This paper examines how Hayat Tahrir al-Sham (HTS) sought to stabilize and normalize its authority through governance in Idlib from 2017 to 2024. It applies the legitimacy-seeking tactics framework developed by McWeeney, Cunningham, and Bauer (2025) to assess five observable strategies used outside direct combat, provision of public goods, participation in conflict mediation, lobbying and cooperation with external actors, conventional political mobilization, and public outreach. Using qualitative interpretive analysis of primary and secondary sources, the study evaluates how these tactics appeared in HTS-linked governance institutions and public-facing practices during sustained territorial rule. The findings show selective but substantial tactic use. …

The deployment of nuclear weapons in space poses an arms challenge that is both critically important and inherently ambiguous. Although Article IV of the 1967 Outer Space Treaty (OST) explicitly prohibits placing nuclear weapons or other weapons of mass destruction in orbit (UNOOSA, 1966), recent developments suggest that this prohibition is not absolute. In 2024, the U.S. and Japan brought concerns regarding WMD in space to the UN Security Council, calling on states to work to prevent an arms race in space and agree not to place nuclear weapons and WMD in orbit (United Nations Security Council, 2024). The Aircraft carrier and its associated strike group (CSG) have been the preeminent means of both projecting power and securing sea control since the 1940s. Despite this, there exists vulnerabilities associated with operating these groups. Following World War Two, a narrative emerged that in heavily contested (non-permissive) environments, CSGs would be unable to operate effectively. This line of thinking relegates the CSG to a weapon for low intensity conflicts, crisis response, and peacetime power projection. This contribution to the special issue of the Forum argues that mainstream science fiction can be an important site for narrating a nascent change in the moral economy of armed politics in the United States. While firearm politics remain durably partisan, I show that a narrower but significant norm change is emerging: the boundary between ordinary gun ownership and politically charged preparedness has become more permeable, even as overt political violence remains broadly stigmatized. Without structural policy intervention, approximately 4.6 million Californians remain at risk of being uninsured by 2030, worsening racial and ethnic health disparities and hospital uncompensated care burdens. This policy analysis advocates for a hybrid universal coverage model combining sliding-scale subsidies (California Senate Bill 78) with full-scope Medi-Cal expansion for all income-eligible residents regardless of legal status (California Assembly Bill 133). The framework relies on existing funding mechanisms, including the Managed Care Organization tax and the Health Care Affordability Reserve Fund. Through a partnership among University of Illinois Extension – Serving Cook County, the Forest Preserves of Cook County, and the Friends of the Forest Preserves, JMN addressed two goals: increasing 4-H participation and engagement among high-school aged youth and encouraging high-school aged participation in local forest preserves spaces. In this methodological essay, we discuss the ontology and epistemology of research interviews. We anchor our methodological reflection in our experiences interviewing elite-experts. Our goal is to highlight the strengths of research interviews, particularly elite-expert interviews, as well as the importance of using a qualitative rather than quantitative logic when conducting and analyzing such interviews. In discussing this case, we reflect on qualitative research and take a critical stance toward practices that undermine the field of qualitative research. This study critically examines the global startup movement through political economy, classical sociology, and Southern perspectives to assess whether digital entrepreneurship fosters genuine, decentralized innovation or perpetuates speculative financialization and labor precarity. This paper explores the gap between civilizations in the forms antisemitism takes and the cognitive modes on which it is based, given its significance for comparative civilizational analysis. Antisemitism is characterized by two features — the expressive nature of violence and an orientation toward the elimination of an entire group — which are particularly salient compared to other forms of anti-sentiment familiar in the age of nationalism. This paper applies Liah Greenfeld’s cross-civilizational framework to Hong Kong children’s literature published from 2017 to the present, with emphasis on post-2019 works. Existing scholarship argues that 2019 marked the crystallization and mass diffusion of Hong Kong national consciousness; a nationalism lens therefore helps explain the intensified production of Hong Kong-centered narratives, civic pedagogy, and Cantonese-language transmission. It argues that the notion of Russian civilization functions primarily as a symbol of national dignity and exceptionalism rather than an analytically coherent concept.
