ปัจจัยภายในของอาเซียนที่ส่งผลต่อการลงทุนโครงสร้างพื้นฐานระบบรางของจีนในภูมิภาค, ตปนีทัศไนย์ หาญพูนวิทยา

สารนิพนธ์ฉบับนี้มุ่งศึกษาปัจจัยการเมืองภายในประเทศในอาเซียน ที่ส่งผลต่อความก้าวหน้าหรือความล่าช้าในการลงทุนโครงสร้างพื้นฐานระบบรางของจีนในภูมิภาค ภายใต้บริบทของโครงการ Belt and Road Initiative (BRI) โดยวิเคราะห์ผ่านกรอบแนวคิด Neoclassical Realism ซึ่งนอกจากปัจจัยภายนอกของรัฐแล้ว ยังให้ความสำคัญกับปัจจัยภายในของรัฐ เช่น เสถียรภาพทางการเมือง วิธีการตัดสินใจของผู้นำ ความสามารถในการบริหารจัดการ และแรงสนับสนุนจากภายในประเทศในการดำเนินนโยบายต่างประเทศ จากการศึกษากรณีตัวอย่างจำนวน 4 โครงการ ในความร่วมมือด้านโครงสร้างพื้นฐานระบบรางระหว่างประเทศในอาเซียนกับจีน ทั้งที่แล้วเสร็จและยังอยู่ระหว่างการดำเนินการ พบว่าระดับความสำเร็จหรือไม่สำเร็จของโครงการต่าง ๆ มีผลมาจากปัจจัยทางการเมืองภายในของแต่ละประเทศ โครงการความร่วมมือกับจีนผ่านระบบรางจะประสบความสำเร็จได้ ต้องอาศัยเสถียรภาพทางการเมือง ความชัดเจนทางนโยบาย และการสนับสนุนในระดับผู้นำอย่างต่อเนื่อง หากขาดปัจจัยเหล่านี้ ก็มีแนวโน้มสูงที่จะเกิดความล่าช้า แม้จะมีเจตนาดีที่จะร่วมลงทุนหรือมีความร่วมมือในระดับระหว่างประเทศแล้วก็ตาม

สารนิพนธ์ฉบับนี้มุ่งศึกษาการจัดการแรงงานข้ามชาติของไทยในช่วงปีพ.ศ. 2564 - 2566 โดยศึกษาการจัดการแรงงานข้ามชาติของประเทศไทย กรณีศึกษาแรงงานเมียนมา และความ ท้าทายในการกำหนดนโยบายหรือมาตราการด้านแรงงานต่อแรงงานข้ามชาติของประเทศไทย เพื่อนำมาวิเคราะห์ถึงการเผชิญความท้าทายต่อการจัดการแรงงานงานข้ามชาติเมียนมา ด้านแรงงานของไทยในช่วงระหว่างปี 2564-2566 อย่างไร ภายใต้ทฤษฎีการเลือกอย่างมีเหตุผล (Rational Choice Theory) มาเป็นการส่วนประกอบการวิเคราะห์ จากการศึกษาพบว่าการกำหนดนโยบายหรือมาตราการด้านแรงงานต่อแรงงานข้ามชาติของประเทศไทยเป็นไปตามความต้องการของตลาดที่ต้องการแรงงานจำนวนมากเพื่อพัฒนาเศรษฐกิจของประเทศ ทำให้คณะรัฐมนตรีผู้ซึ่งกำหนดนโยบายของไทยจำเป็นต้องออกนโยบายหรือมาตรการในการจัดการแรงงานข้ามชาติเพื่อตอบสนองต่อความต้องการนี้ในแต่ละปี โดยมักเป็น ในรูปแบบการผ่อนผันการขึ้นทะเบียนของแรงงานผิดกฎหมาย หรือผ่อนผันกลุ่มแรงงานเดิม ที่การอนุญาตทำงานสิ้นสุดลงให้สามารถทำงานกับนายจ้างต่อไปได้ตามที่มติกำหนด เพื่อแก้ไขปัญหาการขาดแคลนแรงงานในตลาด โดยเฉพาะในภาคส่วนต่าง ๆ เช่น ภาคอุตสาหกรรม เกษตรกรรม งานก่อสร้าง และแรงงานในบ้าน และเพื่อการฟื้นฟูเศรษฐกิจของประเทศ ซึ่งเป็นการแก้ปัญหาเฉพาะเรื่องและในระยะสั้นเท่านั้น รวมทั้งยังไม่สามารถลดจำนวนแรงงานข้ามชาติ ที่ลักลอบเข้ามาทำงานอย่างผิดกฎหมายได้มากเท่าที่ควร ซึ่งการดำเนินการเช่นนี้อาจก่อนให้เกิดขบวนการลักลอบพาคนเข้าเมือง และการแสวงหาผลประโยชน์จากนายหน้าหรือเจ้าหน้าที่ ทำให้ประเทศไทยต้องเผชิญกับความท้าทายในการดำเนินนโยบายที่ไม่ละเมิดสิทธิต่าง ๆ ของแรงงานข้ามชาติ กระทบต่อภาพลักษณ์ และอาจส่งผลกระทบต่อการค้าและการเจรจาระหว่างประเทศที่ไทยกำลังดำเนินอยู่

