This paper is in no way an apology for the institution of slavery in any form. In fact, it is a reiteration of Biblical doctrine and natural rights philosophy that posit all humans are created equal. The institution of slavery knew few bounds throughout recorded history and was as ubiquitous and durable as the activities of marriage or warfare, practiced by every culture and religion (Drescher 2009, 7-8, 12-39). Biblical text is devoid of specific prohibition against slavery, a fact sadly used as justification for its continuation. The panic surrounding the COVID-19 pandemic led politicians to implement lockdowns and issue “stay-at-home” orders that follow in a long line of government attempts over the past century at economic central planning. With only a few notable exceptions among the several states, elected officials and bureaucrats seized on emergency powers afforded them by the onset of the novel coronavirus. However, recent events have inflamed underlying tensions between Turkey and other NATO member states. Israel began constructing a separation barrier in 2003 in response to increasing terrorism and suicide bombings by the Palestinians during the Second Intifada (Dowty, 2005, p. 171). The separation barrier is an elaborate 400-mile security system of concrete walls, fences, barricades and checkpoints built to protect Israeli citizens (Vick & Arik, 2010). The wall portion of the barrier was constructed of thick reinforced concrete, stands approximately 25 feet tall, and separates the West Bank and Israel boundaries. Statelessness is a reproductive justice issue. When states explicitly or implicitly regulate or restrict reproduction, it results in children being born into statelessness. When there is a risk that a child will be born into statelessness, it both impacts the parents’ ability to parent with dignity and can have a chilling effect on the parents’ decision to have a child in the first place. In this way, statelessness results both in and from violations of reproductive autonomy. The East Bluff Community Center (EBCC)’s mission is to “foster community engagement and neighborhood stabilization by providing a vibrant place to gather.” This paper seeks to shed light on the role that community centers play in creating socioeconomic opportunities for at-risk youth in low-income, American communities. Amidst the already fraught politics of immigration, “sanctuary” policies, whereby state and local law enforcement agencies limit their cooperation with federal immigration enforcement authorities to varying degrees, have emerged as a particularly contentious issue. This paper sifts past the political vitriol surrounding the issue of “sanctuary” and uses original survey research in Philadelphia to answer a straightforward question: Are these policies working? That is, are the city of Philadelphia’s sanctuary policies actually building trust between its undocumented residents and local law enforcement, thereby laying the groundwork for higher rates of crime reporting and safer communities? To this end, we recently received courtesy of state Senator Dave Min (SD-37), a $5 million grant to organize the Orange County Sustainability Decathlon. This competition will be held in 2023 at a site in Orange County, California.

This exciting new competition aims to motivate and empower California’s best and brightest to lead the state’s transition to 100 percent renewable energy. The decathlon will also address housing affordability challenges in California.

Research in public policy examines specific theories that drive policy adoption among jurisdictions. One of these theories, referred to in the economics literature as economic competition (or strategic competition), posits that local governments may engage in competition with one another because of the potential interjurisdictional economic spillover effects of certain fiscal policies. In this article, sales tax rates, a common, yet overlooked, policy instrument in the policy literature is examined to determine if sales tax rates drive competition among counties. Testing several hypotheses, this study finds that sales tax rate increases can exacerbate competition among counties. However, this relationship is …

Homelessness is long-standing issue in American cities, with significant human consequences. However, current public management research does not typically include research on public agencies responding to the needs of the homeless.

This paper uses a case study to explore the disconnect between public management research and those living on the margins of society as homeless. The case study illustrates the potential for multiple streams of research in public management to effectively research the complexities of homelessness. Psychological scholarship on personality is uniting with political science to redefine existing theories. This is clearly the case with research on judicial behavior and the US Supreme Court. But if this new approach is to survive and thrive, it must employ measures equal to the task. We show that Supreme Court Individual Personality Estimates, which seek to estimate justices’ personalities by examining their concurring opinions, suffer from a number of important methodological deficits that critically limit their usefulness. The reemergence of great power competition, conflict with near-peer competitor states below the level of armed conflict, and persisting threats from nonstate actors with transnational ambitions and global reach pose challenges for strategists planning, executing, and assessing military operations and strategy. Building on current visualization tools, two proposed models—the National Strategic Risk Abacus and the National Strategic Risk Radar Chart—address these challenges and better depict how the US military may inadvertently contribute to risk at the national strategic level.
