สารนิพนธ์ฉบับนี้มีวัตถุประสงค์เพื่อตอบคำถามว่าไต้หวันพยายามถ่วงดุลอำนาจจีน โดยใช้นโยบายมุ่งใต้ใหม่ (New Southbound Policy) เป็นเครื่องมืออย่างไร จากการศึกษาพบว่า นโยบายมุ่งใต้ใหม่ (New Southbound Policy) เป็นเครื่องมือของไต้หวันในการถ่วงดุลอำนาจจีนแบบละมุนละม่อม (soft balancing) โดยผลักดันให้เกิดการสร้างความร่วมมือทางเศรษฐกิจกับ “มิตรประเทศ” เป้าหมายยุทธศาสตร์ของไต้หวัน 18 ประเทศ ซึ่งให้ความสำคัญกับบุคคลเป็นศูนย์กลาง (people-centered) และแลกเปลี่ยนความรู้และทรัพยากรระหว่างไต้หวันกับประเทศเป้าหมายยุทธศาสตร์ในด้านต่าง ๆ เช่น การค้า การศึกษา การเกษตร การท่องเที่ยว การแพทย์ สังคมและวัฒนธรรม เป็นต้น เพื่อลดการพึ่งพาทางเศรษฐกิจจากจีนและเป็นการสร้าง “แนวร่วม” ที่มีผลประโยชน์และเป้าหมายร่วมกัน (like-minded nations) เนื่องจากมิตรประเทศต้องพึ่งพาเศรษฐกิจกับไต้หวัน จึงต้องรักษาผลประโยชน์ของตน อีกทั้งเป็นการรวมกลุ่มของมิตรประเทศค่านิยมทางการเมืองร่วมกันจากการเป็นรัฐประชาธิปไตย จึงเป็นเครื่องมือในการเสริมสร้างความมั่นคงของไต้หวันในการยับยั้งจีนไม่ให้คุกคามไต้หวันจากหลักการจีนเดียวและเป็นการรักษาสถานะเดิมที่เป็นอยู่ของไต้หวัน

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาการบังคับใช้กฎหมายของคณะรักษาความสงบแห่งชาติ (คสช.) ในปี พ.ศ.2557 – 2562 ก่อนเลือกตั้ง ตามหลักเสรีประชาธิปไตย ตลอดจนศึกษาการวางฐานทางรัฐธรรมนูญและกฎหมายในการสืบทอดอำนาจของคณะรักษาความสงบแห่งชาติ วิธีการศึกษาดำเนินการใช้ระเบียบวิธีวิจัยเชิงคุณภาพ โดยการค้นคว้ารวบรวมข้อมูลทางเอกสารทางรัฐศาสตร์และนิติศาสตร์ จากแหล่งข้อมูลในการศึกษามาจากบทบัญญัติกฎหมาย หนังสือ บทความวารสาร งานวิจัยวิทยานิพนธ์ ข้อมูลสถิติหรือเอกสารเผยแพร่ทางราชการหรือหน่วยงานที่เกี่ยวข้อง ข้อมูลสารสนเทศจากเครือข่ายอินเตอร์เน็ต ตลอดจนการศึกษากฎหมาย รวมถึงการสัมภาษณ์เชิงลึก เพื่อนำมาวิเคราะห์ข้อมูลและสามารถนำมาปรับใช้กับงานวิจัยชิ้นนี้ ผลการวิจัยสรุปว่า คณะรัฐประหารรักษาความสงบแห่งชาติ (คสช.) พยายามใช้กฎหมายฉบับต่าง ๆ ดังนี้ ประการแรก การใช้กฎหมายทั่วไป ประการที่สอง การใช้รัฐธรรมนูญแห่งราชอาณาจักรไทย (ฉบับชั่วคราว) พุทธศักราช 2557 และประการสุดท้าย การใช้รัฐธรรมนูญแห่งราชอาณาจักรไทย พุทธศักราช 2560 เพื่อเป็นเครื่องมือในการเข้ามาควบคุมทางการเมือง ซึ่งไม่สอดคล้องกับหลักเสรีประชาธิปไตย อีกทั้ง ยังส่งผลต่อการวางรากฐานค้ำจุนให้กับระบอบรัฐประหารในระยะยาวอีกด้วย การวิจัยนี้จึงเสนอให้มีแนวทางในการแก้ไขปัญหาการใช้กฎหมายของคณะรัฐประหารดังกล่าวให้มีความสอดคล้องกับหลักเสรีประชาธิปไตย โดยอาศัยหลักประชาธิปไตยและหลักนิติธรรมควบคู่กัน ในลักษณะเป็นกลไกที่ส่งเสริมซึ่งกันและกันคือ การใช้กฎหมายเป็นกรอบในการควบคุมและจำกัดการใช้อำนาจ (rule of law) ของคณะรัฐประหารทุกช่วงเวลา เพื่อป้องกันการเข้ามารัฐประหาร รวมถึงคุ้มครองสิทธิและเสรีภาพของประชาชนไม่ให้ถูกละเมิดจากการใช้อำนาจดังกล่าว ฉะนั้น หากประเทศไทยสามารถทำให้หลักการนิติธรรมสามารถเกิดได้อย่างเป็นรูปธรรม หลักการดังกล่าวนั้นก็จะช่วยส่งเสริมระบอบประชาธิปไตยสามารถทำงานตรวจสอบและถ่วงดุลอำนาจได้อย่างมีประสิทธิภาพ