สารนิพนธ์ชิ้นนี้มีวัตถุประสงค์ของการศึกษา คือ เพื่อศึกษาแนวคิดการสะสมทุนเบื้องต้น แนวคิดการสะสมทุนด้วยการปล้นชิง และแนวคิดทุนนิยมทางการเงิน และเพื่อเปรียบเทียบการสะสมทุนผ่านการปล้นชิงของระบบทุนนิยม ระหว่างทุนนิยมอุตสาหกรรม และทุนนิยมทางการเงิน โดยใช้วิธีการวิจัยเชิงคุณภาพที่เน้นการวิเคราะห์จากเอกสารชั้นรอง ผ่านกรอบแนวคิดการะสมทุนเบื้องต้น และแนวคิดการสะสมทุนด้วยการปล้นชิง ผลการศึกษา พบว่า ในยุคเริ่มแรกของทุนนิยมอย่างในยุคทุนนิยมอุตสาหกรรม การสะสมทุนเบื้องต้นเกิดขึ้นจากการแย่งชิงทรัพยากร เช่น การยึดครองที่ดิน การขูดรีดแรงงาน เป็นต้น แต่ในยุคปัจจุบัน การสะสมทุนมีความสลับซับซ้อนมากขึ้น โดยเฉพาะทุนนิยมทางการเงิน การสะสมทุนมีหลากหลายรูปแบบ ซึ่งไม่เพียงแต่การขูดรีดแรงงานทางกายภาพเท่านั้น แต่ได้แปรเปลี่ยนเป็นลักษณะของการเก็งกำไร การสร้างหนี้ การแปรรูปทรัพย์สินสาธารณะ การใช้ทรัพย์สินทางปัญญา เป็นต้น โดยไม่ต้องผ่านการผลิตหรือแรงงานอย่างชัดเจน จึงทำให้ผู้เขียนได้ข้อค้นพบวิธีการสะสมทุนผ่านการปล้นชิงว่าได้แปรเปลี่ยนไปเรื่อย ๆ ตามบริบทโลก โดยเฉพาะอย่างยิ่งในยุคทุนนิยมดิจิทัล กลไก และวิธีการสะสมทุนสามารถทำได้อย่างแยบยลจนกลืนไปกับชีวิตประจำวันโดยไม่รู้ตัว ภาพลักษณ์เทคโนโลยี แพลตฟอร์มดิจิทัลถูกผลิตมาเพื่ออำนวยความสะดวก แต่เบื้องหลังได้ปล้นชิงแร่ธาตุหายากอย่างมหาศาล และปล้นชิงความเป็นมนุษย์ในการกดขี่ข่มเหงแรงงานในประเทศยากจน อีกทั้งยังถูกนำมาใช้เป็นเครื่องมือเพื่อหลอกหลวงมนุษย์ด้วยกันเอง จึงเป็นสิ่งสะท้อนว่า ไม่ว่าการสะสมทุนในยุคใดก็ตาม ก็ยังทิ้งความไม่ยุติธรรมแก่คนส่วนใหญ่อยู่เสมอ ซึ่งอนาคตการสะสมทุนก็คงกลายพันธุ์ไปเรื่อย ๆ และดูเหมือนว่าความไม่ยุติธรรมยังคงแฝงอยู่ในระบบทุนนิยมที่ดูเหมือนจะพัฒนาไปอย่างไร้ที่ติ

