Welfare expansion in the global South is partly in response to the social crises caused by neoliberal restructuring since the 1980s, with the 2008 global financial crisis escalating them, and the covid-19 pandemic further exposing the impact on the most precarious working populations. What are the new dynamics of labor struggles against these structural, industrial, and health crises under the expansion of social protection or the lack thereof? They are frequently updated and intended to enhance the professional knowledge of military professionals in areas ranging from cultural awareness, ethics, leadership, international relations, military history and military operations, and areas of expertise considered essential to successfully executing the operations of their military service branch. What explains protest mobilization in areas of limited statehood, where the government struggles to make and enforce rules? We adapt existing theory to explain protest mobilization through a comparative perspective, beginning with the proposition that informal political elites who mediate citizens’ interactions with the government in areas of limited statehood represent a crucial but understudied source of political opportunity. We specifically argue that informal political elites who are effective intermediaries between citizens and the state moderate the relationship between grievances and protest at the individual-level. Growing the Aerospace sector in Mexico requires multilevel agreement between original equipment manufacturers (OEMs), including foreign companies, and national and sub-national governments to stimulate programs and instruments for sector growth. In addition, space for local learning must be cultivated within a process of production organized hierarchically and highly regulated on the international level. The case of the Queretaro cluster is important due to the density of networks created, extensive public-private collaboration, and the emergence of specialized institutions to train and shape highly skilled (professionals and technicians) in the aerospace industry. In Brazil, there has been no transition model of space capabilities promoted by the military sphere (especially the Brazilian Air Force) for nurturing the civil one (Brazilian Space Agency). Drawing upon official documents and legislation as primary sources, the case study of the Geostationary Satellite of Defense and Strategic Communications (SGDC) is analyzed in light of the space strategic sector. Main factors that impede the PEB are related to military-technological dependence and poor resource management, with draconian budget cuts and projects canceled before having achieved realistic milestones.

Is neurotechnology leading nation-states toward a new domain of war? Neuroscience is on the verge of deciphering the human brain. As a result, brains will become a part of the battlefield against which attacks will be directed. As neuroscientist James Giordano argued: “the brain is the next battlespace.” It is foreseeable that this will have tremendous implications for warfare and could amount to a true military revolution in the sense of military historian Williamson Murray: it would completely change the characteristics of conflict, as well as transform state and society.

The Public Muse In Congress: The Punctuation Of American Federal Arts Policy, Elizabeth Deichmann

In 1989, American federal arts policy changed suddenly and drastically when the National Endowment for the Arts (NEA) gained unprecedented attention in Congress for controversial grant awards that supported two visual artists. Prior to this, federal arts policy was an insulated subsystem run by experts applying high art aesthetic standards to grantmaking. Informed by punctuated-equilibrium theory (PET), this investigation of congressional rhetoric shows that Republican policy entrepreneurs during this time effectively set a new, more negative tone about federal arts policy by harnessing conservative culture wars messages. Once ethnically the most homogeneous among the South Slavs, Montenegro is now deeply divided between two factions over statehood and identity. Notwithstanding the expansion of national institutions and elite efforts to mobilize upon them, with independence in 2006 has come less unity, internal harmony, and loyalty to the state, and intensified division and contention. Accompanying the lack of political integration that reaches across ethnic divides has been the further erosion in the popular support for the Montenegrin identity.

This research paper seeks to add to the rich historiography of US foreign aid and interventions abroad by examining both the aid given during the war in Afghanistan and the Marshall Plan. Afghanistan saw $2 trillion spent on programs seemingly without clearly defined aims and which collapsed within 11 days in 2021. On the other hand, the Marshall Plan economically resuscitated a Western Europe devastated by the Second World War. This research seeks to understand how conflict transformation can be furthered by the inclusion of women in peace processes, as affirmed by the Women, Peace, and Security (WPS) agenda, through engagement with Conflict Transformation Education (CTE). This intervention proposes a community-centered CTE workshop in Afghan refugee communities in Pakistan, following the efforts of displaced Afghan women in conducting community peace efforts, including running schools within and outside refugee camps and the provision of humanitarian aid (Rostami-Povey, 2007; “The Future,” 2021). To what extent does the practice of human rights as universal or culturally relative impact women’s status in the global economy? While there is already evidence to show how women have less power in countries that practice culturally relative human rights, this study aims to explore how the domestic practice of human rights influences women’s global power through an analysis of women’s financial inclusion. Using a cross-national, quantitative analysis, I show that human rights practices in the domestic arena directly impact the economic power of women in the global economy. The general perception that country music aligns itself with the political right is perhaps most exemplified by the songs, “Courtesy of the Red, White, and Blue (The Angry American)” by Toby Keith and “Okie from Muskogee” by Merle Haggard. Both songs speak of patriotic values that are traditionally associated with that side of politics. However, At the same time, some country songs, particularly older music, align more with the political left, such as “Man in Black” by Johnny Cash and “9 to 5” by Dolly Parton. Anthropologist Mukulika Banerjee and political scientist Sushmita Pati have a conversation about their recently published books set in rural Bengal and Delhi’s urban villages, respectively. They situate their analyses of the intersections between democracy, capitalism, urbanization, and globalization in events, relations, and cultures of the everyday. The University of New Orleans’ Survey Research Center (SRC) conducted a live interviewer telephone survey of 429 registered voters in Louisiana. Telephone numbers were selected at random from a sample frame of registered voters. Interviews were conducted from October 25 to November 2. The combined landline and cell phone sample matches the gender, age, and race parameters from the voter file obtained from the Louisiana Secretary of State. The margin of error is +/- 4.7 percent at a 95% confidence level.

How can a weaker ally, or ‘protégé’ coerce their stronger partner, or ‘patron’ for greater autonomy? My primary argument is that protégés have agency; they can and do coerce their patron. I ask two interrelated questions within this study. First, when can allied preferences diverge? Second, if allied disagreement is likely, how can a protégé coerce their patron for greater autonomy? I argue that protégés with insecure regimes can threaten their own collapse to get their patron to give into their demands. Income Inequality, Social Mobility, And Electoral Participation In The U.S. Counties: Revisiting The Inequality-Participation Nexus, Dongkyu Kim, Mi-Son Kim, Sang-Jic Lee

Previous research has provided contested hypotheses about the impact of income inequality on electoral participation. This study reexamines the debate between conflict and relative power theories by focusing on a largely ignored factor: social mobility. We argue that social mobility conditions the inequality-participation nexus by alleviating the frustration, class conflict, and efficacy gaps between the rich and the poor that the prevailing theories assume income inequality to create. By utilizing the Cooperative Congressional Election Survey, we test this argument focusing on US counties. Our analysis confirms that the effects of income inequality on citizens’ likelihood of voting vary depending on …
