The Syrian operation of 2012 was the first successful employment by Russia of expeditionary warfare, narrowly defined as naval support to Russian (or Soviet) ground forces in a war away from their periphery (i.e., in a country that does not border them), from the sea. Emergency fiscal transfers to state, local, tribal, and territorial governments have been at the core of the U.S. federal government's response to the COVID-19 pandemic. The most extensive of these transfer programs is the Coronavirus State and Local Fiscal Recovery Funds (CSLFRF) program, contained in the American Rescue Plan Act of 2021. The CSLFRF is not only larger than prior rounds of emergency aid, it was also designed to address a broader series of crises, address pre-existing inequities, and provide greater discretion to public officials in deciding how to allocate funds. This paper presents the results of an indirect assessment of the personality of Empress Wu Zetian, de facto ruler of China from 665 to 705, from the conceptual perspective of personologist Theodore Millon.

Psychodiagnostically relevant data about Empress Wu were collected from biographical sources and media reports and synthesized into a personality profile using the Millon Inventory of Diagnostic Criteria (MIDC), which yields 34 normal and maladaptive personality classifications congruent with DSM-III-R, DSM-IV, and DSM-5.

The personality profile yielded by the MIDC was analyzed in accordance with interpretive guidelines provided in the MIDC and Millon Index of …

Amid the horror of the Russia-Ukraine war, Black refugees from Ukraine have suffered multiple traumas: The trauma of war and the trauma of anti-blackness. The world caught a glimpse of this via social media and news reports that African people were physically blocked from boarding trains and buses by Ukrainian officials, as well as neighboring countries denied entry to people who were not “Ukrainian.” These double traumas have undoubtedly placed Black refugees in Ukraine among the most vulnerable group of people in this humanitarian crisis. This article constructs a measure of geopolitical and economic tensions in US-China relations based on the sentiment expressed in major US news media and utilizes it to analyze the impact of bilateral tensions on US imports from China between 2002 and 2019. Our results suggest that bilateral tensions have had a negative effect on US imports. Additional analyses of the impact of bilateral tensions for industries with varying levels of supply chain linkages to China suggest that, contrary to expectations, they have more disproportionately affected industries highly integrated with the Chinese market. In China, celebrities can dominate public discourse and shape popular culture, but they are under the state’s close gaze. Recent studies have revealed how the state disciplines and co-opts celebrities to promote patriotism, foster traditional values, and spread political propaganda. However, how do celebrities adapt to the changing political environment? Focusing on political signaling on Weibo, we analyze a novel dataset and find that the vast majority of top celebrities repost from official accounts of government agencies and state media outlets, though there are variations. Younger celebrities with more followers tend to repost from official accounts more. Celebrities from Taiwan …

The goal of this thesis research project is to provide a new theoretical outlook that explores and analyzes how morality framing may affect American political preferences and behavior. Partisanship and ideological preferences have long been acknowledged as significant predictors of political behavior in the American electorate. I posit the framing of the key issue of immigration through a moral prism can increase support for presidential proposals and may counteract or even overpower the effects of partisanship. Preventing Civil War: The Role Of Independent Courts, Hector R. Mendoza

This thesis examines the role of judicial institutions, typically overlooked in conflict studies, in their capacity to reduce the likelihood of conflict such as civil wars. I argue that courts that enjoy judicial independence can provide institutional mechanisms that reduce conflict, such as civil war. Specifically, I employ several rare events logistic and OLS regression models with robust clustered standard errors testing the effects of judicial independence on civil war likelihood and regime opposition size. The results indicate that judicial independence and judicial power have inconsistent and mixed results across these models and generally do not support the theory. In …

What explains the variance in the level of public goods provision in authoritarian regimes? Naturally, there are differences in the capabilities of states, however, there is a noticeable trend in the level of output from certain authoritarian states. Democracies have a clear causal mechanism for public goods provision, which is the electoral mandate, but dictatorships lack this feature. This dissertation constructs a framework to investigate the impact of remittances on the recipient countries in the context of the Middle East and North Africa (MENA) and the European Union (EU). The framework will explore the effects of labor migration induced by bilateral labor agreements (BLAs). Such labor agreements are guided by the desire of autocratic governments to utilize their citizens to finance social contracts to sustain the authoritarian systems. This thesis establishes a foundation for liminality in political theory. Liminality, a concept mostly developed in anthropology, is used by them to describe middle periods in rites of passage. Unlike the anthropologists, I argue that liminality should be theorized phenomenologically. Utilizing the history of political philosophy, liminality is defined as a dialectical phenomenon that acts between and beyond the limits of things, Self, and Other. I describe liminality as an ontological-epistemological or existential condition that acts as a connecting tissue to both define what is and the space between things. This case study describes how Alternative Retail Food Outlets (ARFOs) managers and owners in a county in South Texas near the U.S. – Mexico border I am calling Esperanza County, decide what food to eat and to sell. Data from qualitative interviews reveals that the South Texas socioeconomic – cultural context and informants’ economic constraints shaped two different conceptions of good food. This study will explore the capacity of national churches to act transnationally by analyzing the Serbian Orthodox Church’s (SOC) recent political intervention in Montenegro, during which the church mobilized almost half of the Montenegrin population during the COVID pandemic in a movement that led to the defeat of Montenegro’s president in parliamentary elections for the first time in 30 years. A growing literature posits that colonial Christian missions brought schooling to the colonies, improving human capital in ways that persist to this day. But in some places they did much more. This paper argues that colonial Catholic missions in the Philippines functioned as state-builders, establishing law and order and building fiscal and infrastructural capacities in territories they controlled. The mission-as-state was the result of a bargain between the Catholic missions and the Spanish colonial government: missionaries converted the population and engaged in state-building, whereas the colonial government reaped the benefits of state expansion while staying in the capital. This essay places the Vietnam War upon the larger canvas of Southeast and East Asian history by studying the long shadow that Britain’s Empire cast over U.S. entanglements across the region. It shows how British officials in Malaya and Singapore directly contributed to the expansion of US involvement in post-1945 Southeast Asia, as well as the overall pro-US trajectory of the region well before the Americanization of the Vietnam conflict.