การทำสงครามต่อต้านการก่อความไม่สงบของอังกฤษในมลายา ได้รับการยอมรับจากผู้ที่ศึกษาเรื่องสงครามต่อต้านการก่อความไม่สงบในปัจจุบันว่า เป็นการรับมือกับสงครามนอกแบบที่มีประสิทธิภาพ เนื่องจากรัฐบาลอังกฤษในมลายารู้จักปรับตัวและสร้างวิธีคิดชุดใหม่ ที่มุ่งให้ความสำคัญกับนโยบายทางการเมืองเป็นหลัก วิทยานิพนธ์นี้วิเคราะห์ให้เห็นว่าการทำปฏิบัติการสงครามจิตวิทยาในมลายาถือเป็นเงื่อนไขทางการเมืองอันโดดเด่นที่ส่งผลให้รัฐบาลอังกฤษได้รับชัยชนะในสงครามดังกล่าว ผ่านแนวคิดการทำปฏิบัติการสงครามจิตวิทยาของ เซอร์ โรเบิร์ต ทอมสัน บทเรียนสำคัญจากการทำสงครามต่อต้านการก่อความไม่สงบในมลายา ชี้ให้เห็นว่าการใช้กำลังไม่ใช่ทางออกสำหรับการทำสงคราม หากแต่เป็น “การขจัดองค์กรของศัตรู” ผ่านปฏิบัติการสงครามจิตวิทยา ในขณะเดียวกันสงครามในมลายายังพิสูจน์ให้เห็นว่า มาตรการทางจิตวิทยา อย่างการโฆษณาชวนเชื่อในรูปแบบการใช้ใบปลิวประชาสัมพันธ์นโยบายการมอบตัวและข้อเสนอของรัฐบาล เป็นเครื่องมือที่สามารถโน้มน้าวให้กลุ่มผู้เห็นต่างจากรัฐเข้ามามอบตัวและให้ความร่วมมือกับรัฐบาลเป็นจำนวนมาก จนสามารถทำลายองค์กรของศัตรูได้อย่างมีนัยสำคัญ กระทั่งจำนวนลดน้อยลงมาก จนกองกำลังที่เหลือต้องถอยออกไปยังเขตชายแดนมลายา-ไทย ทำให้รัฐบาลอังกฤษสามารถยุติสงครามดังกล่าวได้ภายในเวลาเพียง 12 ปี

การเกิดขึ้นของโรคระบาดส่งผลสำคัญต่อระบบสาธารณสุขของประเทศแคนาดาในฐานะที่เป็นสถาบันหนึ่งที่คงอยู่มาอย่างยาวนาน อีกทั้งยังเป็นปัจจัยสำคัญที่เข้ามาสั่นคลอนความมีเสถียรภาพของระบบสาธาณสุขซึ่งหยั่งรากลึกเชิงโครงสร้างมาจนถึงปัจจุบันส่งผลให้สถาบันดังกล่าวต้องเผชิญกับความเปลี่ยนแปลงเพื่อรับมือกับโรคระบาดที่เกิดขึ้น โดยการเปลี่ยนแปลงที่เกิดขึ้นภายในระบบสาธารณสุขของแคนาดาเป็นการเปลี่ยนแปลงแบบค่อยเป็นค่อยไปซึ่งเน้นไปที่การเปลี่ยนแปลงเชิงนโยบายเพื่อเตรียมพร้อมตอบสนองต่อภาวะฉุกเฉิน โดยเรียกการเปลี่ยนแปลงดังกล่าวว่า ‘การเปลี่ยนแปลงแบบเบี่ยงเบน (Institutional Drift)’ การเปลี่ยนแปลงเช่นนี้สะท้อนให้เห็นว่าระบบสาธารณสุขของประเทศแคนาดาไม่มีความพร้อมในการรับมือกับโรคระบาดมาตั้งแต่ต้นและทำได้เพียงรับมือสถานการณ์แบบเฉพาะหน้าเท่านั้น บทความนี้ทำการศึกษาระบบสาธารณสุขของประเทศแคนาดาผ่านกรอบทฤษฎีเส้นทางการพัฒนาของสถาบัน (Path dependence) และการเปลี่ยนแปลงเชิงสถาบัน (Institutional change) โดยมีการเปรียบเทียบการรับมือกับโรคระบาด 2 โรค ในช่วงเวลาที่ต่างกันระหว่างโรคไข้หวัดใหญ่สายพันธุ์ใหม่ชนิดเอ (H1N1) และโรคติดเชื้อไวรัสโคโรน่า (COVID-19)

