institution to tap essentially unlimited funding at a fixed rate of just 1%. Public choice literature divides the rationality of voting between instrumental and expressive. In this paper, we take the Vermont legislature in passing the H. 57 bill as a case to explain some of the determinants of expressive voting empirically. The H.57 bill declares that no government entity can interfere with, or restrict, a consenting individual’s right to abortion care across the entire gestation period. However, the bill has not changed the previously states quo of the state towards abortion rights. Using Starting Strong as a case study, this article examines how four successful Student Learning Outcomes (SLO’s) emerged and one was eliminated during the Quality Enhancement Plan’s (QEP’s) development process. In comparison to the one that was purged, the four successful SLO’s had five commonalities: 1. Virtually unanimous support from the administration; 2.
