The Effect Of Congressional Committee Assignments On National Park Annual Operating Budget Appropriations, Braden T. Morrill

All Graduate Theses and Dissertations, Spring 1920 to Summer 2023

Yearly funding for individual national parks is overseen and determined by the House Appropriations and Natural Resources Committees. This process has resulted in the National Park Service being underfunded and facing a $12 billion maintenance backlog. Congress has passed temporary funding to help reduce this backlog but has not indicated a shift in how funding decisions are made to prevent future shortfalls.

This thesis uses statistical analysis to explore how individual members of Congress are impacting funding for national Parks in their states or districts. Often congressional committee’s act on personal incentives to make funding decisions rather than basing their …

This essay is a personal reflection on the contribution that Bishop Thomas Gumbleton and Pax Christi USA made to the creation of the U.S. Bishops’ 1983 pastoral letter on peace. It begins with the early history of Pax Christi USA and discusses activities through the years that led to the U.S. Bishops’ letter on peace in 1983. Addressing the urgent issues facing humanity today, in his recent encyclical on social friendship, Fratelli Tutti, Pope Francis reminds us that it is “all the more urgent that we rethink our styles of life, our relationships, the organization of our societies and, above all, the meaning of our existence” (no. 33). In this and in his previous encyclical on care for creation, Laudato Si’, Francis makes clear that we do not have a moment to waste. None of his diagnosis should “be read as a cool and detached description of today’s problems” (no. 56).

This essay describes the advocacy of Archbishop Antonio J. Ledesma, currently the co-president of Pax Christi Philippines and archbishop emeritus of the archdiocese of Cagayan de Oro, Mindanao, Philippines, towards peace and development not only in Mindanao but also throughout the country. He is a strong proponent of interreligious dialogue and the importance of addressing the roots of the armed conflict so there can be an enduring peace in the Philippines and beyond.

Salvadoran Archbishop Oscar Romero and Guatemalan Bishop Juan Gerardi were prominent defenders of human rights during the civil wars that characterized their two countries during the 1980s and 1990s. Bishop Macram Max Gassis is a near-legendary figure in Sudan since he first spoke out against human rights abuses in his country before a committee of the US Congress in 1988. Targeted by the Islamist military dictatorship which ruled Sudan for thirty years, for protesting enslavement, religious oppression, forced starvation and mass murder in Sudan, he lives in exile, bringing help and hope to his persecuted people.

Archbishop Denis Hurley, OMI (1915-2004) was a major figure in mobilising the Catholic Church’s struggle against apartheid in South Africa. Rooted in Catholic Social Thought and an active participant and implementer of Vatican II, he led by example, moving the Southern African Catholic Bishops Conference (SACBC) into one of the foremost religious defenders of human rights. His theological skills and personal courage translated in ecumenical and interfaith activities that served justice and peace. He supported conscientious objectors and faced prosecution for exposing state atrocities in Namibia.

The Church And Ethnopolitical Conflict In Kenya: 1982-2013, David Tarus

The chapter examines the role of the church in addressing the problem of ethnopolitical conflict in Kenya from 1982 to 2013. Though ethnocentrism within the Kenyan Christian community goes beyond the years cited to the colonial period and the immediate years following independence, the intensity of the problem after 1982 calls for special attention. The single event that marks political change in Kenya is the 1982 attempted coup. This paper studies Marin Luther King, Jr.’s and Desmond Tutu’s strivings for justice and reconciliation as the leaders of movements against white racist systems in the US and South Africa. Despite their differences in terms of nationality, age, religious denomination, and geography, the paper demonstrates how King’s and Tutu’s quests were grounded in the distinctive communal ethics informed by their Christian faith and their shared spiritual heritage as African peoples, which emphasize community, the ubiquity of religion, the moral order of the universe, and hopefulness. Foreign Aid has been a topic of study for decades with few concrete findings on whether it is effective or not. Contemporary foreign aid is divided into two camps: the West and China, with little cooperation and plenty of politics between them. In this thesis I analyze the effectiveness of Western aid and Chinese aid in twelve sub-Saharan African states using annual HDI scores and GDP. I find there is a strong correlation between Western aid and the development measures used as well as cases where Chinese aid is more effective than Western aid. With these findings, I argue that …

The response to the so‐called refugee crisis of 2015 in the European Union was haphazard and inconsistent with the stated mission of solidarity. This article situates the EU’s response and its Common European Asylum System (CEAS) as defensive integration producing the lowest common denominator policies. It argues that the rise of right‐wing populism redefines solidarity in narrow and exclusionary terms, in contrast to the inclusive and global solidarity espoused by the EU. In the run up to the 2020 election on November 3, 2020, two presidential and one vice presidential debate were held (another planned presidential debate was cancelled because of coronavirus). The presidential debates used attacks more than acclaims – and more than previous debates (the vice presidential debate was fairly similar to previous VP debates). Biden and Trump discussed policy more than character (as did the VP debate and previous presidential and vice presidential debates). Unlike most previous encounters, conflicting with the theoretical prediction and in contrast to the vice presidential debate, the two Biden Trump debates in 2020 attacked …
