Since the 2008 financial crisis ravaged the EU, Spain and Portugal struggled economically to recover, especially as forces in the EU, the European Central Bank (ECB), and the International Monetary Fund (IMF) enforced bailout packages conditional on the implementation of austerity. Additionally, Spanish and Portuguese society have continuously struggled with a history of authoritarian legacies, of the Franco and Salazar dictatorships that ruled the Iberian Peninsula for nearly 50 years. As outrage continued, protest movements, most notably the Spanish 15-M Movement, fueled voter dissatisfaction. Measuring the ability of governments to implement policy remains one of the most significant questions of political science. This paper presents the latest iteration of the Relative Political Capacity (RPC) dataset and introduces the Absolute Political Capacity measure. It then investigates the trends in political performance measures across time and space, and different political and economic characteristics. Covering 168 countries from 1960 to 2018, the RPC offers a comprehensive measure of state capacity that allows direct comparisons to be made across countries from all levels of development and will help researchers explore different dimensions of capacity and power.

Many have questioned the focus and true reason for their creation, their implementation, their effects and potential unintended consequences. This thesis attempts to determine if authoritarian tendencies are becoming more or less prevalent in the modern American presidency. Presidential and authoritarian scholars agree that authoritarianism is trending in a more insidious manner in the modern world and that most democracies today are being subverted more inconspicuously by elected officials. Terrorist groups from the Middle East and North Africa (MENA) region remain one of the most formidable threats to international security. While their organization and motives have been significantly different over time, a commonality is that they tend to disproportionately target Western democracies. This dissertation argues that this trend is mainly a consequence of the foreign policies that these states pursue in the region. These policies, in terms of support for Israel and interventionism, are theorized as being the precipitous causes of MENA terrorism. This paper compares the framings of ethnic conflict with theoretical political science explanations of the causes of such conflict. Framings are statements used to portray the who, what, and why of an issue through the emphasis or exclusion of information to create a specific agenda. The theoretical expectation from social science is that ethnic conflict is a result of a commitment problem, where the two parties in the conflict cannot credibly guarantee the protection of the other. I trace the bibliometric evolution of “New Public Management Is Dead” by Dunleavy et al. to investigate how the seminal paper influenced the administrative reform debate. They suggested Digital-Era Governance as the main post-NPM idea. My bibliometric analysis discovers public value, administrative reform trajectories, and digital government as influential themes. Unlike Dunleavy et al., the literature found the managerial reform wave is not linear, reform ideas are supplementary, and NPM remains a major toolkit. Future research should focus on reintegration and need-based holism, linking digital government to administrative reform, and the negative impact of digital government on democracy.

The overall goal of this study was to understand if individuals who politically identify as Democrats or Republicans have a statistically significant difference in their emotional response to congruent and incongruent political media clips. I used physiological measures of arousal, valence, and emotional control to understand threat response while participants watched congruent and incongruent political media clips. There was no significant difference between the response to congruent and incongruent media in individuals who identify as Democratic or Republican. A presidential election is, arguably, the most important event in the American political system. The Congress and the president are undoubtedly affected by the pressures and publicity of these events, but we have little understanding of whether the Supreme Court behaves differently in presidential election years. In this paper, I argue that the Supreme Court will experience more consensus in its decisions and make less use of judicial review because of the potential for heightened public scrutiny that can arise during the term overlapping with a presidential election. Sino-American bilateral trade relations have increased significantly in the past four decades since China started its economic reforms in 1978. The bilateral expansion in trade has been accompanied by increased complexity and tensions, which emerged in the form of a trade war during the President Trump administration. After a series of tit-for-tat tariff increases, in an attempt to address concerns through negotiations, both sides reached a Phase One agreement. Long-simmering ethnic tensions boiled over as former Yugoslav republics began declaring independence. After its secession from Yugoslavia in 1992, Bosnia and Herzegovina rapidly descended into a brutal war between Bosnian Muslim, Croat, and Serb ethnic groups. Serb troops engaged in widespread atrocities against Bosnian Muslims and Croats including mass murder, rape, and forced expulsion, which collectively amount to genocide. In this paper, I engage foundational theorists such as Jean Bodin, Thomas Hobbes, and John Locke to examine the philosophies of sovereignty that underpin the US Constitution and the creation of the Second Amendment. I find that the US Founders' reaction to these foundational theories of sovereignty allowed for a breakdown in the system of sovereignty in the country, and made way for the implementation of the Rule of Law. The Rule of Law, in turn, created the conditions of possibility for the psyche of radical individualism that now permeates the US. This radical individualism allowed for the reinterpretation of …

Tibetans have been internationally displaced for over 60 years; following the failed Lhasa Uprising that began in the spring of 1959. Yet, despite being internationally displaced, Tibetans appear to construct and sustain their peoplehood movement around the annual commemoration of the events that took place in the Lhasa Uprising on March 10th. The paper shows how the March 10th protests have been institutionalized and used by Tibetan leaders and their followers to durably change their demands. As American political actors have framed poverty as a choice made by the unambitious, it has become clear that our society has a pervasive misunderstanding of poverty. Policy Feedback Theorists assert that the design of our welfare policies contributes to this fallacy, raising the question of whether there is a relationship between policy design and the way citizens act and feel. This thesis uses quantitative data from the American Citizen Participation Study and qualitative data from two original interviews to test the existence of “policy feedback effects” on program participants’ feelings of efficacy. Asymmetric Partisan And Ideological Evaluations From Candidate Repositioning: A Randomized Experiment, Andrew Gooch

This paper explores partisan and ideological differences in evaluations of a hypothetical candidate who repositions after a campaign (aka “flip-flopping”). This study uses a survey experiment with three randomized conditions and a sample of 1338 respondents. The analysis includes average treatment effects and results by 1) a respondent’s party identification and 2) a respondent’s preferred immigration policy position. I show that a candidate (without partisan or ideological labels) who repositions from a liberal immigration policy to the status quo conservative position is drastically penalized in terms of favorability, particularly by Democratic and liberal respondents.
