How can individuals with contrasting interests in a declining industry, at odds with the country’s identity, and facing an illiberal and sceptical government, band together to promote collective goals? This article addresses this question by examining Singapore’s Kranji Countryside Association, one of Singapore’s few civil society organisations to focus on community organising. To Association members, the material and time costs of organising were high, the odds of success were low and the material rewards of success were modest. Since the 1990s, scholars and international organizations such as the World Bank have recognized the centrality of institutions for development. While important, this “institutional turn” has generally minimized the diversity of development challenges and the corresponding need for different institutional capacities. Yet distinguishing among developmental tasks is a critical step in understanding the kinds of institutions necessary to accomplish policy tasks. We identify five dimensions of task difficulty that affect the degree and nature of policy challenges and, as a result, the institutional capacities necessary to accomplish such challenges. Philippine Studies: Historical and Ethnographic Viewpoints

A close look at the art of basket weaving of the Batak indigenous community in Palawan, Philippines, discloses the depth of mathematics present in the weaves of the baskets. Using white and black one-sided bamboo strips, Batak weavers are able to construct a basket of a given size that displays highly symmetric patterns. The presence of elaborate patterns in the baskets indicates masterful planning by the weaver and an inherent knowledge of algebraic and geometric principles even without formal training in mathematics.KEYWORDS: BATAK • BASKET • WEAVE • SYMMETRY • PATTERN

© 2021 Western Social Science Association. The death penalty enjoys overwhelmingly cross-partisan support among Taiwanese citizens. Politicians, mass media actors, and anti-death-penalty activists all believe that death penalty executions boost the president’s approval. As a result, Taiwanese presidents are motivated to strategically execute prisoners, trying to improve their approval rate. To examine this myth, we exploit data from a nationally representative survey conducted in 2012; six inmates were unexpectedly executed during the survey period. This unique opportunity enables us to examine the causal relationship between implementing a welcoming policy and its effect on public opinion. Contrary to popular belief, however, …

In the year 2008, the University of Ibagué launched several initiatives to articulate higher education with local development. The Programa Paz y Región (Peace and Region Program) is one of those initiatives and it is the focus of this article, whose purpose is to analyse this program in the light of two related concepts: university extension programmes and social responsibility (SR). Our analysis is based on a managerial perspective and our hypothesis is that “Paz y Región” responds to regional development in Tolima, Colombia, from a co-constructed perspective of extension programmes.

This research project presents a spatial competition model for Mexican presidential elections based on the effective number of parties and weighted and scalar polarization indices. The model makes it possible to construct a classification of candidates influences based on personality as an remainder unexplained by spatial ideological competition. In addition to classifying the candidates in the last three presidential elections by their personal influence, the authors offer predictions for future balloting based on change in ideological distribution. Suppositions of symmetrical ideological votes and a single dimension were used to build the model.

The article discusses the necessity of a conditions-based approach for U.S. troop withdrawals from Afghanistan, rather than adhering to a strict timeline. The current situation in Afghanistan is fragile, with the Taliban showing no incentives to compromise and ongoing violence claiming numerous lives. NATO defense ministers recently reaffirmed their commitment to the mission in Afghanistan, emphasizing the importance of renewed and smaller troop commitments. The Afghan government's involvement in peace talks with the Taliban has not yielded significant breakthroughs, as procedural issues dominate the discussions. Many populist parties promote nationalistic country-first policy platforms. In the United States, the Republican Party has increasingly adopted nationalistic policies such as opposition to immigration and multilateralism, culminating in the election of Donald Trump in 2016. The increasing salience of nationalism in American politics raises three important questions. First, has nationalism increased over time? Second, has the rhetoric of leaders within the Republican Party increased the political relevance of nationalism? During oral arguments, attorneys are given the chance to elaborate on their written briefs and answer questions from the judges deciding the case. Studying oral arguments can be a window into the power dynamics between judges and attorneys, and can shed light onto how factors like gender may affect judicial decision-making. While a growing body of research has examined gender dynamics in oral arguments in the United States Supreme Court, no existing studies have examined whether these findings hold up in the U.S. Court of Appeals, the second highest courts in the country. Though Donald Trump decisively lost the 2020 US presidential election, his mob-inciting charisma created a large and devoted base unusual in American politics. Insights from Sigmund Freud’s account of the emotional connections between leaders and followers, and later reframing of those views, suggest some of the dynamics that create the intense attachment expressed by Trump supporters, and his resulting ability to get his most loyal followers and allies to believe and do almost anything, no matter the evidence revealing his lies and the extremity of his demands. This study explores how social movement organisations involved in the abortion debate in the Republic of Ireland attempted to appeal to men in their campaign messages before the 2018 referendum on the Eighth Amendment concerning abortion. We scrape social movement organisations’ Twitter accounts to conduct quantitative and qualitative content analyses of images and videos the organisations posted, and find evidence that social movement organisations sometimes extended their frames to men as voters. Social movement organisations evoked themes of hegemonic masculinity in their imagery and messaging, though these themes were not a large portion of overall campaign tweets and there were …

People who are impacted by the criminal justice system (“system-impacted”) face barriers when seeking financial aid to pay for college. Between the late 1960s and the early 2000s, Congress created laws that prohibited incarcerated students and students with certain criminal convictions from receiving federal grants and loans. This paper offers a comprehensive review of the history of those laws, which provides context for current debates on restoring Pell Grants to students in prison.
