Has partisan polarization reached the stage that it now affects Americans’ decisions whether or not to get vaccinated against a pervasive and deadly virus such as COVID-19? To date, the evidence has largely been hypothetical—collected before the vaccine was widely available—superficial, or contradictory. Using two original surveys conducted at two different time periods after vaccines became available, this study represents one of the first efforts to systematically analyze the role of party affiliation in predicting vaccine hesitancy. We find that even after controlling for a host of demographic and attitudinal variables, Republicans are significantly less likely—and Democrats more likely—to be …

Penelitian bertujuan untuk mengetahui probabilitas masyarakat Kota Jambi dalam melaksanakan hak politik pada Pemilihan Umum (Pemilu) Presiden Tahun 2019. Penelitian ini menggunakan metode Ex-Post Facto untuk mengetahui peristiwa yang terjadi sebagai akibat dari faktor-faktor yang mempengaruhinya. Populasi dalam penelitian ini adalah masyarakat yang terdaftar sebagai pemilih pada Pemilu Presiden Tahun 2019 di Kota Jambi yang terdiri dari 11 Kecamatan dan 62 Kelurahan yang berjumlah 865. Sampel dipilih menggunakan teknik area sampling tingginya tingkat abstain di suatu daerah sebanyak 266 responden. Upon arrival to a new country, many immigrants face job downgrading, a phenomenon describing workers being in jobs below the ones they have based on the skills they possess. Moreover, in the presence of downgrading immigrants receiving lower wage returns to the same skills compared to natives. The level of downgrading could depend on the immigrant type and numerous other factors. This study examines the determinants of skill downgrading among two types of immigrants – refugees and economic immigrants – in the German labor markets between 1984 and 2018. The Covid-19 pandemic produced more significant immediate intergovernmental conflict in the U.S. than in Australia and Canada. This article considers three variables for this cross-national divergence: presidentialism versus parliamentarism; vertical party integration; and strength of intergovernmental arrangements. We find that the U.S. presidential system, contrary to parliamentarism in Canada and Australia, provided an opportunity for a populist outsider skeptical of experts to win the presidency and pursue a personalized style that favored intergovernmental conflict in times of crisis. Then, the intergovernmental conflict-inducing effect of the Trump presidency during the pandemic was compounded by the vertical integration of political parties, which …

Media Attention And Bureaucratic Responsiveness, Aaron Erlich, Daniel Berliner, Brian Palmer-Rubin, Benjamin E. Bagozzi

How does media attention shape bureaucratic behavior? We answer this question using novel data from the Mexican federal government. We first develop a new indicator for periods of anomalously heightened media attention, based on 150,000 news articles pertaining to 22 Mexican government ministries and agencies, and qualitatively categorize their themes. We then evaluate government responsiveness using administrative data on roughly 500,000 requests for government information over a 10-year period, with their associated responses. A panel fixed-effects approach demonstrates effects of media attention on the volume of outgoing weekly responses, while a second approach finds effects on the “queue” of information …

The production of policy knowledge in the United States is typically described as fractured and contentious. Yet since 1974, the production of fiscal knowledge in the federal budget process has become more centralized and coordinated. And even as Congress has retrenched other analytic institutions, the Congressional Budget Office (CBO) has endured. Dominant explanations for the CBO’s durability point to its reputation for neutral competence. This argument, however, fails to acknowledge that Congress has retrenched other institutions with similar reputations. The University of New Orleans’ Survey Research Center (SRC) conducted a live interviewer telephone survey of 605 likely voters in Orleans Parish. We asked respondents to rate Mayor LaToya Cantrell’s job performance. We also inquired into which candidates likely voters would vote for in the two at-large city council elections. Lastly, we asked respondents to tell us what they thought was the biggest problem facing Orleans Parish. Their responses were recorded verbatim.

This paper tracks the Eisenhower Administration’s shifting policy towards Cuba and its use of covert imperialism to obtain its objectives. The policy considerations of the United States centered around a convenience for American interests. The support for the Batista regime, despite its oppression, exacerbated anti-American sentiments in the Cuban Revolution and put it on a collision course with American interests. As engagement failed, Cuba nationalized, and tensions escalated, the Eisenhower Administration initiated a campaign of covert imperialism that sought a government more in line with its interests. This dissertation focuses on when and why political parties ‘talk like populists’—or use populist ideas, concepts, and frames to appeal to voters. By analyzing the campaign speeches and party manifestos of all parties contesting elections since 2002 in Austria, France, Germany, Sweden, the United Kingdom, and the United States, I find that parties’ use of populism is substantively linked to outsider or challenger status and does not appear to be a useful rhetoric for governing. Overall, I find that mainstream parties have not increased their populism in the last two decades while populist parties have decreased their reliance on populism …

This paper is an analysis of the changes in media framing of Hispanic Americans' voting rights in the Chicago Tribune from 1965 through 1975, following the passage of the Voting Rights Act of 1965, and from 2016 through 2021. The specific frames that will be mentioned are those surrounding Spanish language assistance in voting, political and racial redistricting or gerrymandering, voter fraud, and voter ID laws.

Decree powers are common to presidential systems; they are rarely found in parliamentary ones. We analyze decree powers in one such rare setting: India. We show that bicameral minority governments in India systematically use ordinances to circumvent parliament and prosecute their legislative agendas. They promulgate more ordinances, enact less legislation, and often repromulgate lapsed ordinances. These patterns suggest that, with bicameral minority governments, the locus of lawmaking shifts to the executive branch. While both majority and minority governments invoke ordinances, the latter do so systematically to get around their parliamentary deficit. In the hands of minority governments, then, the mechanism …

What motivates Chinese media campaigns during foreign policy disputes and how are they carried out? “Influence campaigns” are often recognized as highly pertinent to international security, yet they remain understudied. This paper develops and tests a theory that explains these media campaigns as strategic actions to align domestic public opinion when it deviates from the state’s preferred foreign policy, exploiting the media’s mobilization or pacification effect. These divergent media effects correspond to two types of media campaigns respectively – the mobilization campaigns and the pacification campaigns. Despite significant developments in the nature of twenty-first century warfare, Congress continues to employ a twentieth century oversight structure. Modern warfare tactics, including cyber operations, drone strikes, and special operations, do not neatly fall into congressional committee jurisdictions. Counterterrorism and cyber operations, which are inherently multi-jurisdictional and highly classified, illustrate the problem. In both contexts, over the past several years Congress has addressed oversight shortcomings by strengthening its reporting requirements, developing relatively robust oversight regimes. But in solving one problem, Congress has created another: deeply entrenched information silos that inhibit the sharing of information about modern warfare across committees. This …

My research concentrates on four NGOs: IOM, IDMC, JIPS, and OCHA which use different tools to collect data and translate the information into evidence for data-driven decision making (DDDM) for the implementation of humanitarian assistance projects. I focus on the importance, advantages, and various data collection tools which help ameliorate the humanitarian sector since it does not have a current professionalized path to enter the workforce. I incorporated four interviews, attended two conferences and analyzed multiple online sources during my project.