This thesis explores Canadian responses towards unexpected arrivals of asylum seekers at their borders. Grounded in critical and feminist geopolitics, it aims to unveil hidden and concealed policies that are implemented behind a narrative of humanitarianism. In particular, it takes the land border crossings from the US to Canada that occurred after the implementation of restrictive asylum policies in the US in 2017 and following years. Although migratory movements can be attributed to several factors, this displacement was triggered by Trump’s anti-immigrant narratives and policies aimed to decrease refugee and immigrant arrivals to their territory.

This dissertation examines the shared struggles and political horizons of citizens and non-citizens living together in squatted buildings in central São Paulo, Brazil. Building on six months of ethnographic fieldwork, it focuses on the coalition forged between the MSTC (Movimento Sem Teto do Centro, i.e. Central São Paulo Roofless Movement) and international migrants and asylum-seekers who have taken up residence in the movement’s squats. In particular, President Obama’s appointments of women to the federal judiciary exceeded all previous presidents in terms of both absolute numbers and as a share of all judges; he also appointed a record-setting number of women of color to the lower federal courts. In this dissertation I analyze the development of contemporary US welfare policy with special consideration given to the importance of race and gender. In the introductory chapter I outline how the development of the American welfare state has continuously neglected the needs of women and minorities as well as how classist, racist, and sexist appeals have been prevalent throughout US history in relation to welfare policies. In this thesis, I demonstrate how the question of ethics in aerial bombardment has been evolving and transforming since its inception at the beginning of the twentieth century to contemporary targeted killings/assassinations by drones. I interact with early airpower theories from Douhet, Trenchard, Mitchell, and contemporary air tactics in order to establish a crucial sequence between these early theories and practices of aerial violence and modern ones conducted by armed drones. I show how the evolution of aerial bombardment challenged, influenced, and transformed essentials of conventional warfare, as well as dispersed boundaries between combatants and non-combatants. As the ideological distance between Republicans and Democrats increases, both parties face pressure to obstruct the legislative process in order to defeat their opponent’s policy proposals. How can states with a history of recent armed conflict trust one another? Distrust between Ukraine and Russia aggravates security fears and limits hopes for a meaningful resolution of the bloodiest armed conflict in Europe since 1994. Hostility levels have risen dramatically between the populations of Ukraine and Russia after the events of 2013–2015. Political psychology offers two competing approaches to increase trust between the publics of different countries: appealing to an overarching, common identity above the national level vs. affirming a sense of national identity. International military operations around the world are major actors on the world stage of global pollution. The United States military remains subject to federal, state, and local environmental laws. However, many exemptions exist to assist the military despite its status as a global polluter. Many environmental policies have incrementally developed over the last one-hundred years largely as a reaction to the most extreme circumstances. The purpose of this article is to examine the various FTAs that Indonesia has been involved in within the last 15 years by looking at the three core elements of trade diplomacy: actors, processes, and goals of FTAs. Based on these elements, this research finds that Indonesia’s FTA diplomacy tends to be dominated by foreign policy interests compared to economic ones, which can be observed through several elements. First, Indonesia’s FTA diplomacy is dominated by state actors and foreign policy players with little involvement from economic players and non-state actors. Indonesia’s commitment to improve its peace efforts in Afghanistan was expressed by President Joko Widodo during his visit to Kabul in 2018. This research used Lederach’s pyramid model of peacebuilding as the primary analysis tool.