This project develops a praxis towards social change based on the works of Michel Foucault. It first establishes Foucault’s philosophical assumptions, methods, and political goal of countering “objectivizing” modern Western social forces. It then draws on sources from the three major phases of Foucault’s career to trace his development of a general conceptualization of experience as relational, or as non-exhaustively co-constituted by and through three indispensable kinds of social forces: knowledge, power, and ethics. Previous research has shown that political instability can lead to military coups, especially when it occurs close to the capital. However, other than proximity to the capital, no other geographic qualities of instability and their relationship to coups have been explored. Therefore, this dissertation serves as a detailed analysis of how the location of instability conditions its impact on coups.

To show how the locational qualities of instability influence coup likelihood, I borrow from expected utility models of coups, and explore how instability influences militaries’ disposition and ability to coup differently when it occurs in different areas within a country. …

Objective: Few studies have measured public attitudes about reform proposals for changing direct primaries. Despite strong public support over the past century for holding primaries, does the public want to change the direct primary, given its very low voter turnout and its potential role in fostering political polarization?. Method: Using a unique nationally representative survey of 3000 U.S. adults conducted in March 2023 by YouGov, this study shows that a majority of Americans support reform of primary elections. United Nations peacekeeping is experiencing a generational shift as several large missions downsize and close. Amid this change, this essay considers the future of the Protection of Civilians (PoC) mandate, which has been a priority of UN peacekeeping since it was first authorized twenty-five years ago. It argues that PoC has evolved significantly, expanding from a narrow focus on physical protection from immediate threats to a holistic approach that includes establishing a protective environment. The weaponization of rape in International Relations is often analyzed through the lens of Realism, focusing on cases where rape is systematically used as a tactic of war by enemy combatants or as “spoils of war”. This study aims to analyze the effect of political competition on health budgets in Indonesia. The analysis was conducted using a fixed-effects panel data regression approach for Indonesia’s regencies and municipalities between 2009 and 2019. To obtain robust results, this study uses three different measures of political competition, namely the Multiparty Margin Index, the Herfindahl-Hirschman Index (HHI), and the Effective Number of Parties (ENP) Index. The estimation results show that only legislative political competition has a significant and consistent negative effect on the health budget, it is similar to the Leviathan Model theory.

This article analyzes the mutual relationship of dependency between civil society and narco cartels in Tierra Caliente, focusing on civilian experiences in Michoacan, Guerrero and el Estado de México. This paper will examine the functions of La Familia Michoacana, Los Caballeros Templarios and Los Zetas through community service provisions and cartels’ governance. Additionally, socioeconomic factors of Tierra Caliente will be examined to determine which types of communities lend themselves to cartels to provide community provisions as I argue that socioeconomic factors drive cartels’ operations and behaviors.

American Political Engagement: Does Food Assistance Affect Political Participation?, Maya Patterson

This research paper examines the role of how program participation in food access programs influences political participation in the US, specifically “Does program participation in food access programs, such as receiving benefits from SNAP or WIC, influence political participation?” Using a self-reported, weighted 2017 survey of Rural America, this study demonstrates how people receiving food benefits within the last year affect their political participation, specifically how they voted in the 2016 presidential election. State education spending for K-12 students is an essential component of the state and local government fiscal budget, and in the United States, education spending varies by state, with some states spending much more than others. The SAT and ACT standardized tests have been in use since the early to mid twentieth century and have long been the standard testing metric for college admissions.
