Environmental Peacebuilding: Yesterday, Today, And Tomorrow, Ken Conca

The field of environmental peacebuilding emerged as a counter to the idea that violent conflict was an inevitable byproduct of environmental change. Two decades ago, my colleague Geoffrey Dabelko and I published a book, Environmental Peacemaking, sketching the argument that ecological interdependencies could be instrumentalized as a force for peace (Conca & Dabelko, 2002). Other early works from this period focused on the peace opportunities in biodiversity conservation (Matthew et al., 2002) and transboundary protected areas (Brock, 1991; Ali, 2007). How does climate change contribute to domestic natural resource conflict and socioenvironmental resistance in the Arctic? The literature assumes that developed Arctic nations possess sufficient state capacity to overcome risks of domestic conflict and unrest posed by regional development and environmental change. Arctic policy correspondingly focuses on natural resource competition, disputes, and conflict at the international level. The mechanisms and processes of domestic natural resource conflict and socioenvironmental resistance in the Arctic have thus been largely ignored in the literature, even though 27 cases of contention have occurred since the ‘shock’ sea-ice melt of 2007.

This article examines the relationship between legislative civility and legislative productivity in US state legislatures. The research employs data from the National Survey of State Legislative Lobbyists and from the State Policy Innovation and Diffusion (SPID) database. The former dataset is used to generate an overall civility index for each state as developed by Kettler et al. The SPID database allows one to measure the legislative productivity of a state legislature. Employing these data, negative binomial and Poisson regression models reveal that state legislatures rated as more civil by their own lobbyists produced significantly more pieces of noteworthy legislation than …

The paper argues that the rise of China to a position of prominence in the contemporary world offers Western scholars a greatly expanded comparative perspective and, thus, an opportunity to re-assess their fundamental view of social reality. This comparative perspective draws attention to supra-national cultural unities, “civilizations,” first suggested by both Durkheim and Weber.

It seems a truism that while our grasp of the world is at best inconclusive, it is attended by a pressing desire to articulate the ultimate context in which our lives are set. Here, my remarks focus on the limits of our ability to explicate that context or landscape, suggesting that any attempt to de-confuse our world will be inherently inconclusive, indeterminate, and undefined. In other words, I want to encourage a little cognitive dissonance regarding our ability to make sense of the globe.

Young, referring to the “social effects of public memorial spaces” (p.20) in Germany, stated that “Holocaust memorial work in Germany today remains a tortured, self-reflective, even paralyzing preoccupation.” (p.21) He continues with a series of questions: “How does a state recite, much less commemorate, the litany of its misdeeds, making them part of its reason for being? Under what memorial aegis, whose rules, does a nation remember its own barbarity? Where is the tradition for memorial mea culpa, when combined remembrance and self-indictment seem so hopelessly at odds?” (p.22)

This study analyzes the implementation of gender mainstreaming policies within the Garuda troops using the Feminist Policy Analysis (FPA) approach in the context of Indonesia's commitment to gender equality in peacekeeping operations. Gender mainstreaming policies are expected to ensure equal access, participation, control, and benefits for both women and men within the defense system, as well as minimize gender discrimination. In his paper Exploring the Bargaining Model of War, Dan Reiter argues how “in some conflicts, militaries may have different measures of success; two opposing sides could conceivably observe the same battle outcome with both concluding that they were successful, coming no closer to agreement on the eventual outcome of the war” (Reiter 2003). Extrapolating on this point, he assesses how this theory could be one explanation for the Vietnam War. In the United States, Black women have been touted as the saving grace of the Democratic Party. Using data from the 2016 Collaborative Multiracial Post-Election Survey, a cooperative, user-driven data set that provides a large and diverse sample of racial and ethnic groups in the United States, we develop a deeper understanding of the role of partisanship and civic duty in Black women’s support for Hillary Clinton and their political participation. Pete Buttigieg’s candidacy in the 2020 Democratic primaries caught fire more than most predicted. An openly gay man, Buttigieg is also a veteran and a Christian. Did voters penalize Buttigieg for being gay and in a same-sex relationship? Did his other traits offset voter negative bias? We conducted a survey with over 6000 likely voters during the primaries. We included a priming experiment that manipulated the salience of Buttigieg’s identity traits. We then asked respondents how much they liked Buttigieg and who they would support in a match-up between Buttigieg and Trump. Overall, voters penalized Buttigieg for being in a …

Donald Trump’s surprising level of support among U.S. Latina/o voters in 2016 and his improved performance in the 2020 election posed a puzzle for Latina/o politics scholars given his stridently anti-immigrant agenda. Although scholars have acknowledged the political gender gap between Latinas and Latino men, few studies have outlined the theoretical basis or explored the empirical existence of gender differences in Latina/o immigration enforcement attitudes. The Move Forward Party’s victory in Thailand’s 14 May 2566 (2023 CE) election surprised most observers, defying widespread predictions of a Pheu Thai win. Departing from traditional vote-mobilization strategies, Move Forward’s campaign focused largely on social media and broad calls for political reform while eschewing the vote-canvassing networks and economic policy promises that had delivered victory after victory for Pheu Thai. Does Move Forward’s win indicate changes in Thai voting behaviour?
